Abstract- The leaning systems in Iraqi universities face many challenges of managing the learning efforts such as activities, services, and infrastructures. Proposed E-learning system for Iraqi Universities

The universities need to manage their learning environment aspects effectively to minimize the learning resources costs and maximize the level of learning environment management. This paper presents proposed E-learning system for Iraqi universities in order to manage the learning environment and reduce the expenses of the learning processes; the quantitative approach using questionnaire used to analyze the current challenges of learning environment; the qualitative approach using interview used to analyze the most suitable Elearning features and characteristics to avoid the current challenges of leaning environment in Iraqi universities. The proposed model provide the services accessibility and availability using internet as platform to maximize the learning environment management and reduce the operation costs of learning processes. The researcher ensures the proposed model validity through acceptance interview with E-learning experts to check the model usability, usefulness, and services quality.

The most advanced economies in the world have undergone significant changes in socioeconomic behavior in recent years, these changes have been attributed by many authors to the appearance of a set of "new technologies" that have formed a new sector under the name "ICT", which reached all sectors, including the education sector, and contributed to changing educational methods, including e-learning, that make universities have devoted great efforts to integrate new technologies to improve their learning process. This article analyzes the impact of the effectiveness of using e-learning techniques and information systems on the quality of higher education. The issue of e-learning has clearly entered the agenda of educational issues under discussion, and this term is currently one of the most discussed in the field of the use of technologies in education. the instrument of the study is an online survey for Iraqi university professors, the model has formulated using structural equation modeling, the results refer to that the adoption of e-learning technology with the quality of the information system reflects positively on the quality of higher education.
Today internet has been able to reach anywhere in the world. Barriers and Opportunities of E-Learning Implementation in Iraq: A Case of Public Universities

Although the implementation of e-learning initiatives has reached advanced stages in developed countries, it is still in its infancy in many developing nations and the Middle East in particular. Recently, few public universities in Iraq have initiated limited attempts to use e-learning alongside traditional classrooms. However, different obstacles are preventing successful adoption of this technology. The present research aimed to highlight challenges that hinder effective implementation of e-learning in Iraq and recommend possible solutions to tackle them. A total of 108 respondents voluntarily participated in this research. They consisted of academic staff (N=74), professors in charge of e-learning (N=3), and undergraduate students (N=31). Three methods were used to collect data: a survey instrument, semi-structured interviews, and focus groups. Data was then analyzed and reported quantitatively and qualitatively. This provided in-depth understanding to the current status of e-learning in public Iraqi universities and highlighted major hindrances of its successful application. Based on this analysis, the study proffered many recommendations that should be considered in order to fully benefit from e-learning technologies.
Design a network for Iraqi Universities E-Learning Centers
The e-Learning occupies a high interest in the international universities and academic institutes and given priority by departments in those educational institutions, what we are watching in Iraq with the development of information , communications, wireless networking technology and multimedia push in the direction of the adoption of e-Learning, where it could provide students with learning and knowledge by employing these technologies and continuous manners, regarding less time and place through the delivery, organizing educational materials electronically, so Iraqi student can review and learn from them, either side by side and directly with a lecturer, or through distance learning.[1] As long as the e-Learning is a form of distance learning, so it can be considered as a way to teach using the modern communication mechanisms, such as computers (of all kinds: personal, clients, servers) and networks and multimedia and Internet web applications to deliver information to students as soon as possible and less expensive and to enable the educational process to be management, arrangement, measuring and evaluating their performance. So from the above shows the importance of creating an electronic network for Iraqi universities and academic institutes that accommodates all abilities available to them to provide appropriate environments of software with tools, devices and mechanisms of linking to the environment according to the features of each device and its mission and its location within the network, taking into consideration the possibility of the development of specifications of the devices and probability of Network expansion in the future.[2]
E-Learning Prototype for Secondary School: A Case Study of Iraq
In these papers will be talking about e-learning, which is one of the types of development in information and communication technology, and how to benefit from it and use this technique in solving many problems that became impede the progress of education in many countries. Iraq is one of these countries, which suffers education, which was delayed significantly because of the problems experienced by students, such as the inability of students to easily navigate and communicate with the curriculum daily in schools and also the bad situation in Iraq, so it needs new models of education. Therefore, we will use e-learning technology to solve these problems by designing and building a prototype for Iraqi secondary school in Iraq.
