Innovation and sustainability: the Italian scenario
2021
Recent public and governmental concerns regarding sustainability have increased attention on the possibility of improving firms’ efficiency in terms of the emerging topic of sustainable innovation. The perspective of what represents innovation has changed significantly in the pioneering and the wide usage of patent statistics. In fact, a large number of research papers have suggested significant advancements in the usage of indicators connected to measuring innovation (see, among others, Rothwel, 1992; Hagedoorn and Cloodt, 2003; Smith, 2005; Gössling and Rutten, 2007; Makkonen and Van der Have, 2013). One of the most frequently used set of indicators to assess the innovation level of European countries is the European Innovation Scoreboard (EIS; European Commission, 2020), while the Regional Innovation Scoreboard (RIS; European Commission, 2019) represents a regional extension of the EIS. Compared to EIS, the RIS assesses the innovation performance using a limited number of indicat...
Measuring the regional dimension of innovation. Lessons from the Italian Innovation Survey
Technovation, 2001
The aim of this paper is to assess whether and to what extent data gathered by the Community Innovation Survey (CIS) are able to grasp regional specificities in the innovation process, and to propose a specific set of technological indicators which can be used for such a purpose. The evidence presented, based on the Italian case, shows that CIS data, and the set of proposed indicators, are able to quantify the contribution of the different regions to the National System of Innovation, to identify the different technological profiles of regions and to measure the technological performances of regional systems in a broad sense, that is taking into account the basic structural characteristics of regional industries, the innovative performances of firms and the density and quality of systemic interactions between the main institutional actors. Some suggestions on how to improve the CIS framework for analysing the regional dimension of innovation activities are also provided.
Innovation at regional level: The CIS4 two-tiered survey in Italy
Analysts and policy makers require information about innovation activities at regional level. CIS surveys currently carried out on the basis of the Oslo manual do not allow to build satisfactory regional indicators: innovation activities carried out by multi-plant, multi-region enterprises are attributed to the head office. This introduces a bias, in particular where head offices are concentrated in particular regions - Italy is a case in point. Another approach is based on the collection of data at the establishment level, departing from the "subject" approach at the core of the Oslo manual. This paper describes a methodology which allows to build regional indicators in the Oslo framework. The methodology, which is currently being tested by ISTAT, implies a two-stage approach: collecting information at the enterprise level and, in the case of multi-regional enterprises, also at the sub-enterprise level The reconciliation between the information collected at the two levels...
THE REGIONALISATION OF DATA ON TECHNOLOGICAL INNOVATION: LESSONS FROM THE ITALIAN INNOVATION SURVEY
The aim of this paper is to assess whether and to what extent data gathered by the Community Innovation Survey (CIS) are able to grasp regional specificities in the innovation process, and to propose a specific set of technological indicators which can be used for such a purpose. The evidence presented, based on the Italian case, shows that CIS data, and the set of indicators we have proposed, are able to quantify the contribution of the different regions to the National System of Innovation, to identify the different technological profiles of regions and to measure the technological performances of regional systems in a broad sense, that is taking into account the basic structural characteristics of regional industries, the innovative performances of firms and the density and quality of systemic interactions between the main institutional actors. A few indications on how to improve the CIS framework for enhancing the regional analysis of data are also suggested.
Measuring the sustainability performances of the Italian regions
2014
The aim of this paper is twofold, methodological and empirical. From the methodological point of view it aims at contributing to the debate about composite indicators. From the empirical one it assesses the relative sustainability of the Italian regions. Instead of building a single composite indicator (score) for each region, we calculate many composite indices by combining different weighting systems and rules of normalization and aggregation. In this way, we get a distribution function of the ranks (and a plausible rank range) for each country. Such an approach represents a good compromise between the need of synthesising the information provided by many variables and the need to avoid the loss of relevant information that occurs when several indicators are aggregated into a single composite index.
Innovation and growth - Evidences from italian regional systems
2005
The role of innovation for global competition as well as its influence upon economic growth have gradually increased the interest for this subject, both from an economic and from a political point of view. Basing on the existing literature, this paper aims at measuring and describing the innovative capability of italian regional systems, so as to improve the comprehension of this phenomenon as well as of its effects. Plenty of input, output and context conditions are considered, since the systemic nature of innovation requires a simultaneous analysis of all possible variables, actors and relationships involved. Eighty indicators are selected and used to create syntetic measures about innovation and regional economic development. Best solutions are pointed out, paying attention to their score, internal composition and sustainability. Not only the intensity but also the nature of the relationship between innovation input and output and between innovation and economic growth is studied...
An exercise in composite indicators construction: Assessing the sustainability of Italian regions
Ecological Economics, 2011
This paper presents a piece of research aimed at evaluating the relative sustainability of the Italian Regions. After selecting a core set of indicators, for which we referred to the EU Sustainable Development Strategy, we built a composite index and checked for its robustness. As a result we got 'many numbers', that is, a range of possible rankings for Italian Regions.
Eco-Innovation and Innovation Level of the Economy as a Basis for the Typology of the EU Countries
International Journal of Environmental Research and Public Health (Impact Factor: 3.390 ), 2022
The study addresses the issue of eco-innovation and innovation in the European Union countries, which is important from the perspective of the sustainable development paradigm. Innovation constitutes a significant factor related to socio-economic development, and it is crucial in constructing the competitive advantage of enterprises, regions, and countries. Nowadays, increasing importance is attached to eco-innovations, which takes into account the ecological perspective ensuring the reduction of environmental burdens. The purpose of the conducted research was to assess the diversity among the European Union countries regarding the situation related to eco-innovation and innovation, which is focused on the typology of the EU Member States taking a holistic approach to innovation, i.e., considering not only economic but also environmental and social performance. The methods of multivariate statistical analysis, with a particular emphasis on classification methods, were used in the research. A holistic overview of innovation results from the combination of findings based on the research was carried out within the framework of the Eco-Innovation Observatory and the European Innovation Scoreboard. The study covered 28 European Union countries in the period 2013–2019. As a result of the conducted analyses, four classes of the EU Member States were identified (Leaders of Eco-Innovation and Innovation, Moderate Eco-Innovators and Catching-Up Leaders of Innovation, Poor Innovators, The Poorest Eco-Innovators and Innovators).

The article is devoted to the methodological aspects of assessing the sustainability of the regional innovation system and assessing the contribution of the triad participants (education / science, business, government) to the overall region innovative development based on the Triple Helix model. The system of indicators has been determined, which allows to study the region innovative development as a whole and separately pursuant to the blocks of indicators of the triad. Integral rating assessments of the innovative development of the northern regions of Russia of the resource type for the period from 2010-2019 were performed, on the basis of which the levels of innovative sustainability of the regions were calculated and the shares of the contribution of the triad participants in the overall region innovative developmental economy were determined. The authors believe that the proposed methodological approach (algorithm) based on the Triple Helix model adequately solves the assessment of the level of sustainability of the innovative development of regions and the assessment of the contribution of the Triad participants to the overall region innovative development. In order to identify the strengths and weaknesses of the activities of the participants of the triad, innovative profiles of the regions have been built, which allow the executive bodies of local government to make appropriate regulatory and managerial decisions aimed at improving the weak positions of the activities of the participants in the triad. The main advantages of using this method include the simplicity of performing numerical calculations based on the standard Microsoft Excel platform, the use of official statistics that exclude the effect of subjectivity arising from the use of various weight coefficients. The obtained study results may be used by regional authorities to adjust the existing program documents in the field of innovation policy, as well as by various economic and social actors for monitoring and predictive assessment of the innovative development of their industry.

The effects of rising global temperatures are becoming increasingly evident, with observable consequences such as the melting of polar ice caps, the occurrence of cyclones and hurricanes, desertification, and the destruction of ecosystems. The Italian economy is particularly vulnerable to the climate challenge, due to the prolonged slowdown in economic growth and the high unemployment that have plagued this economy over the last decades. Environmental innovation could be the key to tackling climate change, while at the same time promoting growth and employment. A comprehensive assessment of the effects of environmental innovation on growth and employment at the macroeconomic level should consider the compensation mechanisms associated with productivity gains, the substitution effects between more or less polluting goods, and the role of demand and consumer preferences. However, a comprehensive analysis that includes all of these direct and indirect effects of environmental innovatio...
