The Prospects for Public Management Reform in Indonesia
After the fall of Suharto, the government of Indonesia has started to reform its public sector. The reform began with the introduction of Law 22/1999 on Regional Autonomy and Law 25/1999 on Fiscal Equalization between Center and Regions. The laws have created a huge wave of decentralization in almost all aspects of the management of Indonesia’s public sector. Yet, the future of such a reform is debatable. This article discusses the prospects for public management reforms in Indonesia. This author argues that the government needs clear rules for effective implementation of decentralization. The government also needs to reinforce the role of provincial governments as the agents of the central as well as the coordinator of district governments. Furthermore, the government needs to set standard budgeting, auditing, and reporting procedures for all local budgets, and mechanisms in order to monitor sharing of natural resources revenue and transfers. Last but not least, the role of non-government organizations (NGOs) and mass media is highly significant and required for a successful reform of public management.

The phenomenon that is used as the object of research is the performance of the Bekasi City Manpower Office. The purpose of the study was to discuss the effect of Policy Implementation, Leadership and Professionalism on the Performance of the Bekasi City Manpower Office. The research uses quantitative research. The research sample was 242 respondents taken from a population of 667 people using the Krejcie Table. Data collection techniques using literature study, questionnaire and observation techniques. Data analysis using SEM analysis. The results of the study are as follows: The magnitude of the influence of Policy Implementation on the Performance of the Bekasi City Manpower Office reached 0.30, which was weak but significant. Shifting from bureaucracy model to entrepreneurial model as the main characteristic of New Public Management (NPM) has been taking place at local governments in Indonesia since the implementation of Law No. 32 of 2004 on Local Government. Performance appraisal, local financial management accountability, public service improvement, innovation, civic engagement in planning process, and one-stop service are outstanding examples of NPM practices at local governments in Indonesia. Using WonosoboGovernment as a case study, this paper will address NPM practices at a local government in improving public service and government revenues. This study found that improvement of public service and capitalization of local government productive assets weretwo key strategies to encourage local competitiveness. Restructuring of bureaucracy was oriented to enhance the quality of the basic public service, while development of government corporation was aimed to strengthenthe capacity of regional budgetary.

An important part of deciding where to go and how to get there is a realistic view of where one is and where one has been. In other words a critical review of past performance should be part of attempts at improvement. Administrative performance is not the sole criteria of the quality of governance. A good example of this myopia comes from the great amount of ink spilt on discussing insufficiencies in Indonesian public administration. It has become almost a tenant of faith that poor performance comes from various degrees of KKN (corruption, collusion, and nepotism) on the part of administrators. Good governance today in Indonesia has become a key word in every formulation of the policy objectives of government bureaucratic reform within the framework of the change and utilization of the state administration system. In this context, this study seeks to critically evaluate the development and dynamics of good governance and its relation to the New Public Management in Indonesia. The idea of good governance in the public sector requires changes and presentations of government actors and state apparatus. This study reviews the development of bureaucratic reform in Indonesia that has been running for the last two decades. The results of the investigation indicate the need for further emphasis on aspects of the performance of government human resources at all levels in Indonesia, active involvement of the community in policy making, and public sector administration accountability.
Overcoming Good Governance: Towards Localized and Contextual Public Administration in Indonesia

Public administration in Indonesia is marked by the hegemony of good governance discourse. This discourse is theoretically backed up by New Public Management (NPM). Those two views share the same belief that market and private sector should be the cornerstone of administrative practices. Initially, good governance was promoted worldwide by the international donors as a mean to reform the institutional and governance capacity of state agents, and in Indonesia, its implementation has started since the 1990s through various development schemes and projects. Nowadays, it is still becoming the priority program of government under the title of administrative reform and national competitive advantages. The problem is that good governance fails to achieve its promises since the beginning of its introduction: the disparity is widening and the equality between main actors is far from reality. This should appeal to the awareness by public administration scholars and practicioners that the new approach and paradigm is needed. The effort of building Indonesia public administration must also consider the caution that local context and historical root play a vital role in influencing theory construction.
THE KEY FACTORS TO IMPROVE THE GOVERNMENT PERFORMANCE MANAGEMENT SYSTEM: A LESSON FROM INDONESIA

Th is study aims to identify the critical factors for enhancing the government performance management system in Indonesia. Th e research was carried out in three major provinces: Yogyakarta, South Sumatra, and West Java Province. Employing a mixed-method approach, the study utilized descriptive research with both quantitative and qualitative analyses. Th e quantitative analysis involved multivariate regression analysis conducted using R-Studio, while the qualitative aspect included insights from selected key informants. Th e fi ndings of the study highlight that leadership commitment and internal policy support are the most infl uential factors in sustaining the government performance management system in Indonesia. Additionally, such factors as organizational structure stability, working culture, conformity to national policies, clarity of performance cascading, and quality of human resources showed positive correlations. However, the use of Information and Communications Technology (ICT) was found to have no comprehensive correlation in supporting performance management systems.
