Community Based Rehabilitation Solution for Global Problem in Improving Quality of Life of Persons with Disability Indonesia’s Experience 1985-2016

Community –based rehabilitation (CBR) was initiated by the World Health Organizaztion (WHO) following the declaration of Alma –Ata in 1978. In Indonesia CBR use WHO CBR manuals was first implemented in Bandung in 1985. CBR is a strategy and program to achieve Community –Based Inclusive Development (CBID), where Persons With Disability (PWD) are fully included in all aspects of community life.. Need and Impact of the Community Based Rehabilitation Center

The paper is based on observations and the ongoing project design developed by the Seva Sahayog Foundation. Seva Sahayog Foundation, a volunteer-based organization registered in 2009, established in Pune and Mumbai, and some cities in Maharashtra as well as villages near the area. Seva Sahayog has many flagship projects. The details will be given in the actual paper. Chetana is the project designed and developed by the Seva Sahayog volunteers. The project is to empower the children with disabilities and the caregivers, like parents and family members. Overall, birth disabilities need to be diagnosed as early as possible. Parents acceptance as early as possible developed the child's milestone at an early age and allowed him to cope with the main stream or at least do his own basic activities. Chetana is the project that helps the parent accept the child's disability, provides information about the disability, and explains the government's rules and facilities. Chetana organized the events to motivate the parents and improve the social interaction of the kids. Chetana focused on 3-13-year-old kids with special needs. The paper will discuss how ideas lead to project execution and how the established project design has been developed.

The Community Based Rehabilitation Programme of the University of the Philippines Manila, College of Allied Medical Professions

Purpose: This paper reports the process of development of a CBR programme by UP Manila College of Allied Medical Professions, and its impact on the stakeholders: persons with disabilities, students and alumni, CBR workers, local leaders and the agencies involved in the programme. Method: The impact of the programme was assessed through interviews, questionnaires, focus group discussions and review of secondary data and records. Results: The programme results show that the condition of persons with disabilities has improved and there has been a remarkable change in their knowledge, attitudes and skills. The positive attitudes, skills and values of students were enhanced, and the CBR programme was a "character builder" for them as rehabilitation professionals. The CBR workers who participated in the programme learnt to appreciate the potential of persons with disabilities and to accept their limitations. Another key result was the pledge by local leaders to sustain CBR in their own villages. Conclusions: The students and alumni reported that the CBR programme should be replicated for nation-building. The different stakeholders reported that it helped improve the quality of life of people with disabilities and contributed to community development.

SUSTAINABLE REHABILITATION OF PERSONS WITH DISABILITIES FOR NATIONAL DEVELOPMENT

Persons with Disabilities (PWDs) are bona fide citizens in every country and as such have equal rights to development opportunities provided for other citizens of the nation. It is observed that a number of persons with disabilities have become a burden to the society, rather than contributing members of their communities and nation at large. This is because they have been neglected by society and the government has failed in its responsibility to properly empower and invest in them for national development. In addition, PWDs in some countries are negatively regarded as environmental nuisance and wastage in the society as many of them are involved in begging all because of lack of sustainable rehabilitation. In spite of the numerous challenges posed by the handicapping conditions, persons with disabilities are blessed with wide range of skills and talents which are needed for utilization and national development. If persons with disabilities are to be transformed into productive and independent, rather than remain a burden to the society, by extension, development of the nation, then there is need to invest in and empower them. This is where the issue of sustainable rehabilitation comes in. Therefore, this paper discusses the concept of rehabilitation, community based rehabilitation, typologies of rehabilitation services which entails medical, psycho-social, educational and vocational rehabilitation for persons with disabilities. Likewise, the paper ends with conclusion and recommendations.

Community Based Rehabilitation: Provide Barrier Freeenvironment and Developmental Opportunities for Disabled People

Community-based rehabilitation approach providesrehabilitation; reduce poverty, equal opportunities, and social insertion for differently abled people at community level. Objective of CBR is to meet the needs of people with disabilitieswith the respect to health, educat ion, employment, social and economic empowerment issues (WHO 2010). Statement of the problems: I am going to find out the barriers which affect the available facilities for disabled people. Society treats disabled people in a different way as pity, feelings of sympathy, isolated or rejected. People often maintain social distance and consider disabled as outsiders. Many disable people feel discriminated at various levels in the family as well as in the community. Sometimes their families strongly supported them and even sometimes they might be overprotected by the family members. At the same time they might be rejected and left out from normal community life because of society humiliation and discrimination. In that conditions disabled people have very restricted and limited opportunities and choices for their own development. Objectives: The main focus of the study to find out how community based rehabilitation programme strategies will be effective to remove barriers in all stages and createmultiple opportunities and choices for the betterment of life of disabled people. In this backdrop the paper aims to find out how CBR helpful to provide and strengthentheir mental and physical abilities so they can understand themselves as normal human being in the society. Methodology: The research paper envisioned to find out the exercise of CBR service facility to PWDs, regulate whether differently abled have access to community based rehabilitation facilities, and recognize the CBR implementation challenges from the opinion ofcaregiversand parents, service providers.
