This piece of research intends to explore and analyze the local government's executive role in developing and implementing the governmental budget as well as the role played by the legislative body in approving and supervising the budget, to examine the respective influence of these roles on the realization of good governance.This research study comprises analytic observation made by way of the survey method, and is non-experimental in nature. Sample collection has been arranged through purposive method, which means by considering all members of the local population, except members that categorized as new local governments. The Research Unit is made up of 13 local governments at Regency level and 6 local governments at the Municipal level. The respondents are local government executives and the Local Legislative Body's Budgetary Committee. The total number of respondents amounts to 540 and the completed questionnaires amount to 420. The analytical method employed is the so-called Path Analysis. The result of path coefficient shows that local government's executive role moderately high influential in terms of affecting the realization good governance, and based on hypothesis test, its influential is significant. Meanwhile, the result of path coefficient shows that the legislative body's role weakly influential in terms of affecting the realization good governance, but based on hypothesis test, its influential is not significant. Furthermore, the result of path coefficient shows that local government's executive and the legislative body's role simultaneously influential in terms of affecting the realization (enhancement) of good governance, and based on hypothesis test, its influential is significant. These findings are supported by previous research and various theories based thereon.
BUDGET AND BUDGETARY CONTROL AS A TOOL FOR ACCOUNTABILITY IN LOCAL GOVERNMENT

Over the years, budget has been conceived reprehensively which has affected the accountability of local government officials. It is the objective of this study to pervade into the study of budget and budgetary control as it serves as a tool for accountability in local governments. Hypotheses were drawn to test if budget is a means of achieving accountability in local governments. Two Hundred copies of Questionnaire were distributed to local government officials one hundred and eighty-nine was retrieved. The data were analysed using chi-square with the aid of Statistical package for social sciences (SPSS). The result shows that the use of budget and budgetary control has greater effect on the accountability of local governments. Thus, budget, if used properly and well communicated, appointed and elected officials of the government at all levels would be answerable for their actions; as information communicated is a prerequisite for accountability.
Budgeting Participation and Managerial Performance of Government Apparatus

This research was conducted aiming to see the effect of budgetary participation on the performance of government officials in the city of Padang. Research respondents are budget makers or leaders in the SKPD of Padang as many as 50 SKPD. This type of research is a causality research that is useful for analyzing the relationships between one variable and other variables. Data analysis techniques used are simple regression analysis with the help of SPSS program, analysis descriptive with Levels of Respondents' Achievement (Tingkat Capaian Responden), and classic assumption test. The results showed that there was a significant effect between budgetary participation on managerial performance of government officials with a coefficient of 0.335. And the magnitude of the effect of this variable on managerial performance is 45.9% while the rest is influenced by other variables outside this model.

Legislature plays an important role to ensure accountability in the budgetary decision-making of the Indonesian local government. The legislature's accountability role in budgetary decision-making concerns the Indonesian local government. Thus, this research investigated the legislature’s accountability role in the budgeting process and institution's budgetary decision-making. It also examined the planning and budgeting documents in the budget policy-making by the legislature from the Institutional perspective. This study aimed to examine the influence of human resource quality, budget politics and budget transparency for consistency of budgeting process with the leadership style as a moderating variable. The population of this study were all local government work units in ( s atuan kerja ) kota Sabang – Aceh. The respondents were 163 people that consist of 34 budgeting information users and 129 head of divisions and subdivisions. The data used was primary data which was collected through questionnaires. This paper aims to explore the extent to which the use of accounting information contented in the report on the performance of local government performance influences voter behavior in the re-election of incumbent regional heads. Based on changes that are recommended by New Public Management (NPM) in the accounting of the public sector to give attention to citizens/voters in order to evaluate the performance of local governments. To do so, start from the following research question: Can the accounting information disclosed by local governments affect the re-election of regional heads in Indonesia? This research is based on agency theory as a grand theory with rational choice theory as a supporting theory. This study uses secondary data from the Directorate General of Financial Management of the Indonesian Republic Finance Ministry (DJPK Ministry of Finance of the Republic of Indonesia) to Realization of Regional Revenue and Expenditure Budget in 2017 and while information data on Unemployment and poverty is obtained from the central statistics agency (https: // www.bps.go.id) and from the official website of the regional government and the respective Regional People's Representative Council. The data while the election was obtained from the official website of the Election Committee https://www.kpu.go.id/ and the official website of each region. This study uses binary logistic regression and uses purposive sampling. Before the regression test, it is examined by using the classical assumption tests. The results showed the contents of accounting information contained in the accountability report. The regional income and expenditure budgeting influences the electability of incumbent re-election, among others, the ratio of regional income to total income, capital expenditure ratio and poverty level positively influences the re-election of incumbents, while the tax revenue ratio the total income, the ratio of total expenditure to total income, the ratio of expenditure on goods and services to total income, and the unemployment rate does not affect the electability of re-election of incumbents. An understanding of information accounting content expressed by the local government voters can make the basis for assessing whether the incumbent regional head is worthy of the opportunity to reign or not. The results of the study provide input to the local government to determine the regulations and policies that will come regarding the accountability of financial statements so that there is no misuse of authority resulting in corruption, collusion, and nepotism.

The behavior of bureaucratic apparatus in the implementation of the capital expenditure budget in the Office of Public Works and Spatial Planning of Sumedang Regency, West Java Province, still shows a deviant tendency. The problem behind the bad behavior of bureaucratic apparatus in managing the state budget is because of the lack of self-control to prevent deviant behavior and, vice versa, there is a strong intention to behave deviant. Therefore, the purpose of this study is to examine the implementation of the capital expenditure budget in the perspective of the behavior of individual bureaucratic apparatus related to intentions that are formed from a combination of attitudes, subjective norms, and behavioral control. The research method used is qualitative with a behavioral approach so that it can explain the data and information obtained from observation, interviews, and focus group discussions. The validity and reliability of the research are explained and verified with the theories of public administration science so that answers can be formulated as the formulation of the problem. The results showed that the behavior of the bureaucratic apparatus was determined by the intention of a number of efforts and endeavors to make a growing deviation in the implementation of the capital expenditure budget, it was built from the attitude of bureaucratic apparatus that lacked integrity and ployed loyalty. The attitude of the apparatus is in line with the subjective norms of the leaders and stakeholders who hope that each individual who plays a role in project management will get a number of resources determined according to the budget ceiling amount of the contract package for construction work and procurement of operational goods. The attitude and subjective norms of the bureaucratic apparatus can be achieved well because the behavior control is confirmed to be very low.
The purpose of this research to investigate and to analyze the influence of Regional Own Revenue (PAD), General Allocation Fund (DAU)Profit Sharing Fund (DBH)and Surplus of Budget Financing (SiLPA)to the Opportunistic Behavior of Budgeting. The population of this research are Regency/City Administration in North Sumatra Province and Regency/City Administration in Nanggroe Aceh Darussalam Province. The analyze methode that is used in this research are descriptive statistical analysis, the classical assumption test, multiple regression analysisand hypothesis testing. The independent variable used in this research are Regional Own Revenue, General Allocation Fund, Profit Sharing Fund, and Financing Surplus, dependent variable is the Opportunistic Behavior of Budgeting. The population of this research are 58 Regency/City by using purposive sampling, 37 Regency/City in year 2011 up to year 2014 are chosen as samples. This research utilizes secondary data.
Performance-Based Budgeting as Surveillance for the Accountability of Local Governments

Performance accountability of local government presents budget allocation and realization to carry out the main tasks in achieving performance indicators. The achievement of these performance indicators can be accounted for and realized through performance-based budgeting (Young, 2003). However, in the implementation of performance-based budgeting required surveillance, control, responsibility, and accountability of the performance of government agencies (SOX 2002, Iman (2005).
