Household Responses to Extreme Shocks: Evidence from the Kobe Earthquake
Using a unique household-level dataset pertaining to the situation of the 1995 Kobe earthquake, we address how households deal with extreme shocks. Our results show that changes in the expenditure of different consumption items before and after the disaster depend on the type of damage caused by the earthquake to each household in terms of income, housing, assets, and health. Moreover, we find that households' utility across different expenditure items is not separable. These results suggest the difficulties in carrying out in-kind transfers to the earthquake victims and the superiority of cash transfers when damages are easily verifiable. Moreover, risk-coping strategies depend on the damage: it was found that households borrowed extensively against housing damage but relied on dissaving to cope with smaller asset damage, implying that the risk-coping strategies are specific to the nature of the loss caused by the earthquake.

Sichuan is a province in Southwest China that is famous worldwide for its earthquakes. However, few quantitative studies in China have probed the correlations between rural households' financial preparation, disaster experience, and disaster-risk perception. Using survey data of 327 rural households from four areas stricken by the Wenchuan Earthquake and Lushan Earthquake in Sichuan, the ordinary least square (OLS) method was used to quantitatively explore the correlations between these three factors. The results show that rural households' total family cash income, asset diversity, and whether rural households can borrow money from relatives and friends whenever there is a catastrophe such as an earthquake are significantly negatively correlated with the probability of disaster occurrence. Asset diversity and whether rural households can borrow money from banks whenever there is a catastrophe such as an earthquake are significantly positively related to the severity of disaster occurrence. The severity of residents' disaster experience is not significantly correlated with the probability of disaster occurrence, but is significantly positively related to the severity of the disaster. The research results can provide useful enlightenment for the improvement of financial preparedness and disaster risk management for rural households in earthquake-stricken areas.
Using a unique household-level dataset on the situation after the Kobe earthquake in 1995, we test the full consumption risk sharing hypothesis, relaxing the separability assumption, and examine households' simultaneous choice of risk coping measures. Using multivariate probit estimations, we find that the full consumption insurance hypothesis is strongly rejected and our results indicate that households' utility across different expenditure items is not separable. As for households' choice of risk-coping measures, households borrowed extensively against housing damage, but relied on dissaving to cope with smaller asset damage, implying a hierarchy of risk-coping measures from dissaving to borrowing.
Households' immediate Responses to the 2009 American Samoa Earthquake and Tsunami

This study used variables from the Protective Action Decision Model to guide data collection about 262 residents' responses to the 2009 Samoa M8.1 earthquake and tsunami. The results show that earthquake shaking, combined with knowledge that this can cause a tsunami, was the most common source of first awareness about a possible tsunami and that broadcast media were the most common first social sources of warnings. Radio was an important source of additional information, as were face-to-face contacts and phone calls. Contrary to previous research, few of the recommended elements of a warning message were communicated to those at risk and none of these message elements was significantly correlated with evacuation. Nonetheless, two thirds of coastal residents and half of inland residents began evacuations within 15 min after the earthquake. Those who had participated in earthquake hazard awareness meetings had higher risk perceptions but were no more likely to evacuate to higher ground or evacuate promptly. This study's results are broadly consistent with previous findings on disaster response but raise a number of unresolved questions about behavioral response to rapid onset disasters.

This paper investigates the coping strategies employed by victims of the Great Hanshin-Awaji (Kobe) earthquake in 1995. Using a unique household data set, we show that households that held a large amount of collateralizable assets before the catastrophe and were free from a binding borrowing constraint were able to maintain their consumption levels by borrowing. In contrast, households subject to a binding borrowing constraint before the disaster were unable to borrow to cope with the losses inflicted by the earthquake. On the other hand, both types of households relied on private transfers, depending on the extent of the damage.
Residents’ Reactions to Earthquake Early Warnings in Japan

This article empirically examines the effectiveness of earthquake early warning (EEW) in Japan based on experiences of residents who received warnings before earthquake shaking occurred. In Study 1, a survey (N = 299) was conducted to investigate residents' experiences of, and reactions to, an EEW issued in Gunma and neighboring regions on June 17, 2018. The main results were as follows. (1) People's primary reactions to the EEW were mental, not physical, and thus motionless. Most residents stayed still, not for safety reasons, but because they were focusing on mentally bracing themselves. (2) Residents perceived the EEW to be effective because it enabled them to mentally prepare, rather than take physical protective actions, before strong shaking arrived. (3) In future, residents anticipate that on receipt of an EEW they would undertake mental preparation as opposed to physical protective actions. In Study 2, a survey (N = 450) was conducted on another EEW issued for an earthquake offshore of Chiba Prefecture on July 7, 2018. Results were in line with those of Study 1, suggesting that the findings described above are robust. Finally, given people's lack of impetus to undertake protective action on receipt of an EEW, this article discusses ways to enhance such actions.
Households’ Risk Perception and Behavioral Responses to Natech Accidents

This study analyzes data on households' risk perception and protective behavior following a natural disaster triggered technological accident (Natech accident) that occurred at an industrial park in Sendai during the Great East Japan Earthquake and Tsunami, on 11 March 2011. The results indicate that some households carried out multiple evacuations and that households' risk perceptions changed throughout the Natech accident evacuation process. Risk perception differed according to household location and demographic characteristics. We also found differences in the protective measures adopted for households in different locations. Specifically, those living closer to the Natech accident tended to evacuate immediately, whereas those living further away tended to shelter in place. Wind direction is discussed as a factor that influences households' risk perception and evacuation response to a Natech accident. The findings of this study advance knowledge of household behavior in response to a Natech accident and can assist emergency managers in developing strategies for better management of evacuation processes.

Household Behaviour in Response to Earthquake Risk: An Assessment of Alternative Theories

Households respond to earthquake risk in different ways. The main theories explaining human behaviour under threat of earthquakes are reviewed. A survey of households' responses in Tehran and Rasht in Iran to earthquake risks is used to assess the validity of psychological,`need', socio-cultural and economic theories in explaining behaviour. More support of cognitive and cultural theories is found rather than economic and`need' theories of earthquake safety measures; this suggests that positive adoption of mitigation measures can be encouraged in terms of cognitive processes through information and education.

This paper is aimed at analysing the impacts of financial preparation and disaster experience on households' disaster risk perception, including perceptions of likelihood and severity in Quang Binh Province of Vietnam, one of the areas strongly affected by natural disasters and climate change. With the data from direct surveying 308 households in Quang Binh province, the research methodology includes Cronbach's Alpha, EFA and OLS regression models. The key findings are: First, disaster experience has positive impact on natural disaster risk perception. Second, financial preparation has negative impact on natural disaster risk perception. Third, the risks of natural disasters in Quang Binh Province are increasing and unpredictable due to rapid economic growth and urbanization. This fact requires the Government, provincial committees, and stakeholders to go beyond traditional coping methods, implement more customized policies and specific actions to try to reduce the risks of natural disasters.
