Security is a key dimension of any Indonesian borderland development program. Apart from security, the Indonesian military must attend to sociopolitical requirements. The area of Belu Regency borderland is a case in point where many East Timorese refugees or "new citizens" have been settled. Sociopolitical tasks of the military are to assist the local government in overcoming any problems of the refugees. This article demonstrates a connection between the security dimension and social exclusion in the border area of Belu. The question of this study is how the security issue is related to social exclusion and how it takes place. The qualitative method is deployed to collect data, through in-depth interview with government and military institution informants, as well as at community levels, together with secondary data. The result of the study shows that the local government has used the Indonesian military to limit the movement and choices of these refugees, and to intimidate them. Therefore, the role of the institution contributes to initial stages of social exclusion, such as limiting the movement of the new citizens and the locals in terms of land and housing access, through intimidation, and limiting any signs of political aspirations.

The National Security Council of Malaysia has declared the east coast of Sabah as the Eastern Sabah Security Zone (ESSZONE) to inhibit security threats and enhance security in the east coast of Sabah. This study employed an in-depth interview with the stakeholders involved in security governance and development in the study area. The selection of stakeholders was based on expert sampling. Secondary data relating to maritime economic activities were also used to reinforce the findings of the in-depth interview. The study areas were Tawau (Sabah) and Sebatik Island. Sebatik Island is divided into two regions; the northern region is owned by Malaysia and the south is owned by Indonesia. This paper examined the impact of ESSZONE's security policy toward economic activities in Tawau and Sebatik Island. The security policy implemented by the Eastern Sabah Security Command (ESSCOM) in Sabah's east coast has a negative impact on maritime economic activities in Tawau and Pulau Sebatik. Therefore, the government must re-evaluate the security measures in Tawau and Pulau Sebatik waters, and the curfew regulations in particular, because the security threat is lower and more manageable than in Sandakan, Tawau, Kunak, Lahad Datu, Semporna, and Kinabatangan, which form the hot spot area. Furthermore, the government should consider appropriate measures to balance the objectives of security and economic interests, depending on the level of security threat zones.

Indonesia as the largest archipelagic country in the world with a coastline of 108,000 kilometers, has land borders with three neighboring countries and Indonesian waters borders with ten neighboring countries, so it is the obligation of the Indonesian government and all citizens to maintain the integrity of its territory. In maintaining the integrity of its territory directly adjacent to other countries, based on geographical conditions in terms of this approach, the border area should be placed as the front fence in the national defense system. This research was conducted to determine the condition of the people of Indonesia's border areas and aims to analyze the efforts in empowering the people of the border areas through increasing awareness of defending the country. By using a qualitative descriptive method, the data to be taken comes from books, previous research, scientific articles, literature and news from the official website. Along with global developments, the forms of threats that exist are not only physical threats but also non-physical threats. The Indonesian government has implemented a border development policy. Still, it has not been able to answer the complexity of the problems that occur in border areas, especially in North Kalimantan. The development of border areas is closely related to the mission of national development, defence and state security to improve the Welfare of the people in the border areas, especially to ensure the integrity and sovereignty of the state. However, the condition of border communities in North Kalimantan is increasingly marginalized, where poverty and regional isolation trigger the high demands of local people to become border crossers to Malaysia. This study will examine the factors causing the economic backwardness of border communities in North Kalimantan, poverty and isolation of border communities, and security issues at the border. The results show that the border area needs to be closely monitored because it is a security-prone area. This makes the border development paradigm in Kaltara prioritize a security approach rather than Welfare. This causes the border areas in North Kalimantan to be scarcely touched by the dynamics of development. Therefore, border development needs to be placed in a people centre of development-oriented to people's economic development for sustainable communities through accelerating economic growth, improving the quality of human resources, and strengthening institutional capacity for border area development. Thus, border communities can enjoy prosperity by protecting and maintaining state sovereignty at the border.

The border area has always been the sexiest issues to discuss, as it is identical as a lagging and isolated area. The collaboration between the government and local communities to overcome those problems is needed. In this case, development policy becomes the key role in order to increase the quality of social life especially for the local people. The notion of development has lost its significance due to the absence of ethics or moral dimension. Practically, the ethics make the development more meaningful for the entire human life and environment comprehensively. This paper aims to study the importance of the physical boundary at the Indonesian and Malaysian Border in Temajuk Village, as a manifestation of effective implementation of Indonesia's sovereignty in the area. This research is a legal research. Therefore, the data collecting method applied for this research mainly focuses on literature and field research to obtain primary legal materials, secondary legal materials and non-legal materials. These materials are analyzed using qualitative method with a statutory approach. The results of the research showed that the absence of several physical border markers, worsen by its worrying condition in Temajuk, often trigger legal issues and potential threats toward national security. As consequences, many issues have arisen, such as: a border dispute regarding the right to utilize the land, smuggling of commercial products and services, traffic of goods and services without customs tax, illegal logging, international marriage without complying to legal procedures, foreign influence infiltration, natural resources theft and undocumented residences or immigration. Ultimately, the Authors highly recommend the Government of Indonesia to be more serious and take necessary steps in constructing physical permanent border markers considering both legal and practical significance of the boundary line on the livelihoods of people living in the border area.

As Indonesia shares land borders with Malaysia, Timor Leste, and Papua New Guinea, it faces numerous cross-border security challenges. Efficient and effective control of borders is one of the factors that influences socio-economic development. On one hand, border posts play an important role in facilitating the safe movement of people and goods, which results in vast economic opportunities through trade and tourism. On the other, strict border controls is also crucial to protect Indonesia from potential threats to its national security from such illegal activities as smuggling and subversive trespassing. To address security concerns at the border areas, the Indonesian government has built land border posts (PLBNs) to facilitate border crossing with neighbouring countries. Along the border between West Kalimantan and Sarawak, Malaysia, three crossings have been built: PLBN Aruk, PLBN Entikong, and PLBN Badau. This paper discusses the development and challenges of PLBNs along the West Kalimantan border. The paper also analyzes how the establishment of PLBNs have affected the development and dynamics of border security. The study argues that the construction of PLBN have contributed significantly to service for and control of border crossers. But PLBNs have not been able to reduce illegal activities in the border areas. Illegal border crossings using what are commonly referred to as “rat paths” continue and have even increased.
