Role of Private Sector in Nepal's Transformation

The purpose of this paper is to initiate a debate of the role of private sector and foreign direct investment in conflict transformation. Development in Nepal has miserably failed so far because of various factors, such as over dependence on foreign aid, failure of donors to ensure the proper use of their funds and effective coordination of their activities, centralisation in Kathmandu of both government and private structures, widespread corruption and abuse of authority by bureaucrats and politicians, and the exclusion of large sections of the population from a role in devising policy and program development, to name a few. This paper argues that instead of continuing to rely heavily on foreign aid, Nepal should now focus on the roles private sector actors can play in transforming this country and mitigating possibilities of future conflicts. It argues that effective and positive roles for the private sector can be learned from the experience of countries like Sri Lanka, where, in a crippling economic scenario, businesses in the southern part of the country established a campaign called Sri Lanka First, which was able to contribute-to some extent-to stability through investment and campaigning strategies.

If we have clearly defined objectives, targets, indicators, long-term plan and efforts, we can make Nepal a developed country. For this, we must realize that we are going in erroneous direction at present and we need to correct it soon. Making correction in our attitudes and establishing stable political system with well democratic cultures and values, we have to make a visionary model for development. In this paper, we make a hypothetical model, and present the way to make it a success. However, the model would be a success only if we had better institutions (political and economic) which could create real patriotism and commitment towards the prosperity of our nation. Correcting institutions such as political system, economic policies, law and order, civil societies, nongov-ernmental organizations in a positive way together with preserving social values and norms, we can foster the development of Nepal and make the country rich and peaceful. If the country is prosperous, no one needs to go abroad for employment as a cheap human resource. Enjoying the benefit of development, we can celebrate our well-cultured festivals together with families and relatives. Moreover, as a citizen of a peaceful and prosperous country, we will feel proud to have a Nepali passport. This is possible only with the successful implementation of a visionary model of development and planned development efforts. If so, why not to start at earliest possi-ble. A Theoretical Discourse on Development of Nepal

After restructuring the country into a federal system through the new constitution in 2015 and conducting three elections, namely: local, provincial, and federal government, in 2017, the discourse on development has been geared up with new savor. The government of Nepal had already attempted the planned development process through periodic plans since 1956. However, the way of development is still like an act of chasing a butterfly. In the name of the political system and transition, the development agenda is being overlooked as the country has already been through different political systems to foster development, but each of the systems is found to be failing to address the agenda and produce effective development results. The failure of the expanding capital budget proves this fact. This bitter fact therefore demands a theoretical discourse with a new seer on development where, theoretically, the glocalization would be the relevant approach for the development of new Nepal.

Though people in Nepal long term have been desperately waiting the life changing development, still to be reeling with pain has been a culture of compulsion there. There are basic two misadventures that have hampered the functional development of nation then caused an invincible failure; those are: a) failure to understand that the development means economic in culture and nature, and b) failure to internalize that the strength of political leaders matters more than the style or name of reign being practiced. This paper has in-detail elaborated and explored the very issues and justifies how the development is misconceived then mis-constructed in Nepal.

Nepal’s economy has not been of any great success and satisfactory. Nepal has encountered inherent development constraint, which includes poverty; widening income inequality; unemployment and underemployment; rise in leisure class; decrease in production and productivity, capital flight; extensive corruption; absence of rule of law and order; institutionalized crime, BOP deficit, environmental degradation etc. The failures in economy have been more than the achievements and the problems created have been more than the problems solved, so ordinary people are unable to get the fruit of development. In these years every one use to feel development works do not seem satisfactory related to rapid increase in the economic problem normally day by day plus especially after the pandemic. An Analysis of Important Policies for Accelerating Development in Nepal
Nepal belongs to one of the least developed countries around the world with HDI 157 out of 187 countries. Even though poverty in Nepal has reduced to 24.8% in the latest census, the livelihoods of the poorest people living in the remote communities are still vulnerable. Two third of the population still depends on the subsistence agriculture. Similarly, due to lack of job opportunities, youth migration is escalating and Nepal is facing one of the most critical phases of development in its history. Inadequate infrastructure and poor road connectivity are other constraints for the development (World Bank 2011). It follows that, poor access to electricity is another challenge despite the country’s enormous potential for hydroelectricity. Similarly, Nepal has huge prospective for tourism due to its unique natural resources. Nonetheless, Nepal has not benefited optimally from the tourism sector for its self-sustained development. Recently Government of Nepal (2011) has announced diverse policies for accelerating development through proper utilization of local resources. This paper critically evaluates the crucial policies such as Agriculture Development Strategy, National Cooperatives Policy, National Youth Policy, and Micro-hydro for Rural Development, and Tourism for Development. The paper discusses each of these policies’ background; critically analyse the likelihood as well as challenges for fast-tracking development; and finally offers some recommendations based discussion and analysis.
