Through grants of technical assistance, The Asia Foundation supports Cambodian non-governmental organizations to push for progress on elections, local governance, human rights, the status of women, and economic reform, five areas central to democracy and broad-based development in Cambodia. The Asia Foundation in Cambodia is also working with private sector business associations. The Foundation supports a wide range of programs to mobilize the political will and build the institutional and human resource capacity necessary to address these issues, through research, training, policy advocacy, and increased citizen access to information.
Role of good governance in the development of a commune within a sub-region

Topic of good governance is an issue of great importance to quality of governance, understood as the manner and effects of governance, which basically amounts to administrative action. Recently the terms 'governance' and 'good governance' are being increasingly used in the literature. Bad governance is being increasingly regarded as one of the root causes of all bad things within communities and public administration on the local as well as on the national level. That is why the paper shows the main role of good governance in the functioning of a commune in a sub- region and its influence on the creation of development strategies and on improving of living conditions in the local areas.
The research examines the application of local good governance (LGG) in the implementation of rural infrastructure development planning (RIDP) and analyzes its strengths and limitations. Two communes with longer and shorter working experience in the application of LGG in RIDP, viz. Khnach Romeas (KR) and Prey Khpos (PK) in Battambang province were selected. The study covered six elements of LGG: rule of law, participation, accountability, transparency, responsiveness and effectiveness and efficiency. The research revealed that the commune with relatively longer working experience (KR) had achieved better performance on several key elements of LGG than the one with shorter working experience (PK). Better performance in LGG by KR than PK commune was due to several factors, including better understanding and application of LGG in RIDP, wider learning by doing in RIDP, more effective fundraising for project implementation, stronger commitment among commune councils (CCs), better coaching and mentoring support from district planning facilitators and authorities and more active local participation. CCs and sampled households expressed relatively higher satisfaction levels on rural infrastructure projects as a result of the use of LGG. Therefore, the LGG performance in applying RIDP of the two study communes was significantly determined by several institutional, economic, and social factors.

It has been 17 years since fiscal decentralisation reform was endorsed by the Cambodian government, with subsequent developments indicating the nature and extent of reform achievements. This article explores the developments with reference to the experience of communes as the lowest level of subnational government in the country. The focus is on functional assignments, revenue assignments and intergovernmental transfers as distinctive components of fiscal decentralisation, coupled with an assessment of pertinent good governance expectations. The developments have been limited in most respects, thus highlighting the need for ongoing reform of genuine benefit to local communities.
