Aim of this article is to address the issue of citizen participation and democratic engagement within a specific area-slum upgrading-presenting and theoretically discussing the approach of an international network called Shack/Slum Dwellers International (SDI), which represents member federations of urban poor and homeless groups from about 30 countries in Asia, Africa, and Latin America. The article addresses the model of intervention embraced by the network, the activities carried out, its philosophy, etc., mainly focusing on the way it envisions and pursues the engagement of local governments in upgrading slum dwellers living conditions. The basic idea within SDI is that the lack of participation by the urban poor has historically been one of the major obstacles to achieve real development: either the government or the donors' agencies, in fact, usually treat the poor as beneficiaries of someone else's actions, thus undervaluing their knowledge and skills. Radically opposing this view, SDI interprets its role not as an intermediary agency of slum dwellers in the engagement/negotiation with local governments but rather as an ''enabling tool'' of direct negotiation between the urban poor and the public institutions. SDI's most relevant feature, in fact, is surely the genuine leading role assigned to the slum dwellers grassroots organizations. Strengthening community-based organizations for slum Development
Efforts aimed at urban poverty reduction and service delivery improvement depend critically on slum dwellers' collective agency. This study aims to examine key challenges of CBOs in bringing and performing collective action and factors which promote CBOs to contribute for social change. Through extensive reviews of literature in urban slum upgrading studies, this study has found two broad sets of factors influencing CBOs performance. The first set is identified as internal factor is key challenges of CBOs being lack of effective leadership and communication. The second set is identified as enabling factors which enhance CBO to achieve their collective actions. This study concludes that in the implementation of community development project CBOs are indispensable actors as they are at the forefront in their community and are best positioned to engage with all community development interventions. The urban practitioners and NGOs need evaluate their approach to empowering urban residents in partnership with CBOs. In order to sustain CBOs the NGOs should recognise and limit their role beyond the facilitator to avoid ongoing dependence.
New Communities for Urban Squatters Lessons from the Plan That Failed in
1987
This is a book on the interrelatedness of planning and implementation, on how policymakers and planners can be more effective in solving problems of providing new homes and settlements for urban squatters in developing countries. It treats a subject which in this year of publication, The United Nations International Year of Shelter for the Homeless (1987), has attracted global interest and concern. New Communities for Urban Squatters helps us to understand the ways in which the planning process is being redefined as it moves into the mainstream of urban change and political decision-making. Resettlement of squatters in new urban communities is one option open to planners to meet the housing and settlement needs of low-income residents of Third World cities. In too many cases, however, the plans have failed to achieve their objectives for reasons which could have been foreseen and dealt with at the outset. For resettlement and new community building to be a feasible solution, this book argues, plan implementation as well as plan preparation must be considered as basic and inseparable parts of the planning process. Success depends on getting right the five fundamental aspects of planning which have Third World-wide significance: appropriate organizational structures and coordination, finance, technology, cultural understanding, and public participation. If not, failure is sure to follow.
A future that low-income urban dwellers want, and can help secure

Urban development decision-makers rarely bring the urban poor themselves into their legislative, policy and programming processes and our starting point in this report is that cooperation between government and people is too infrequent. This policy report identifies and elaborates on the role of organised communities, networked at city level, to urban poverty reduction in the Global South. It highlights the potential contribution of local involvement of grassroots groups in urban development - despite the lack of recognition and support from donor agencies and national governments for this type of community driven initiative. Locally driven initiatives have already made a substantive contribution to poverty reduction. Context matters and it is clear that simple replication does not provide complete or even necessarily workable solutions. Nevertheless there are a few over-arching principles that emerge consistently from the studies reported here; one is that local government needs to involve and communicate with local communities to meet their needs and address issues together. This process of cooperation can be facilitated by a demonstration of competence and willingness to participate by local groups. Local groups have been effective in bringing forward their own social initiatives from a grass roots level and demonstrating how such initiatives can be replicated by local government. Avoiding both contestation with the state and political party affiliations while demonstrating development solutions has enabled local communities to advance their needs and interests while protecting their autonomy. As questions about what should follow the Millennium Development Goals (MDGs) are considered, it is important to address a gap in their first formulation and place greater emphasis on the implementing agencies. The discussion at the end of the report explores both how post-MDGs targets may be achieved through more effective local action and considers the more ambitious target of universal access to basic services.

This paper discusses how community initiative urban, architectonic and/or environmental projects, can be better than those produced by public or private plans, in low-income settlements. Low-income settlements are peripheral and growing areas in Bogotá with huge shortfalls in economic and social terms, the same as in public services and infrastructure. These areas continue to grow in size without organised urban or economic policies and plans. Most of the organisation in these areas of urban growth is the informal planning of the people building. People themselves have built and improved their habitat, have built and shared their dreams and ideas about the future, have built a community vision and have used formal and informal participation channels to achieve their goals. This paper invites reconsideration of the role of people as leading actors in building, upgrading, and expressing their own urban environment.
Community Participation in Urban Development: Integrating Community Participation and Ghettoization
The structural heterogeneity of formal and informal residential and economic spheres has continues to increase disparities and aggravate the social and environmental problems of the urban poor. In recent years, a shift has taken place to incorporate local communities as active partners into urban upgrading and development interventions. Urban development practices should benefit the ghetto society as much as it influencing others and the reason behind the urban restrictions in these societies should be scanned properly. In these societies, service provision depends very much on an efficient organization and to make best possible use of available material and human resources. The purpose of this paper is to explore the process of community level plans based on several projects studied to determine to what extend participation has been used or abused in planning practice. Rationale behind ghetto society and what causes people to opt for such localities restricting urban development. The methodology used in this paper is based on literature review backed-up with a survey.
Progressive Patronage? Municipalities, NGOs, CBOs and the Limits to Slum Dwellersâ Empowerment

Efforts aimed at urban poverty reduction and service delivery improvement depend critically on slum dwellers' collective agency. Adding to a long history of community participation approaches, there is a now growing incidence of so-called 'partnerships' between municipal agencies, non-governmental organizations (NGOs) and slum organizations. Such approaches require a fair representation of a majority of the poor by local community-based organizations (CBOs), the potential and interest of both poor men and women to organize pro-actively in collective action, and a CBO leadership that works for the common good. This article puts some key assumptions underlying grassroots-based strategies under scrutiny. That relations amongst the urban poor are unequal and that they are divided in terms of income, gender and ethnicity has been well documented, but there has been less attention for the fact that the poor, facing conditions of scarcity and competition, rely on vertical relations of patronage and brokerage which may hinder or prevent horizontal mobilization. Rather than being vehicles of empowerment and change, CBOs and their leadership often block progress, controlling or capturing benefits aimed at the poor and misusing them for private (political) interests. Presenting evidence from community-based projects in the slums of three large Indian cities, the article argues that municipal agencies, donors and NGOs cannot easily escape the logic of patronage and often themselves become part of a system of vertical dependency relations.
