Implementation of Tourism Development Policies in Garut District, West Java Province, Indonesia

The Government of Garut District launched the priority of 10 tourist destinations' development program to be more comfortable and secure based on the visits rate assessment results and a promising tourism potential to many visitors. This report aims to determine the implementation of tourism development policies in Garut District, which were reviewed with the criteria approach, namely attraction, accessibility, and amenities. This reporting approaches describe the implementation of tourism development policies in the Garut District. The results show the implementation of tourism development policies in Garut District has been going well even though several problems still exist. Some of the problems identified include accessibility that is still not very supportive, such as the road to the location of tourism being relatively small. Facilities and infrastructure in tourism objects have not been appropriately managed due to budget constraints, as well as the low awareness of the public about the culture of tourism awareness and the tourism benefits.

The Tourism and Culture Department has made a program to develop the Gandoriah-Sunur Beach tourism destination as a Pariaman City Tourism Strategic Area (KSPK), West Sumatra Province, Indonesia. Strategy of Local Government in Tourism Development of Marina Beach in Bantaeng Regency South Sulawesi Province

This research was focused to analyze strategy of local government in the development of tourism in Marina Beach, Bantaeng regency, South Sulawesi province, and the supporting and inhibiting factors as well as efforts to overcome them. Design used in this research is descriptive qualitative through SWOT analysis concept from Rangkuti, with calculation by Litmus test from Bryson to find the most strategic applicable issue. As for the affecting factors in strategy, there are supporting and inhibiting factors, while inhibiting factors can be overcome by efforts based on mapping of internal (strengths and weaknesses) and external factors (opportunities and threats). And therefore, 16 applicable strategies have been formulated, consisting of SO strategies: advancing promotion by employing technology of both electronic media such as website and printed media such as tabloid, brochure and magazine; making regulations on Preservation of Tourism Regions and giving strict sanction to any violation; W-O strategies: reevaluating tourism development programs by providing better supporting facilities and infrastructures; employing technology optimally in the development of tourism object since initial to final phase; S-T strategies: encouraging conducive atmosphere among communities for better security and order to provide secureness for both local and foreign tourists; W-T strategies: preserving unity and integrity to reduce individuality in community and to prevent acculturation and negative influence of foreign culture; placing staff according to their skill, especially the one with competence in the field of tourism.

CHALLENGES FOR TOURISM INFRASTRUCTURE DEVELOPMENT IN WEST- SUMATRA PROVINCE OF INDONESIA

The synergy between central and local governments, between the governments and the business community, or among adjacent regions are crucial to increasing the potential for regionally based tourism development. One of the primary keys for developing decent tourism industry is fulfilling the convenience of visitors (tourists), which may be achieved with friendly culture and societies, and reliable infrastructures between tourist destinations. West Sumatra Province has been known for rich cultures and beautiful landscapes. However, those does not help to attract tourists and the province has not yet become one of main tourist destination in Indonesia. Furthermore, there is a decline in tourists arrival in West-Sumatra, by 13.2% in 2015. It indicates that there are obstacles and challenges in the tourism industry in West Sumatra Province. To support the industry, this study has an aim to determine the capacity of infrastructures for tourism in West Sumatra. Several discussions with local governments officials had been conducted in this research, together with distributions of questionnaire survey and focus group discussion. The study portrayed the current condition of the infrastructures that may be served as a benchmark for future tourism development in the province. This study shows that many areas on infrastructure that are in need to be improved, so that tourism industry become lead sector in West Sumatra province.

Tourism Destination Development Policies in the Regional Spatial System of Karangasem Regency, Bali, Indonesia

Facts on the tourism issues that emerged in Karangasem Regency showed a lack of synergy between spatial planning and tourism destination planning. Regional Government Public Policy Implementation in Tourism Development

This study aims to analyze the description and explanation of the Implementation of Policy No. 09/2014 on the Regional Tourism Development Master Plan (RIPPDA) in tourism development. In addition, it analyzes the strategy of supporting factors and inhibiting factors for policy implementation. The research method is qualitative description, while the determination of the research location in the Morotai Island Regency area is carried out purposively, with sources or informants including the Head of the Tourism Office, the Regent, the Regional Secretary, the Regional People's Consultative Council (DPRD), local tourism object actors in the in the environment of Morotai Island Regency as an authorized official or related to the problem. Methods of data collection using observation, in-depth interviews (depth interview), documentation. Meanwhile, the data analysis technique in this study uses an interactive perspective method, and the validity of the data can be tested, following the triangulation method, namely, data reduction, data display, data verification, simultaneously with the implementation of checking techniques for a number of certain criteria, and also some aspects used in implementation. policy 1) Aspect of policy implementation process, 2) Aspect of impact of policy implementation, 3) Aspect of policy strategy, factors affecting policy implementation. The results of the research on Policy Implementation show that it has not achieved its objectives optimally. This needs to be seen from several problems: 1) Standard targets, policy objectives have not been given an understanding of the interests of the policy, this is complementary so that they do not know; 2) Human Resources for Implementers; 3) Characteristics of the fragmentation implementing organization (SOP); 4) The weakness of communication and coordination; 5) The attitude of the policy makers "from the top down" (top bottomer) in choosing the implementation of policies that are self-interested is not based on RIPPDA; 6) The lack of support from the external social, economic and political environment. Suggestions for RIPPDA research need to be revised by the Regional Government of Morotai Island Regency and the Tourism Office in synergy, synchronization, coordination with good work networks, support from external parties so that the Regional Tourism Development Master Plan policy can achieve its goals, tourism can develop.
