An Economic Model for Selecting Urban-Scale Projects

The evaluation of alternative scenarios of urban and territorial transformation is complex decision problem, the resolution of which requires the simultaneous consideration of issues not only technical, but also social, cultural and environmental, based on a pluralistic and systemic vision of the problem. The Multi-Criteria Analysis (MCA) techniques offer an effective help in this direction, which provide a rational methodology of choice capable of taking into account multiple objectives to be pursued. The aim of the paper is to define a multi-criteria evaluation model useful for selecting the best compromise combination of projects that must make up an integrated urban regeneration program. The novelty of the research consists in combining the Analytical Network Process (ANP) with the Zero-One Goal Programming (ZOGP), where the ANP allows to express the interdependence relations between the criteria, as well as between criteria and projects, while the ZOGP allows to consider requirements and constraints of the reference system. The actual application of the model may have repercussions on the processes of allocating public resources, thus constituting an economic policy tool.

The development prospects of the former airport of Hellinikon are of extreme interest recently since they are directly related to the recovery of the Greek economy. Motivated by the sustainable utilization of Athens' Hellinikon airport, this paper outlines a multicriteria methodology to assess five alternative investing proposals for the development of the urban site. Since local policy makers are considered to be the stakeholders, the implemented evaluation method consists of several criteria that are based on three main categories, Economy, Environment and Society. The investing proposals diversify on the base of both the usage mixture and the estimated budget. The criteria selected and used represent relevant, controllable and measurable elements and could be used as sustainable development indicators. A questionnaire is designed to gather information from stakeholders to evaluate the degree of influence of each indicator in the selection of the proposals. In the decision support methodology proposed, each stakeholder is able to evaluate every proposal in a personal way according to its scoring on the consistent family of the evaluation criteria. For the successful implementation of the multicriteria analysis, various data about the proposals are estimated or retrieved such as the discounted cash flows, the generated employment and the fiscal multiplier factors. Τhe estimations are based on common assumptions for all scenarios. Finally, the alternative proposals are assessed by means of various scenarios considering different weights for the criteria in order to verify the feasibility of the approach.

The urban land use policy must pursue sustainable development goals. These objectives are not only economic but also social, cultural, and environmental. Therefore, the definition of investment programs for the city must take place by selecting the projects on the basis of multiple evaluation criteria. The aim of the work is to define a multi-criteria evaluation model capable of selecting the combination of the best combination of the projects that must make up an integrated urban regeneration program. The novelty of the research consists in combining the algorithms of the Analytical Network Process (ANP) with those of the Zero-One Goal Programming (ZOGP), where the ANP makes it possible to clarify the interdependence relations between the criteria, as well as between criteria and projects, while the ZOGP allows considering requirements and constraints of the reference system. The effectiveness of the analysis tool is verified in a case study. The results of the research show that the model is able to direct the decision-maker towards urban regeneration programs that, effectively, reach the maximization of the final benefits, both in financial and socio-environmental terms. The algorithms also reveal considerable flexibility of the instrument, so much that it can be easily applied also for the characterization of urban programs aimed at different territorial contexts. The effects that the application of the model may have on land use and on the processes of allocating public resources highlight the important implications of Economic Policy.

This paper focuses on an integrated multi-methodological evaluation process; it aimed at supporting public administrators in developing alternative strategies for intervention in urban planning and urban regeneration processes that focus on abandoned urban areas located in a central position. In order to transform crisis areas into areas with new opportunities, starting with their redevelopment and enhancement, the article proposes a selection of evaluation tools that can support and steer the decision maker's choice of alternative scenarios for intervention. For this purpose, the contribution develops an integrated system of evaluation methodologies for decisionmaking support, which includes different components and a plurality of points of view, even of conflicting types, providing a more transparent description of the decision-making process. The methodological approach was applied to a pilot case study that concerned the choice of priority intervention between two abandoned and blighted areas located in the central area of the city of Reggio Calabria.

Through urban redevelopment of a degraded area, the deficiency in urban planning and/or building developments can be remedied, allowing for the flourishing of activities that can provide economic stimulus while improving the living conditions of citizens; in this way the local economy can be relaunched. Evaluation methodologies and procedures can contribute to steering the choices made by Public Administration (PA) in creating programmes and hypothesis of intervention that may be considered sustainable and shared by stakeholders. The text proposes the application of an evaluation procedure (Capanne area in Terracina, Latina, Lazio Region), based on the integrated use of a Multi-Criteria Analysis technique-the Analytic Hierarchy Process, as well as a technique promoting participation and interaction among stakeholders, the Stakeholders Analysis. The evaluation procedure can be used to support the PA to make the decision related to the best type of hypothesis of intervention among those possible: the decision must be taken on the basis of identified Stakeholders' needs and available resources, in order to further exploit the unexpressed potential of the intervention area. The structural elements of the evaluation procedure are aligned to article 1 of the "Prime Ministerial Decree" regarding 'Projects for the social and cultural regeneration of decaying urban areas'
How to Assess Urban Regeneration Proposals by Considering Conflicting Values

Urban regeneration has to be based on rigorous methodological frameworks able to find a balance among preservation instances, economic development, urban quality and the well-being of the population. Considering these premises, this research is focused on the definition of the decision-aiding process for the reuse of an abandoned health care facility with several historic buildings. Both public and private interests have been taken into consideration, since they play an important role for the urban regeneration project and for the definition of urban regeneration policies. The aim of the paper is to provide support to an evaluation in urban planning, creating a useful approach for the choice of future alternative Operational Plans in Cava De' Tirreni (Salerno). They represent planning tools that are usually formed after public announcements to select the interventions to be implemented in the areas of transformation identified by the general Municipal Urban Plan. A suitable system of territorial indicators to verify the achievement of such goals is also taken into account. With reference to three different urban areas, the evaluation has been carried out by Multi-Criteria Decision Aid (MCDA), using the PROMETHEE (Preference Ranking Organisation-al Method for Enrichment Evaluation) multi-criteria method and GAIA (Graphical Analysis for Interactive Aid) tool.
Application of multi criteria decision making to urban planning: A review

Nowadays a wide range of operational and research activities in different fields of urban planning consist of decision making problems. Decision making is the main element in the analysis in regional studies and skills related to the success of the planning process. This paper has been written in the field of urban planning decision making. It provides a survey of the literature on multiple criteria decision making (MCDM) applications to urban planning problems. Articles were classified into four application areas and scopes. This research contributes to the existing literature on the urban planning and MCDM. It provides a unified source of references that could be useful for students, researchers and practitioners. The paper ends with an assessment of the literature presented, aiming to reach some conclusions, as well as indicate future trends in this line of research.
Ex-ante Assessment of Urban Development Projects

Budapest, the capital of Hungary facing several climatic challenges in the next decades, therefore there is a need of sustainable development projects with strong emphasis on the projected impacts of climate change. The main aim of the paper is to evaluate an ex-ante assessment methodology to analyse existence or absence of sustainability principles in renewal projects. The selected works have a focus on the same challenge, namely building an intermodal passenger transport hub and renewing the surrounding area in the district IV. of Budapest. The renewal plans have been developed by students from different Hungarian universities during a three-day-workshop. However the main focus of the workshop was on tackling the transport-based challenges, most of the elaborated plans have strong emphasis on green and blue areas, communities, building and related sustainability issues. The jury of the competition included mainly transportation engineers, real estate developers and civil engineers, therefore there is a need of involving broader sustainability and climate-related aspects into the assessment process. The output of the paper shall reveal the differences between developer-oriented ranking and the climate-related one regarding the same urban renewal challenge.
The Analytic Hierarchy Process (AHP) Approach for Assessment of Urban Renewal Proposals
The problem of urban decay in Hong Kong is getting worse recently; therefore, the importance of urban renewal in improving the physical environment conditions and the living standards of the citizens is widely recognized in the territory. However, it is not an easy ask for the Hong Kong Government to prepare welcome urban renewal proposals because the citizens, professionals and other concerned parties have their own expectations which are difficult to be addressed all at the same time. Although it is impossible to satisfy all stakeholders concerning urban renewal, it is preferable to have proposals conforming to the interests of the majority and beneficial to the present and future generations. This paper adopts the analytic hierarchy process (AHP) to work out the most sustainable design proposal for an area undergoing urban renewal. AHP is a robust multi-criteria decision making (MCDM) method for solving social, governmental and corporate decision problems. Since there is a lack of published papers demonstrating a systematic and effective way for urban renewal proposal assessment, this paper attempts to fill this gap with the help of AHP.
