Abstract

Under the onslaught of global neoliberal policies, the fissure between the public and private spheres has deepened and resulted in deep structural changes in public employment regulations. The economic decisions of January 24, 1980, which laid the foundations for the market economy in Turkey, initiated a new structuring process by replacing public administration with a public management system (Koroglu 2005). Thus, the nature of being a public employee began to alter. Concepts related to private employment, like flexibility, performance-based evaluations, and contractual and temporary personnel hiring, have been brought into public employment policies.
