Urban Land Governance in Ethiopia: Empirical Evidence from Mekelle City

As in many Sub-Sahara African countries, urban land administration in Ethiopia is characterised by governance challenges. Yet scholarly attention to the principles of good governance implementation and the quantification of the factors affecting urban land governance is inadequate. This study examines the determinants of customer satisfaction in urban land governance in Mekelle City, Ethiopia. The study employs a pragmatic research design and combines both quantitative and qualitative approaches. A survey of a sample of 399 customers and 23 informants was interviewed using a [semi] structured interview, and the data was analysed using a logistic regression model and content analysis. The findings of the investigation indicate that urban land administration in Mekelle City is characterised by weak governance. The regression analysis results reveal that the absence of accountability, the lack of transparency, little public participation, the existence of rampant corruption, and violation of the rule of law are the major determinants of customer levels of satisfaction. Thus, there is a lack of quality service delivery and a fragile system of land governance. The inferences hold importance for policy implications in urban land management, especially for developing countries grappling with rapid urbanisation. The study contributes to the prevailing literature on applying good governance principles in urban land administration from a developing-country perspective.

This study is an assessment of challenges to practice good governance in urban land management; The Case of Gelan and Lega Tafo Lega Dadi Towns. To achieve these objectives qualitative and quantitative research approach was employed to identify the gaps under the implementation of good governance principles in urban land management. Questionnaires, interviews, focus group discussion, and secondary data were employed to collect data and these data were analyzed using descriptively. The findings of the study revealed that urban land proclamations offer some land rights guarantees and some rights for regional government, but there is no nationwide urban land guiding principle and organization that serves as a coordinating body at the national level of government for policy discussion and coordination of urban land management. Furthermore, the urban land sector was controlled by the influential to exploit the state's power for their purpose due to urban land management structure is weak. An extreme form of corruption occurs on a grand scale through state capture. Hence those in power illegally transferred urban lands to their relatives and allies and they decide urban land governance and laws in their favor. Finally, the urban land management sector failed to implement the principles of good governance in day-today activities of land and land-related property administration of the town as a result of poor participation of the local community, lack of transparency, accountability, and access to information.
Strengthening Good Governance in Urban Land Management in Ethiopia: A Case-study of Hawassa

Efficient and effective land management is essential for urban development and growth. This requires the land delivery process to be participatory, equitable, and transparent. In land management, globally, these constituents of good governance have gained significant attention in recent times. However, in Ethiopia urban land delivery practices and processes have been prone to corruption due to the absence of good governance. As far back as 1997, the UNDP pronounced a classic view of good governance as that process which is participatory, transparent, accountable, effective, and equitable and, above all, promotes the rule of law. Good governance ensures that political, social and economic priorities are based on broad consensus in society and that the voices of the poorest and the most vulnerable are heard in decision-making over the allocation of development resources. The methodology of this paper rests, basically, on findings from an ongoing doctoral study on land management practices in Hawassa city. Additional data was also obtained from literature, policy documents, and special regional government evaluation report. The study's result from the Mann Whitney U Test revealed that respondents from both formal and informal settlement areas have the same view regarding most tenets of good governance in land management in Hawassa. Again, the study's chi-square test proved that there is a strong evidence of relation between governance principles and land delivery processes. The paper suggests strengthening good governance in land management to facilitate efficient and responsive urban land delivery system.
Assessment on practice of urban land governance framework in Ethiopia
Context and background In 2016, Ethiopia's land governance assessment framework was developed by the World Bank with other bilateral partners. The main aim of developing this framework is to assess the land governance throughout the country. Goal and Objectives: This study aim to assess the current practice of urban land governance based on the framework in Addis Ababa and Adama, Methodology: Data was collected by closed-ended questionnaires. The questioners were distributed to Urban Land Management and Development experts in the study areas. Results: The study found out that land rights recognition, dispute resolution, large-scale land transfer to private investors, valuing and taxing of land and registry and cadastre of public providing of land information panels were practicing strong. Rights for communal lands, as well as forest and rural lands usage regulations, planning, using, and development of urban land, policies and institutional arrangements, and public land management panels were practicing weak. The study concluded that out of nine panels 5 panels were practiced strong and 4 panels were practiced weak at the study area.

This research is aimed at assessing the practices and challenges of application of land administration governance principles in urban land development and management in Nifas Silk Lafto Sub-city of Addis Ababa City Administration. The study assessed the problems in applying the land administration governance dimensions (principles). In order to achieve the above mentioned objectives, primary and secondary data was collected. Content and literature review was conducted from available scholarly studies, land management manuals and program documents. A conceptual framework was developed from the literature review and qualitative methodology was employed.
