New Public Management (NPM): A dominating paradigm in public sectors

New Public M a n a g e m e n t (NPM) s y s t e m h a s been the dominant p a r a d i g m i n public administration theory and practice since 1980s, having its affinity with markets and private sector management as the old administrative model has been under severe criticisms for its inability to deliver goods and services to the people. NPM is depicted as a normative conceptualization totally different in many ways from traditional public administration, providing services that citizens value to increase the autonomy of public managers and rewarding organizations and individuals to enhance the efficiency of public sector production. This paper focuses on the introductory discussion of the NPM system which has replaced the traditional public administration system and analysis of the trends, rationales and scope of reforms of the public sector in Bangladesh and African countries. The paper is based on archival research, where secondary data sources have been used and methodological filter was applied to confine the literature. New Public Management (NPM) is a different paradigm of public management that puts forward a different relationship between governments, the public service and the public.

Public organizations today are facing a large number of challenges. The search for the global performance of public organizations has therefore become a necessity in order to respond effectively and efficiently to these challenges. Since the 1980s, the improvement of the performance of public organizations has occupied a primordial place in the management of these organizations, which has led many researchers and practitioners to call for a number of management reforms of public organizations called "new public management", the objective was to improve the quality of public services and thus improve the performance of the sector. The new public management is a new approach that explains the appropriation and integration of private sector practices by the public sector in order to improve the management of public sector organizations, in other words, to establish a culture of evaluation, control and achievement of objectives while ensuring the satisfaction of users of the sector. This article aims to present first a review of the literature on the concept of new public management, including an overview of the components of new public management, its history and its evolution. Then the article focuses on the specificities of the performance of public organizations and the categories of this performance. Finally, the article proposes a conceptual model with four research hypotheses on the contribution of the NPM theory and the objectives of the new public management that we have drawn from the literature review in creating performance in public organizations.

New Public Management: Emergence and Principles
As a new paradigm of public administration, New Public Management (NPM) points to the failures and inadequacies of public sector performance over time and the problems lying squarely in the nature and processes of public sector activity and traditional public administration. It has been developed as a handy shorthand and summary description of the way of reorganizing public sector bodies to bring their management approaches closer to business methods. Size of the government, centralized bureaucracies, inadequate mechanisms of accountability, waste and inefficiency in resource use etc are all problems which the new public management sought to address. However, there are few criticisms of the doctrines of NPM from the political perspective and few of the developing countries have become successful in public sector reform. This paper, based on general review of literature such as relevant books, journals, articles and newspapers, attempts to pinpoint the emergence, principles and criticisms of NPM considering its theoretical aspects.
Post-New Public Management Paradigm and Its Effects on Public Administration

The New Public Administration approach, which emerged as a reaction to the traditional public administration approach, has become the most popular approach in the field of public administration after the 1980s. However, the New Public Administration has been subject to heavy criticism since the 2000s. In the field of public administration, different approaches and reform approaches take place together; therefore, it can be said that a complex, diverse, contradictory and hybrid situation is on the agenda of the public administration field rather than the ”best way” approach. In order to define this paradigm shift in the field of public administration, the concept of post-new public management (Post-NPM) is used. Post-NPM is a kind of umbrella concept that aims to hybridize different, even contradictory principles, values, norms and reform proposals. The main criticism issues of the NPM approach are; private sector logic, customer point of view, unclear conditions, understanding of market and competition and social state. Actually, it can be said that the Post-NPM approach is based on these basic criticisms. The aim of this study is to evaluate the Post-NPM approach in terms of paradigm shift in public administration, reform approach and citizen perspective. For this purpose, the academic studies on Post-NPM are examined; the arguments of the post-NPM approach on related issues will be tried to be determined. Due to the limited number of academic studies on the subject, all the studies are tried to be reached; it will be ensured that the issues to be examined are clarified. On the other hand, based on Post-NPM's reform proposals, changes in countries implementing these policy recommendations will be assessed. Thus, by evaluating the criticisms that Post-NPM applications do not carry a universal claim, a new proposal can be put forward. This study is important in terms of creating new ideas for national literature, interested researchers and public administrators.

The argument of this paper is that the traditional model of public administration has undergone major changes and effectively replaced by a new model of public management. This change represents a paradigm shift characterized by a shift from administration to management, and from bureaucracy to market. This transformation was a result of the economic pressure which resulted from the ongoing financial crises which was associated with the rise of conservative political parties within Western democracies. Conservative Political Parties were exceedingly critical of the public sector bureaucracy. Politicians were highly motivated towards reducing the public sector growth as part of political commitment to retrenchment policies. Both the economic crisis and the political intentions were also associated with the third factor, that of the emergence of new conservative economists whose theories brought new perspective to public sector bureaucracy. In the 1980s and 1990s, the New Public Management (NPM) paradigm dominated the field of public administration. However, this paradigm, which integrates the principles of the private sector and business administration into the field of public administration, began to be criticised in the new millennium after a quarter century of domination. The criticisms soon turned into comprehensive challenges which emerged as the post-NPM trends. The aim of this paper is to explain what makes NPM obsolete within the framework of these criticisms. Five post-NPM trends and their starting points are examined: new public service (NPS), public value management (PVM), digital era governance (DEG), neo-Weberian state (NWS) and new public governance (NPG). The main method for the theoretical basis of the paper was to screen and evaluate secondary sources. As a result, the waves of criticism on NPM are seen to be transformed into pursuits for an alternative paradigm in the new millennium. These pursuits, common in many aspects and differing only in terms of their basic emphasis, are called post-NPM trends. They are based on the assumption that NPM is obsolete.
