Performance management in the public budgeting process

Performance management is considered to be a continuous systematic procedure in promoting outcomes on the basis of decision making and an ongoing organizational learning which concentrates on liability for performance. The Performance Based Budget is an extremely necessary constituent of a Performance Management System which is effective. Performance Based Budget is a budget presentation which distinctly relates to the objectives of performance to the costs in order to gain levels of performance which have been appointed as the objective. Generally speaking, strategic objectives are connected to their relevant goals regarding long- term and annual matters through performance based budget and they are also linked to activities which are special to costs which help obtain the goals which are set through it. This system was considered by public budget planners to be beneficial since it concentrated on goals and it provided comprehensible information about the programmers being useful and that political choices could be made on the basis of performance. Performance- based budgeting has come forth as an instrument to manage performance and it consolidates resources and goals, budget and performance and it advices the Budget managers to concentrate on economy, being efficient, effective and it also renders performance management as an essential component of budgeting. The present article studies performance management on the state level in the performance- based budgeting.
Performance budgeting: selected international experiences and some lessons for Slovenia

The paper's main purpose is to briefly discuss the concept of performance budgeting and challenges encountered by other countries when seeking to implement performance budgeting, which might offer some helpful guidelines for Slovenia. The paper also presents the methodological framework applied in defining goals in a society as well as the role and the interdependence of social indicators and performance indicators for specific units/programs in public administration. Theoretical bases of such procedures will be presented along with an empirical concept which is believed to be appropriate for Slovenia. The formulation of the concept stems from the definitions given in the Budget Manual for 2008-2009 where individual budget users are responsible for monitoring their performance and efficiency. On this basis, we developed a theoretical concept of connections between different levels of long-term goals, implementational goals as well as efficiency and effectiveness indicators at the level of sub-programs of selected budget users. A theoretical and methodological framework constructed in this way will hopefully serve as the basis for realizing the concept of Slovenian direct performance budgeting in the near future.
Performance – Based Budgeting – an option or a necessity

The paper aims to present the concept of Performance – Based Budgeting and its importance for the economic development of a country. Performance – Based Budgeting is applied since decades ago in countries like Sweden or USA, whilst the others may learn from the good practices examples offered by the two. The present research highlights the advantages of implementing this concept, the suitable ways for implementing it, the obstacles that are often encountered and important recommendations for improving its use. The research was based on the literature review of the publications and the official data available in the studied field. The results of the paper contributes to implementing Performance – Based Budgeting in Romania but also to improving its implementation in other countries. Therefore, the paper offers solutions to stimulate a sustainable economic development of a country. The last 25 years have witnessed waves of reform (reform initiatives) that swept the government sector as a whole at the mid 1980’s. These initiatives in the framework of the New Public Management (NPM) are encouraging the implementation of the private sector management techniques in the public sector, as well as the development of performance audits in order to monitor the degree of efficiency and effectiveness with which the public sector services are delivered and to evaluate the financial consequences of management decisions (Lapsley, 1999). This paper attempts to ascertain what light the empirical literature sheds on the efficacy of performance budgeting. Performance budgeting refers to procedures or mechanisms intended to strengthen links between the funds provided to public sector entities and their outcomes and/or outputs through the use of formal performance information in resource allocation decision making. The paper seeks to identify and examine the literature on "governmentwide" performance budgeting systems-that is, systems used by central budget decision makers (ministry of finance and political executive) to link the funding they provide to those agencies' performance. Performance budgeting principles are, however, applied not only on a government wide basis, but also in funding systems applied to specific categories of government services. This paper does not attempt to review the empirical literature on all such "sectoral" performance budgeting systems. This article reviews the factors that influence performance-based budget implementation, namely: Organizational Commitment, Resources and Rewards and Sanctions, a literature study of State Financial Management. The purpose of writing this article is to build hypotheses of influence between variables to be used in further research. Budget -Performance Tool in Public Sector
Due to the specific public institutions to operate within unproductive area, financial planning is primarily to determine the need for financial resources they need in the future. This is done by issuing revenue and expenditure budgets. The public budget is an important management tool for programming and control, which in financial expression, provide sizing objectives, costs, actions can be funded from revenue expected to be achieved, but also evaluate the results and their economic efficiency.
