The State of ICT in University Libraries in South Eastern Nigeria
Samaru Journal of Information Studies, 2008
The work surveyed eight university libraries in southeastern Nigeria to determine their state of ICT application including the availability of the hardware, software, e-resources and their challenges. A tenitem questionnaire was designed and distributed to the surveyed libraries. Most of the libraries have above average ICT literate professional staff but very low ICT literate non professional. The first computers acquired were used for document processing and till date most of the libraries have not advanced into other uses. Many of the Libraries especially the state funded have no Internet, or LAN workstation but each of the library can boast of standalone computers. Library software, network operating systems and LAN are conspicuously absent in most of the libraries. Though a few of the libraries subscribe to online electronic resources such as EBSCOhost, Access to Global Online Research in Agriculture (AGORA) , Health Internetwork Access to Research Initiative (HINARI), Online Access to Research in the Environment and The Essential Electronic Agricultural Library (TEEAL), most of their electronic resources are predominately on CD-ROM.
In the past two decades, there has been a significant expansion in the availability in the wide range of technologies with the potential to improve the quality of library services in academic libraries in Nigeria. Apart from the more traditional technologies such as the print, broadcast television and radio, the following new technologies provides opportunities for enhancing the qualities of library services in Nigeria Universities; audio tapes, video tapes, computer-based learning packages, and audio graphic communication systems. In recent times, these technologies have been supplemented by the advent of the opportunities for interactivity and access to information resources provided by the computer communications networks popularly referred to as the'' internet''. The trend is towards " technology-mediated flexible information services ". Indeed, user's behaviors have undergone major changes as a result of easier information retrieval through the use of computer and other information technologies in the library. The library must become conversant with the new technologies of information and communication to attain greater pedagogic efficiency.

Library services in Nigeria. Two complementary methods were used for collecting data: direct observation of ICT application in Kenneth Dike library, University of lbadan and University of Lagos Libraries and library search of recent literature on ICT application and marketing of ICT based services in Nigerian University libraries. It revealed that a few university libraries have reached appreciable level in ICT application but most libraries in Nigeria are still at the lowest level of ICT application. It stressed the need for marketing of ICT enhanced-services. The paper suggested that university libraries should provide access to electronic information resources such as copyrighted e-books and e-journals, site-licensed databases and websites that are too expensive for people to subscribe to individually by forming themselves into a consortium. Access to such rich . electronic information resources should be provided to library users for fee. Finally, it recommended that fiscal and institutional commitment should be demonstrated by National Universities Commission (NUC) and all other stakeholders to speed up the execution of all ICT projects in university libraries.
