Abstract

Rarely has a medium-term budget policy statement (MTBPS) generated as much interest as the one of 26 October 2016 - and rightly so. Amid continued sluggish and deteriorating economic growth, and increased demands on the fiscus for 'free' higher education, drought and other support for the agricultural sector, social welfare, a nuclear power programme and more, finance minister, Pravin Gordhan, and the National Treasury have had a challenging task balancing expenditure with lagging tax revenue.
