In the era of Regional Autonomy, good governance has become an inevitable existence and absolutely must be fulfilled, where the two most important variables of good governance are transparency and accountability at the level of budget administrative policies. The purpose of this study is to analyze and determine the effect of Local Revenue (PAD), Balance Fund (DP) and Community Consumption Level (KONS) and Labor Force Participation Rate (TPAK) on Economic Growth (PE) in the Regency/City of North Sumatera Province. By using secondary data from 2013-2017 as well as by combining times series data combined with cross section or better known (pooled data/panel data). The results showed that the cost of income and TPAK had a positive and significant effect on district/city PE in North Sumatra Province, Consumption has a negative and significant effect on district / city PE in North Sumatra Province, while the PAD and DP have a negative and not significant effect on the regency / city of North Sumatra Province. Estimation results also show that the Labor Force Participation Rate variable has the greatest influence on the Economic Growth model compared to the variable Local Revenue, Cost of Revenue and Consumption in the districts / cities of North Sumatra Province.

The economic growth in one region is influenced by local government policy and other factors that can affect the rate of economic growth such as local revenue, capital expenditure and balancing funds. Fixed assets such as infrastructure that can support economic activity is needed to stimulate economic growth. The purpose of this study is to analyze the effect of regional generated revenues and general allocation fund to capital expenditure and their impact on economic growth. This research aims to analyze the effect of Regional Original Revenue (PAD), Balance Funds, Capital Expenditure, and Financial Performance on Economic Growth in the Districts/Cities located in the North Sumatra Province. The sample in this research consists of 33 from 25 districts and 8 cities located in North Sumatra Province, with the data used in this study being secondary data. The data used covers a period of 5 years, starting from 2017 to 2021. The data was processed using multiple linear regression analysis and using the SPSS program version 24. The results of this study indicate that regional original income has a significant positive impact on economic growth, regional original income that has a significant economic growth impact on Districts/Cities located in North Sumatra in relation to poverty, balance funds do not/ have a significant negative/positive impact on economic growth.

This study aims to analyze the effect of capital expenditure and economic growth simultaneously on the Human Development Index (HDI) in districts/cities in North Sumatra. This type of research is a descriptive-quantitative approach that suppresses its analysis of numerical data that is processed by the statistical method. Sources of data in this study were taken from the Central Bureau of Statistics of North Sumatra for the HDI data. The sample in this study is all districts/cities in North Sumatra for the period 2013-2017. The expenditure budget, especially capital expenditure, is seen as important because it is related to the continuity of government activities. Capital Expenditures are one part of regional expenditures used in the purchase or procurement of tangible fixed assets used in infrastructure development and the provision of public facilities. The purpose of this study is to find out and analyze how the influence of Regional Income on Capital Expenditure of the Alor Regency Government. The research method used in this research is the survey method and the type of descriptive verification research. The data used is time series data regarding Regional Income and Capital Expenditures of Alor Regency in 2017-2019. Data analysis methods include simple linear regression analysis, t test, and analysis of the coefficient of determination. The results of this study found that Regional Income had a positive effect on the Capital Expenditure of the Alor Regency Government.

Purpose: The important indicators in economic growth are financial performance and regional finance. This study aims to provide empirical evidence of the role of regional income and financial performance on economic growth, and economic growth as an indicator of community welfare in an area. Design/methodology/approach: This study uses panel data analysis to test the regression model. Findings: The findings reveal that regional income and economic performance on economic growth have an influence on the level of community welfare in Lampung Province, but the evidence proves that regional levies are not significant on community welfare. Practical implications: This study also provides evidence that the regional retribution is not significant, so that the regional retribution has a value that has not been able to improve welfare in the of Lampung province.

National economic growth is an aggregation of regional economic growth. Growth is also the main measure of development success. The existence of fiscal decentralization provides flexibility to local governments in regulating their regions and making policies that can support the potentials in their regions. This study aims to analyze and provide empirical evidence about the determinants of economic growth in 38 regencies/cities in East Java Province in 2010 to 2016 including Locally-generated Revenues (PAD), General Allocation Funds (DAU), Special Allocation Funds (DAK), Revenue Sharing Funds (DBH), Indirect Expenditures, Direct Expenditure, and Remaining Over Budget Financing (SiLPA). From the results of the Fixed Effect model, it was found that the PAD, DAU, DBH and Direct Expenditure had a positive significant effect on economic growth, while the DAK and Indirect Spending variable had no significant effect on economic growth. SiLPA also had no significant effect on economic growth. The last, simultaneously, PAD, DAU, DAK, DBH, Direct Expenditure, Indirect Expenditure and SiLPA had a significant effect on economic growth.

The purpose of this study was to analyse the effect of local revenue on development developments with capital expenditure as moderating variables in the provinces of Aceh, North Sumatra, Riau and West Sumatra. The population of this study were Aceh Province, North Sumatra, Riau and West Sumatra in 2010 to 2017. Observation samples were selected using saturated sample methods. This study aims to determine the effect of Regional Original Revenue (PAD), General Allocation Funds (DAU), and Special Allocation Funds (DAK) on economic growth with capital expenditure as moderating variables in regencies/cities in North Sumatra Province. This type of research is causal associative. The population of this study is all regency/city governments in North Sumatra Province, totaling 33 districts and cities consisting of 25 districts and eight cities. The sample was chosen using the saturated sample method using all 33 regencies/city research populations from 2011-2020. So the number of research samples is 330 samples. Data analysis methods use multiple linear regression and residual tests. This study's results indicate that PAD, DAU, and DAK simultaneously significantly influence economic growth in regencies/cities in North Sumatra Province. The PAD and DAU variables significantly positively affect economic growth in the regencies/cities in the province of North Sumatra. In contrast, the DAK variable partially has a significant negative effect on economic growth in the regencies/cities in the province of North Sumatra. Variable Capital Expenditures as Moderating Variables can moderate relationships Between PAD, DAU, and DAK to economic growth in regencies/cities in North Sumatra Province.
ABSTRAK:This research intent to amalyze the influence of Regional Original Income (PAD), Geral Allocation Funds (DAU) and Economic Growth on Capital Expenditures in district / cities in North Sumatera Province.The population used in this research was 33 convering 25 regencies and 8 urban areas out by the satured sampling method.The approach taken to analyze the data is a quantitative approach ,namely the multiple linier regression analysis technique asa a calculation tool and using the spss version 22 program assistance. The research period of 4 years 2017 up to 2022.The result of this study are regional income (PAD), General Allocation Fund (DAU), and Economic Growth Partially affect capital Expenditures in regencies / cities in north Sumtera Province.
