The central theme of this series is to explore why some areas grow and others stagnate, and to measure the effects and implications in a transdisciplinary context that takes both historical evolution and geographical location into account. In other words, when, how, and why does the nature and dynamics of a political regime inform and shape the drivers of growth and especially innovation and entrepreneurship? In this socioeconomic and socio-technical context, how could we best achieve growth, financially and environmentally? This series aims to address such issues as: • How does technological advance occur, and what are the strategic processes and institutions involved? • How are new businesses created? To what extent is intellectual property protected? • Which cultural characteristics serve to promote or impede innovation?

Entrepreneurial Capacity of Universities and Its Impact on Regional Economic Growth

The scope of our research is the university as the key actor of economic change. Historically, it is possible to allocate four types of the university by analogy to four industrial revolutions. In the conditions of the fourth industrial revolution, there is a radical shift in the university model. From research and development and technology transfer, the University moves to the creation of the intellectual capital. The university does not simply conduct R&D for business but creates essentially new industries. The university becomes the center around which the new hi-tech enterprises grow. This phenomenon has been entitled entrepreneurial university that is the main actor of the entrepreneurial (startup) economy. In this study, we examined the different approaches to the evaluation of universities, first of all, global university rankings. Each ranking methodology assesses the different functional areas; a unified methodology of the evaluation of university as a complex system is currently lacking. At the same time, we tried to define the mechanism of the impact of the universities on regional economic growth grounding on a case of Russian universities. A comparative study of Novosibirsk and Tomsk universities has revealed key problem areas and barriers in the process of university engagement in regional economic systems. The findings will be used in further theoretical and applied research, as well as decision-making in the area of educational policy.

The entrepreneurial university: evidence of the changing role of universities in modern Russia

This paper examines the evolution of the entrepreneurial function of Russia's leading universities: the study is based on a conceptualization of a university's entrepreneurial development pathway. The data on entrepreneurship development were collected in 2012 through a survey of technology transfer and innovation development managers of 18 National Research Universities. The primary data were complemented by desktop analysis of the strategy development documents of the universities surveyed.

The concept of National Innovation Systems (NIS) initially developed by Freeman (1987, 1995), Lundvall (1992), and Nelson (1993) has proved to be a useful tool for the analysis at national, regional, and sectoral levels as well as for the design of policies to promote science and technology (S&T). Its considerable contribution reveals the role of the national institutional context as the main factor of economic growth based on innovation and learning.

Evaluation of Institutional Factors Shaping Entrepreneurial University: A Tale of Two Universities and Regional Development in Russia

In Russian Federation, as in many other countries across the world, the higher education institutions have experienced significant transformation. This process has being driven by profound structural changes in social and economic fabric of the society, as well as by increasing needs to rejuvenate national and regional economy through innovation and entrepreneurship. This paper seeks to shed the light on the dynamics of the transformation of two leading universities in Russia, which represent two types of universities – one former technical university with strength in engineering and direct links with industry and another classic university with strength in research and education. Conceptually the paper is grounded in institutional path-dependency approach. On the basis ofmultiple case-studies the paper examines the formation, interpretation and implementation of entrepreneurship and innovation function of the universities. The empirical findings suggest that institutional factors, such as historical and normative context, established social, professional and economic relations, regulatory and control mechanisms, play an important role in shaping universities’ strategic orientation, their dynamic capabilities and ultimately define diversity in model of entrepreneurial university. Although the paper focuses on universities in Russia, it provides critical insights on diversity of model of entrepreneurial universities that reflect the diversity of the universities themselves (mid-range vs top universities; teaching vs research oriented universities).

The Role of Universities Innovation Infrastructure in the Region Development in the Russian Federation

Objectives: The article is aimed at elaborating proposals for the development of innovation infrastructure of universities with a view to maximize their participation in the processes of innovation economy of the regions. Method: Statistical analysis of the data on self-evaluation reports of more than forty Russian universities and their rating functionality for 2015 were used in order to achieve the objectives of the study. These methods allow analyzing a complex relationship of the universities' revenue part and the control of intellectual property, the universities' rating functionality and degree of innovation development in the regions. Findings: The article presents the results of the research carried out for the Ministry of Education and Science of Russia in 2015 on the theme "Research and Analysis of the Strategic Programs for Economic and Industrial Development of Regions for the purposes of elaborating a package of measures to include the results of innovative, academic and technological activities of universities in the economic activity of the constituent units of the Russian Federation (implementation of the bailout plan of the Government of the Russian Federation)." The article also justified proposals for the development of innovation infrastructure of Russian universities with a view to maximize participation in the processes of the regional innovation economy. The necessity of raising the level of universities' income derived from intellectual property management; dependence of university's scientific and technological potential indicators on its development efficiency factor, the innovative activity of regions where they are located; the need to create mechanisms of integration of regional enterprises and universities for implementing the results of innovation activities of universities in the production. Improvements: Materials of the article shall determine the factor of innovation infrastructure development of Russian universities, their influence on the development of innovative component of regions.
