This entry has been realised in the framework of the H2020-MSCA-RISE-2018 project "LoGov - Local Government and the Changing Urban-Rural Interplay". This paper provides a brief introduction to the recent history of, as well as the legal and policy framework for, local government in South Africa. It discusses the transformation of local government from a racially configured, illegitimate arm of the apartheid government into a system designed to produce developmentally oriented municipalities. The progress made by South African municipalities towards realising the vision of developmental local government is remarkable and unprecedented. Over the last 13 years, municipalities have embarked on the extension of infrastructure and development, whilst absorbing fundamental changes to their internal governance and management arrangements, financial management systems and intergovernmental responsibilities. A more than 21-year odyssey of developmental local government in South Africa

This paper is an assessment of 21 years of developmental local government as advocated through the 1998 White Paper on local government. In the 21st century, local governments have developed into hubs for developmental objectives. This suggests that they are now expected to go beyond the fundamentals of providing services. For instance, the agenda of local governments has automatically adopted South Africa's idea of a developmental state that primarily prioritises economic development and the need to consider the most suitable intervention scales. With the implementation of the National Development Plan (NDP) in 2012, South African authorities formalised their intention to pursue a developing state. The endemic municipal governance problems experienced since the dawn of the democratic dispensation manifested through the constant dysfunctional state of municipalities, poor financial performance and poor political leadership clearly necessitate that the national government should revisit and review the constitutional powers granted to the sphere of local government and contemplate introducing a pragmatic model of running municipal affairs. This paper argues that there is a need to review and reposition the model of local government in order to ensure that municipalities appropriately fulfil their constitutional obligations. The existing research pointed to the relevance of the application and utilisation of the different categories of municipalities, thereby enabling the effective delivery of services to communities. Therefore, the review will amongst others, entail the critical examination of the interventions spearheaded by the national government namely, the Project Consolidate; Municipal Turnaround Strategy/Municipal Infrastructure Support Agent; Operation Clean Audits-2014 and the recently launched Back-to-Basics approach. Based on literature and document reviews this article concludes that the abovementioned interventions have not yielded the desired results yet, if the current performance of municipalities such as Madibeng, Maquasi-Hills, Lekwa-Teemane, Randfontein, Thaba Chweu, Bushbuckridge and Mtubatuba is anything to go by. The outcomes point to the urgent need for a review of the current model of local government that is utilised within a developing society, which is mired with many developmental challenges. This is relevant because South Africa aims at becoming a capable and developmental state as encapsulated in the NDP (National Development Plan) 2030 and for it to achieve such, municipalities are a critical enabler since they operate at the grassroots level
Can the district development model deliver development in South African local governments?

With the advent of democracy in South Africa, local government was targeted for transformation to be more representative of and responsive to local communities' needs. Boundaries were extended such that all areas in the country fell within a municipality. In addition to providing essential services such as water and sanitation, municipalities must promote social and economic development. They must also prepare an Integrated Development Plan that informs the municipality's activities, budget and should ensure focussed and coordinated delivery of services. However, local government has been plagued with severe problems such as a lack of capacity and resources, poor governance and limited intergovernmental and intra-municipal coordination. President Ramaphosa (Current term 2018-2023) in his 2019 budget speech announced a District Development Model (DDM) intended to spatialise and coordinate government interventions and support municipalities in response to these issues. This paper describes the challenges facing local government and outlines the DDM concept and its rationale in the context of these challenges. We consider the potential of this model to improve the performance of local government, improve spatial governance and promote social and economic development. We conclude that the DDM may not be sucessful as it does not address the core problems of local government. A candid review of the current concept of local government, its powers, responsibilities, capacities and relationships is required.
