Particular Aspects of the Necessity of Legal Regulation of Artificial Intelligence in Ukraine

The purpose of the study was to demonstrate particular legal and objective reasons for necessity and expediency of legal regulation advancement, development and usage of Artificial Intelligence (AI) in Ukraine. Chapter 1 «Understanding of Artificial Intelligence» gives examples of AI applications, doctrinal and diverse legal definitions of AI. Chapter 2 «Necessity and Expediency of legal regulation of Artificial Intelligence in Ukraine» shows the necessity of legal regulation, exemplifies the gaps in current legislation. This Chapter demonstrates that it is paramount to establish protection of IP rights within AI legal relationships in Ukraine. Also, Chapter 2 analyzes particular issues in AI and national, international and social security, questions of data protection. Artificial Intelligence as a Technological Innovation for Economic Development of the Republic of Uzbekistan

The aim of this paper to introduce artificial intelligence as a technological innovation in the development of the economy of Uzbekistan is due to the fact that the Uzbek market of artificial intelligence is at an early stage of development and it became necessary to prevent the technological backlog of Uzbekistan from the leading economies of the world. The article concludes that artificial intelligence is a breakthrough technology with great potential. The active introduction of artificial intelligence in companies significantly increases their efficiency, and competitiveness develops industry markets, stimulates the creation of new technologies, improves product quality, and increases production volume. In general terms, artificial intelligence generates additional impulses that contribute to the development of Uzbekistan and its entry into the top five largest economies in the world.

The aim of the present article is to analyze the Russian experience of using digital technologies in law and legal risks of artificial intelligence (AI). The result of the present research is the author’s conclusion on the necessity of the practical implementation of legal provisions in this area, and their judicial enforcement in federal subjects with the aim of compliance with international standards of human rights. This article discusses the issue of the introduction of digital technologies into policy-making. The article describes several systems of policy-making in the Russian Federation. In addition, the article discusses the issue of the introduction of a new System of policy-making in the light of the digital transformation of the Russian economy. The paper analyzes the capacities of digital technologies, including artificial intelligence (AI), in the context of their application in policy-making. The European map of artificial intelligence development policies: a comparative analysis

The aim of this paper is to discuss the management aspect of artificial intelligence development policy by the national regulators of the 27 European Union (EU) member states. The solutions formulated by three of them-Germany, France (as a pioneers), and Poland-are analyzed in depth. Conclusions: The obtained results allow us to conclude that out of 27 EU countries, only one has not yet prepared its strategic project on artificial intelligence (AI) development, while among the existing policies one can find significant differences in the approach to the matter of strategic management. Methodology: The research methods used are content analysis and comparative analysis of selected source documents. In the course of the deliberations presented, key legal acts concerning the areas of AI and modern technologies are cited. Practical applications: The presented work formulates a starting point for further research and directions of changes in the management of AI development policy. The attention of subsequent researchers should focus on the possibility of a detailed analysis of other documents published by EU member states, a comparison of policies of other countries across the world, and even an attempt to examine the global dimension of AI strategies. Originality: The article addresses the problem of creating law only following, rather than preceding, the emergence of technological changes, the lack of systemic regulation of AI tools and mechanisms, as well as the absence of integrated forms of international cooperation with a strategic and long-term dimension.

Is AI seen as a major force that will change global power dynamics or is it perceived as a solution to the main problems that society face today like climate change and poverty? These are some of the questions explored in the recent publications from my research programme on governance, politics and policy of AI, analysing how policy documents from Europe and the United States frame AI, its purpose and recommendations to govern it.

Russia Adopts National Strategy for Development of Artificial Intelligence

On October 10, Russian President Vladimir Putin approved the National Strategy for the Development of Artificial Intelligence (NSDAI) for the period until 2030. During the unveiling of the new strategy, Putin noted that “the global market for products using artificial intelligence will grow almost 17-fold by 2024, to roughly $500 billion.”

Artificial Intelligence in Government: Risks and Challenges of Algorithmic Governance in the Administrative State

This article analyzes the legal implications of using artificial intelligence in government and how it is challenging the foundations of the administrative state. It begins by demonstrating that a new model of government is emerging, based on information and intelligence (i-Gov). To understand the nature and scope of this new i-Gov model, this article will explain what artificial intelligence really is and analyze the applications that are currently being carried out in the US and the EU. Next, it will review the regulatory framework that is emerging that regulates government use of artificial intelligence in both the US and the EU. Finally, the article concludes by identifying and analyzing the main legal and policy problems involved in the use of artificial intelligence in government. It challenges values, principles, and institutions of the traditional administrative state and also requires us to think of new frameworks for constitutional and administrative law to guarantee citizens' rights and public interest.
