Sakawa-Cybercrime and Criminality in Ghana

Abstract This paper investigates the prevalence of cybercrimes (caled 'sakawa') in Ghana and examines its forms and implications. Using qualitative approach, we explore efforts by organizations and government agencies in Ghana towards curtailing cybercrimes in terms of apprehension, prosecution, reporting, and law enforcement. Findings from our research showed that although awareness of cyber crimes is on the increase, the crimes mostly go unreported.

Computer & Cyber Forensics: A Case Study of Ghana

The study was to examine the importance for the study of computer and cyber forensics in the fight against crime and prevention of crime. Using the security agencies in Ghana namely the Ghana police service and the bureau of national investigations. Information and Communication Technology (ICT) is at the center of the world today. The applications and concepts, techniques, policies and implementation strategies to security services has become a subject of fundamental importance and concerns to all security agencies and indeed a prerequisite for local and global competitiveness. The purpose of the research is to assess and evaluate the impact of computer related crimes on the continent of Africa and especially Ghana in particular. The Bureau of National Investigations, (BNI), to find the positive and negative impact of ICT and its related contributions in the everyday life of Ghanaian security agencies, especially the BNI and GPS ones(once) to examine how ICT has helped reduce and prevent crime and also cost of identifying and preventing crimes thus to determine the efficient use of information technology to help fight corruption at workplaces, prevent and protect the country and its people from any kind fraud within or attached that will be launched on the Ghanaian soil using ICT. Cybercrime in Ghana and the Reaction of the Law

Since the advent of the internet, the world has become a global community. This is because through the worldwide web links information is being passed on and received almost instantaneously or in real time. People from different locations are able to communicate with one another by exploring social media platforms to advance their course. However, the increasingly use of the internet has fueled the emergence of cybercrime in Ghana and concerns have been raised by people in the position of trust about whether our current laws are robust to deal with the menace. The main thrust of the study was therefore to examine how the law enforcement agencies, especially the police and the judiciary are reacting to the cybercrime peril in the country. A total of nine (9) respondents took part in the study. Structured interview guide was employed as data collection instrument. In the data analysis, each of the in-depth interviews was transcribed as soon as the information is gathered and developed them into codes. The study revealed that the Ghana Police Service efforts to thwart the menace are being limited by factors such as computer crime investigators, ultramodern equipment, and cooperation from the Internet Service Providers to adduce electronic evidence. In addition, the Electronic Transaction Act of 2008, (Act 772) needs to be reviewed to accommodate the new challenges that have emerged in the cyber ecosystem. It was concluded from the discussions that a progressive capacity building programmes should be organized for law enforcement agencies to enable them acquire ICT skills to deal with cyber laws.

Cyber Crime and Criminality In Ghana: Its Forms and Implications

This paper investigates the prevalence of cyber crimes in Ghana and its impact on ICT adoption. Through a qualitative approach, we explore efforts by organizations and organs of government in Ghana towards curtailing cyber crimes in terms of apprehension, prosecution, reporting, and law enforcement. Findings from our research showed that although awareness of cyber crimes is on the increase, the crimes mostly go unreported. The Ghana Police Service which is the organ of government responsible for arresting and prosecuting cyber criminals also lack the technical know-how and adequate legal support to effectively discharge their duties. We recommend that a multi-stakeholder effort and appropriate technical training for the police and supportive legislation are required. Future research should also explore how social theories in criminal studies can help understand behavior and intention of both the victim and perpetrators in cyber crime.

A Review on the Use of ICT as a means of Security within Tertiary Institutions in Nigeria

Tertiary education in Nigeria is faced with several challenges. Recently the issue of security in campuses of tertiary institutions in Nigeria is of great interest to students, parents, administrators and the government at large. This review looked at Information and Communication Technology (ICT) as an important means of ensuring security within campuses in Nigeria. The role of ICT in Nigerian tertiary institutions is critical to maintenance of security particularly in this 21 st century. The study analyzed the concept of ICT, the concept of security, the role of ICT to solve various security challenges facing Nigeria, the need for a sustainable ICT policy for Nigeria and problems of ICT in tertiary institutions. The paper also pointed out the prospect of the total overhaul of Nigeria's tertiary institutions toward the promotion of security within the system at all the levels and the application of modern technological tools in that environment to provide, enhance and or boost their security situations which will invariably promotes teaching and learning. As such tertiary institutions aided by government should, therefore, quicken the pace of development and embrace technology as a re-engineering strategy to bring about a security revolution in Nigerian schools of learning.

Information and knowledge has become vital economic resources in this new era. Yet, along with new opportunities, the dependence on information systems brought new threats. Crime remains elusive and ever strives to hide in the face of development, while cyber security is important because government, military, corporate, financial, and medical organizations collect, process, and store unprecedented amounts of data on computers and other devices. Therefore, this paper examines issues on the Information system, ICT, cybercrime, cyber security, cyber ethics and national security in Nigeria.
