After a severe shortage situation in Algeria between the 70s and the 90s, water is now in a paradoxical situation between accessible and abundant water and a characterized crisis situation. Such a paradox sends back to a methodological challenge both in terms of diagnosis and solutions. Therefore, the question raised here is how to deal with the issue of water in Algeria. We have tried to answer this question by a holistic diagnosis of water management and its projection in the future. For this we applied two methods namely institutional concepts of integrated water resources management and systems analysis on the work unit chosen, the watershed Tafna. In the Algerian context, the two methodologies, which are an international reference point, have shown their contributions, but also their limitations, since they have not been able to offer a solution to the problems of water management but they have To identify the blocking points that must be exceeded, namely the defect, the reliability, the organization, the circulation and the management of the information.
