Alternative Development Strategies for Azerbaijan Economy and Sectoral Analysis
The paper outlines aspects of economic growth after oil exports in Azerbaijan, and allocation of oil income to develop main sectors of economy: agriculture, tourism, power engineering, machine building industry, food industry and energy security. From oil contracts during 2008-2015 years the income is expected to be 35-42 billion USD. If one barrel of oil is 30-60 dollar till the last period of the project, exactly till 2029-2030 years, the total income amount taking from this area is expected to be in the amount of 120-140 billion USD. So there is great chance and obligation of developing non-oil sector. During this development main questions are how much of the oil income spend now and how much to keep for future generations; how and where to spend the oil income; how to control spending of oil money. Paper provides suggestions for those questions. In sectoral analysis, paper describes current situation in the above mentioned sectors of economy, lists problems in those sectors, and provide suggestions help making a decision about managing profits from oil industry to develop the other sectors and economy of the country as a whole.

The economic processes in Azerbaijan Republic after the disintegration of the USSR are investigated in the article in the context of enforcement of the integration processes to the world economics system by dint of use of the new economic instruments, including free (special) economic zones. To that end the processes of economic reforms in Azerbaijan are analyzed, the main factors, models of the economic development of the country and the problems of competitive ability on the world markets are also shown. There is given the data about the dynamic development of the country and there are shown the capacities and potential of the non-oil sector in Azerbaijan. Effective factors on economic development in East Azerbaijan, Iran

The current paper aims at presenting a pattern for the development of East Azerbaijan province, Iran, in a frame on national and regional developmental policies, which requires the formation of two basic processes: (a) To access and employ a mechanism which ultimately limits unnecessary consumption expenditures in the province and leads the surplus of economic output toward physical and human investment to modernize productive foundations. (b) To plan and utilize a set of strategies and development policies, by the mechanism indicated in the previous part to transform the surplus saved to human and physical investments conformed to the economic development needs. The studies on the model of development in Azerbaijan illustrate that for the purpose of actualizing the two processes mentioned above, basic reforms are necessary in the regional organizing and planning and achieving this aim requires employing a collection of proper strategies in politics, culture, training of experts and investment, information, management, economic systems. The factors mentioned are the elements which ought to be developed and expanded coordinately and the absence of each of these factors will stop the development process even when the other factors are fulfilled.
Alternative development strategies of Azerbaijan economy
Lately the dynamic development speed observing in all areas of economy – social and social – cultural life of our republic is stricken frankly. There is no doubt that? This is the result of large internal and external investments directing to the development of the oil and non – oil sectors and large oil projects realizing in our republic. Increasing in the amount of the investments directing to the development of the oil and non – oil sectors of our republic by the government for the development of this area, and useful economy atmosphere creating in our republic/ This increasing shows itself not only in theoretically and also in practical statistical indicators. Paying attention to the last prognosis indicators, we’ll see that, in its payment period in the result of exploitation of the pipe pump BTC forming a part of “Agreement of the Century” signed on September 20, in 1994, in 2008-2015 years the incomes is expected to be 35-42 billion USD. The paper argues the development of the manufacture and other field of Azerbaijan economy as well as the improvement of external economic and trade activities of the state through the introduction and enhancement of Special Economic Zones (SEZs), and utilizing them as an instrument in order to reach a high economic growth on the eve of the increasing level of globalization and integration. Furthermore, the concept of SEZs is clearly and coherently analyzed, including their classification, purposes, fundamental principles for success and challenges. At the same time, the paper discusses the privileges of the enterprises bestowed by the government in order encourage the domestic and foreign companies to increase the volume of investment in the given area. The more attention is paid to the possibility of the construction and functioning of these kinds of zones in Azerbaijan Republic as a tool for the blossom of the economy in the recent years, taking advantage of the world experience. Thus, the research clearly indicates both positive and negative impacts of the SEZs, deeply analyzing the importance of the formation of the SEZs and the role of these zones for the attracting investment into the regions of Azerbaijan.

The World Experience Factor in the Formation of Special Economic Zones in Azerbaijan Republic
In the given article the wide range of questions connected with the organization and the solution of the problem of Special Economic Zones (SEZ) are given as a new economic instrument in the international trade-economic affairs in the conditions of globalization and liberalization. The analyses of the development history of SEZ are also shown. There are given examples of problems in the period of development of the given economic method in the system of the world economy especially in the USA, Poland, China, Turkey and etc. There is also shown the experience of several countries of the world on organization and development of SEZ. Special attention is paid to the capacity of formation and function of such kind of zones in the Azerbaijan Republic in the context of the world experience.
