Causes and Effects of Project Delay in Public Construction Projects in Ethiopia
Projects especially public construction projects have a vital role for the economic development of a nation by transforming the living standard of the community. This study aimed to assess the causes and effects of public construction projects in Dessie town. To achieve the objective of the study 128 respondents approached from the clients, contractors and consultants of the ongoing projects of Dessie town. Questionnaires used to collect primary data from the target population. It has both a likert scale and open ended items. The collected data were analyzed using descriptive data analysis techniques along with the relative importance index. The index widely used in similar studies to measure the level of importance and occurrence of delay causes and effects. An Investigation into Factors Causing Delays in Road Construction Projects in Kenya

The majority of road construction projects in Kenya do not get completed within the initially set targets of time. Project delays frustrate the process of development, have an immeasurable cost implication to the society, and also lead to loss of reputation of the parties involved in the projects' execution. The purpose of this study was to investigate the factors causing delays in road construction projects in Kenya. Project delays are a common problem internationally in the construction industry in modern times. Investigating the reasons for delay has become an important contribution to improved construction industry performance. Over seventy percent of projects initiated in Kenya are likely to escalate in time with a magnitude of over fifty percent. The study used purposive sampling technique and survey design. Data was collected using questionnaires which were distributed to consultants and contractors. The data was analyzed using the Relative Importance Index and Spearman's rank correlation. The top five causes of project delays were observed to be payment by client, slow decision making and bureaucracy in client organization, inadequate planning and scheduling, and rain. It is recommended that clients should improve their financial management systems so that they are able to pay contractors in a timely manner. Bureaucracy and red tape should be reduced in client organizations in order to speed up the slow decision making process. Efficient management of the construction process will also lead to a reduction in incidences of claims. Contractors should prepare adequate plans and schedules which can also be used to minimize the effects of rain.

This paper is aimed at identifying various factors responsible for road construction delays. From literature 165 common factors causing delays were identified. A survey were carried out amongst selected experienced personnel for expert opinion to identify the significant factors causing road construction and other projects delays in Imo State, Nigeria. 436 responses were collected from each of the respondents groups including client, consultant and contractor covering the Senatorial zones of Imo State. The questionnaire responses were analyzed by exploratory factor analysis method, which resulted in identification of 58 common factors causing road construction delays. Results show that that Poor site practices exhibits the highest rotated loading factor 0.950, followed by Contractor selection method of 0.964, Delays in contractor's progress payment by owner of 0.878, Excessive overtime of 0.959, Design changes by owner or his agent during road construction of 0.867, Uncooperative owners of 0.913, Weather effect of 0.869, Equipment failure of 0.861, Building permits approval process of 0.871, Materials changes in types and specifications during road construction of 0.803 and Transportation delays of 0.892 factor loading in technical, quality management, financing, human resources, changes, contractual relationships, environment, equipment, rules and regulations, materials and scheduling and control factors respectively.
Causes and Effects of Delay Factors in Road Construction Projects in Sudan
This paper summarises research into the major causes of road construction project delays in Sudan. The research approach was to identify the different types of construction delays, their causes and effects from different perspectives, in order to determine the impact and the level of importance of the identified delay factors on road construction projects in Sudan. Drawing on the findings from a detailed literature review, a closed loop questionnaire was constructed and used to collect quantitative data from 100 experts and professionals drawn from Sudan's roads construction industry. A relative importance index (RII) method was used to rank the level of importance of the identified delay factors and to determine their individual impact on the overall project delay. The results indicate that cost-overrun and time-overrun factors have the highest delay impact on road construction projects in Sudan, with RII values of 0.840 and 0.780 respectively. Furthermore, the study found that each delay factor has a different level of impact on the overall project delay, and that the most effective method to minimize delays in road construction projects in Sudan is the choice of a project manager with sufficient knowledge and experience relevant to project management, and the use of appropriate tools and techniques for the project.

One of the most common issues with construction industry is deviation from a predetermined time schedule, which affects both developed and developing nations (Kazaz, Ulubeyli and Tuncbilekli 2012). On-time project completion is a sign of efficiency, but the construction process is subject to a lot of uncertainties and unforeseen elements that come from a variety of sources (Assaf and Al-Hejji 2006). Perhaps more than any other sector, the construction industry has seen a variety of hazards that frequently lead to subpar performance, rising prices, schedule delays, and even project collapse (Zeng, An and Smith 2007). In addition to having an impact on the construction industry, cost overruns and schedule delays also have an impact on the general economy (El-Karim, Nawawy and Abdel-Alim 2017). In Ethiopia, construction industry has significant contribution to GDP of the country and creates jobs for millions of the citizens (Cheng and Darsa 2021), which is struggling with the severity of schedule delay. Besides the local contractors, international contractors from China, India, South Korea, Saudi Arabia, Spain and other overseas countries are currently Abstract:. Following the booming of the Ethiopian construction industry, a number of Foreign General Contractors (FGCs) are participating in the industry. The severity of the construction projects schedule delay, which is a worldwide problem also, affecting the FGCs participating in the Ethiopian road construction projects. Identifying the challenging factors affect the project performance was an important and initial stage for improving the project progress. This study identified the significant factors that cause the projects schedule delay systematically and objectively. After 30 factors were determined from literature and pilot survey, the final questionnaire survey of 235 domain experts was conducted to systematically select 20 factors. Based on the 20 selected factors, 81 historical data of road construction projects with schedule delay were collected; and the database was established. The artificial neural network (ANN) inference model was developed to train the database and predict the project schedule delay. Integrating it with the Garson algorithm (GA), the relative weights of challenging factors with rankings were calculated and identified. The top ten significant factors identified were Contractor's poor site management; Ineffective planning, scheduling, controlling and quality monitoring; Difficulty in Budget availability for the project; Delays in construction activities due to weather changes; late land acquisition; Shortage of materials; Financial problem of contractors; Poor supervision; Cash-flow problems (irregular payments), and Financial Capability of Client. This study uses as a significant reference for FGCs who are currently working in the Ethiopian Road construction projects for improving the projects schedule performance.

Causes and Effects of Delays in Road Construction Projects in Sudan
Construction delay is one of the serious concerns of the road industry in Sudan. The study aims to identify the causes of delays that have adverse effects on road projects in terms of time, cost and quality. Literature of different types of delays, their causes and effects on road construction projects were intensively reviewed. The study identified a number of causes of delays at great risk and have adverse effects on construction of road projects. A questionnaire based on 15 causes and 5 effects was sent to the clients, consultants and contractors. The collected data were analysed using the Relative Importance Index (RII). The results showed that the contractor is most commonly responsible for project delay (37%), followed by the client (33%) and the consultant (30%). The study findings reveal that the top five main delay causes are payment delay by client, funding problems, conflicts among the project parties, suspension of work due to the client or consultant, and project schedule changes. On the other hand, cost and time overrun, poor quality of work due to rush, and disputes are the main effects of delays. The study concluded that adequate construction budget and payments on time should be the main factors for the project success.

Introduction Completing road construction projects in time is a challenge for developing countries, specifically for Tanzania, where great economic costs result from difficulties in identifying and reducing the factors that cause the delay. Methods This study addresses factors that cause the delay of a road construction project in Tanzania and proposes some methods that could potentially reduce this delay. A structured questionnaire was drawn up through an interactive online workshop with the help of experts and professionals from the road construction sector in Tanzania, and follow-up interviews were conducted. ABSTRACT The Principle objective of this project was to establish the major causes of delays in projects implementation in the construction industry in Kenya. The study delimited itself my limiting the scope into the roads maintained /constructed by the KeNHA in the coast region of Kenya. This was deeply looked at by taking into account four major objectives that included: to establish the extent to which construction project financing influence the delay of construction projects in the road sector, to investigate the extent to which construction project planning influence the delay of construction projects in the road sector, to find out the extent to which contractor’s experience influences the delay of construction projects in the road sector, and ,to investigate the extent to which supervision of work influences the delay of construction projects in the road sector. The study employed a survey research design, since it was an in depth investigation of an individual group of respondents. The questioners were used as the main source of gathering information from selected 55 respondents that cut a cross categories like constrictors, surveyors, engineers and many more. These questionnaires were emailed to some respondents; others were dropped and picked later while some were administered by research assistants. Questionnaires were sorted out, data keyed in into the SPSS for analysis. This information then was presented by use of frequency tables. From the hypothesis testing using the Chi-Square, the calculated Chi-Square values were found to be greater than the critical value of 9.488 thus the alternative hypotheses were adopted in all the four cases as per the objectives. Causes of Delays in Highway Construction Projects in Ghana

Delays in construction projects are a global phenomenon, causing a multitude of negative effects on the key project participants – clients, consultants, and contractors. The main purpose of this study is to identify the causes of delay of highway construction projects in Ghana to determine the most important to the key project participants. Literature review and semi-structured interviews of 12 key players in the implementation process were conducted. Thirty five possible causes of delay were identified and further grouped into ten categories. A questionnaire survey was conducted on the resulting list of delay causes for the identification of the most important causes of delay. The relative importance of the individual causes were determined and ranked by their Relative Importance Index.
