The Effect of Government Expenditure on Poverty in Indonesia

The objective of this research is to determine the effect of education function expenditure, social protection function expenditure and health function expenditure on poverty in Indonesia. The data used in this research are secondary data sourced from the Ministry of Finance and the Central Bereau of Statistics. The analysis method used in this research is panel data regression. Based on the regression results, it is obtained that the fixed effect model as the best model to be used in analysis. Based on the results of the partial test, it was found that social protection function expenditure had a negative effect on poverty in Indonesia, while health function expenditure had a positive effect on poverty in Indonesia, while education function expenditure has no effect on poverty in Indonesia. Furthermore, when viewed simultaneously, education function expenditure, social protection functions expenditure and health function expenditure have a positive effect on poverty in Indonesia with an Adjusted Rsquared value of 0.9973 or 99.73 percent. These results show that 0.27 percent are influenced by variables outside the model. As a consideration for the Indonesian government to overcome poverty, it can be done by increasing social protection function expenditure, this is because social protection expenditure is significantly able to reduce poverty levels in Indonesia. While on education function expenditure and health function expenditure, to reduce poverty in Indonesia, expenditure is not only focused on mandatory spending, but the government should be able to allocate budget for programs that are right on target and can increase human resource productivity.

Poverty is one of the problems that become the center of attention in any country including Indonesia, especially North Sumatra Province. In poverty alleviation, the government is required to supervise supporting policies that can alleviate the poverty level. Factors that can alleviate poverty are economic growth, government expenditure, and investments made. The purpose of this study is to find out and analyze the influence of economic growth, government expenditure, and investment on poverty levels in North Sumatra Province. This type of research is ex post facto and associative. The type of data used is quantitative in the form of secondary data. The population of this study is variable data in districts/cities in North Sumatra Province, namely as many as 33 districts/cities during 2014-2018 and sample withdrawal used is cluster sampling so that the sample as many as 165 observations. The data analysis method used is to use multiple linear regressions using Eviews10.0 software. The results showed economic growth, government expenditure and simultaneous investment negatively and significantly affected the poverty rate in North Sumatra Province with a coefficient of determination (R2) of 0.9938 or 99.38%. Partial economic growth has a negative and significant effect on the poverty rate in North Sumatra Province while government expenditure and investment have an insignificant negative effect on poverty in North Sumatra Province.

This study aims to identify and analyze the effects of both direct and indirect variables are human development index (HDI), income inequality and economic growth on poverty in East Kalimantan Province. The value of this research implies that the essential for the local government of East Kalimantan Province to determine policies that can reduce poverty. This study focuses on factors affecting poverty in East Kalimantan Province with secondary data coming from 9 (nine) urban districts. This study uses quantitative methods to identifying and analyzing the effects of HDI, income inequality and economic growth against poverty in East Kalimantan Province. The analysis model used Ordinary Least Square (OLS) using AMOS program. The result shows the Increasing HDI, income inequality and economic growth could develop the economic growth in East Kalimantan. The increase of HDI does not significantly affect the level of poverty. Moreover, the increase in HDI has not significant to reducing poverty rate in East Kalimantan through economic growth. However, HDI have positive impact to increasing poverty. Enhance the income inequality has a significant impact on poverty rate in East Kalimantan .
Determinants of Poverty in Indonesian Provinces

Poverty is a global problem faced by a lot of countries, including Indonesia. In this research, the data used are 34 provinces in Indonesia from 2015-2018. The analysis technique used is data pooling that combines times series and cross section. The research result shows that the suitable model to analyze poverty is the fixed effect model. Variables that have a negative effect on poverty are Gross Regional Domestic Bruto per-capita, Sanitation, and net enrollment rate of senior high school, while Gini Ratio has a positive effect. Based on the analysis, there are 14 provinces that have higher poverty percentage than the average province poverty in Indonesia.

This research aims to analyze the influence of population growth rate, economic growth, human development index, income distribution, and unemployment rate toward poverty in all provinces in Indonesia. This study observes that there is a slowdown in poverty reduction in Indonesia, so that in order to realize the achievement of no poverty in 2030 it is necessary to carry out further research related to the determinants of poverty in Indonesia. Researchers used panel data from 34 provinces in Indonesia for the 2015-2020 period. The model used is panel data regression using panel data regression analysis. The results of the study are that government spending directly has a significant effect on poverty and indirectly through unemployment has a significant effect but government spending does not have a significant effect on poverty through economic growth, investment has a significant effect on poverty but indirectly boththrough growth and unemployment have no significant effect.

The economic crisis of 1997/1998 greatly affected the national economy of Indonesia by making more people vulnerable to the poverty. To tackle the problems of poverty, Indonesian government has issued some poverty alleviation programs and strategies through national and local budget allocations. The national government has set up some poverty reduction programs, including The National Program for Community Empowerment (Program Nasional Pemberdayaan Masyarakat/PNPM). Beside PNPM, there is a program of Alokasi Dana Desa/ADD that comes from the district budget (local funding). In terms of budget allocation, both central and local government has always increased their support from year to year. This study examines the impact of poverty alleviation programs, including BLM PNPM and ADD on poverty at district level in Indonesia with the case study of Sleman district in Yogyakarta province during 2008-2012. Using trend analysis, Klassen typology and pooled least square analysis, this study generally finds that the poverty alleviation programs do not significantly reduce the level of poverty in Sleman.
The Effectiveness of Local Government Spending on Poverty Rate Reduction in Central Java, Indonesia

During the 2017-2019 period, Central Java performed well in poverty alleviation. It turns out that the reduction of poverty in Central Java has a major contribution in reducing the poverty rate nationally, Indonesia. This poverty reduction could occur due to an increase in the regional aggregate government expenditure budget in Central Java. This study aimed to determine the effect of regional spending by function on poverty levels in districts/cities in Central Java using panel data regression. The model chosen is the Fixed Effect Model with the SUR approach. The results show that regional spending on health, education, and social protection negatively affects poverty levels. On the other hand, spending in the economic sector has a significant but positive impact on the poverty level. Meanwhile, spending on infrastructure does not show a significant effect on reducing poverty in Central Java.
