Improving the Education of Native American Children he No Child Left Behind (NCLB) legislation enacted in 2002 places emphasis on improving student achievement, particularly the achievement of minority and disadvantaged students. The focus on minority and disadvantaged students arises because their scores traditionally lag behind the scores of white and/or advantaged students. Among minority and disadvantaged groups there is much research and achievement data that has focused on measuring and explaining the achievement of black and disadvantaged white students. Less research has been done on Hispanic students. In comparison to each of these groups, there has been very little research and data collected on measuring and explaining the achievement of Native American students. Narrowing the Achievement Gap for Native American Students

There has been much talk and effort focused on the educational achievement gap between white versus black, Hispanic and American Indian students. While there has been some movement the gap has not appreciably narrowed, and it has narrowed the least for Native American students. This volume addresses this disparity by melding evidence-based instruction with culturally sensitive materials and approaches, outlining how we as educators and scientists can pay the educational debt we owe our children.

Low academic performance among Native American students has been a problem for several decades. Some researchers like Bradbury et al. (2012) have studied issues related to education, but have not targeted elementary and secondary school students’ academic performances. More needs to be done, specifically on Native American students’ academic achievements, to understand the problem and provide data that could potentially ameliorate the situation. Data on state assessments from North Dakota’s Department of Public Instruction has shown low academic performances for students from kindergarten through 12th grades in school districts with high Native American student enrollments (Insights.nd.gov, 2018). There have been numerous calls to increase quantitative studies examining the role of culturally responsive schooling (CRS) on American Indian and Alaska Native (AIAN) achievement. The National Indian Education Study (NIES) is the only large-scale study focused on (AIAN) students’ cultural experiences within the context of schools. Given that NIES also includes achievement on the National Assessment of Educational Progress (NAEP), it has the potential to inform and guide policy directed specifically toward AIAN students. To examine ways NIES might potentially inform policy, the present study examined the degree to which AIAN student experiences as reflected in NIES are associated with achievement on NAEP. We then examined NIES against a CRS framework and found that NIES could inform policy to the detriment of AIAN students.

Utilizing a sociological perspective from an Indigenous viewpoint, this preliminary analysis contributes to the culture (of poverty and differentiation/discontinuity) versus social structure debate concerning Native student achievement using 2005 National Assessment of Educational Progress (NAEP) data. Which theoretical perspective (culture of poverty or cultural differentiation/discontinuity or social structure) better explains the academic success of young Native Americans? That is, what factors influence young American Indian/Alaska Native’s (AI/ AN) academic achievement? In this preliminary sociological analysis, results demonstrate support for the social structural argument concerning the impact of socio-economic-status (SES) and concentration effects on achievement; while I also acknowledge that better measures of culture are needed in future investigations.
