The effect of a community-driven development project (Fadama II) on rural farming communities in Adamawa State, Nigeria

The major thrust of this study is to assess the impact of Fadama II project, which uses community-driven development approach, which is the first of its kind and largest agricultural and rural development project in Nigeria. The Project focused on increasing the incomes of fadama users on a sustainable basis by providing capacity building, advisory services, productive assets and rural infrastructure. This study used matching method to select 300 comparable project beneficiaries and non-beneficiaries. The combination of PSM and double difference (DD) estimator was used to determine everage treatment effect (ATE) on the beneficiaries. T-test analysis was also used to compare means and determine the significant impact of the project. The rsult shows that participation in the project has sinificantly increased the income of beneficiaries compared to nonbeneficiaries. Analysis of the Midline Impact of Fadama III Agricultural Development Project on Poverty Alleviation among Beneficiaries in Benue State, Nigeria

Assessment of the poverty alleviation among beneficiaries of Fadama III agricultural project was studied at midline of implementation in Benue State, Nigeria. The study focused on determining the average income of project beneficiaries and comparing with non Fadama III households based on their crop, livestock and off-farm activities as well as comparing the quality of life of Fadama users with non-users. A sample size of 314 households in 20 LGAS had a breakdown of 192 Fadama Community Associations (FCA) and 2727 Fadama User Groups (FUGs). Data was collected by ten enumerators deployed to the study area as research assistants using well-structured electronic questionnaires administered via pre-programmed computer templates for the households and community surveys. An Analysis of the Impact of Fadama III Project on Poverty Alleviation in Delta State, Nigeria

This study specifically sought to determine the average income of Fadama user and non Fadama user households based on their crop, livestock and off-farm activities as relating to project implementation and also the proportion of the Fadama user households attaining the observed average income. 152 participating households in Fadama III Project and 50 non participating households were randomly selected for this study. Data were collected by well trained enumerators through the use of well structured and pre-tested questionnaire and analyzed through the use of Descriptive and Inferential statistical tools. The Double-Difference (DD) Estimator was used to compare changes in outcome measures. Findings indicate that average age of the respondents was 52.4 years while 54.95% were males and about 68% were married with 20% possessing no formal education. (73.71%) of the respondents have household sizes ranging from 4 to 10 members. The average per capita income of the Fadama user households before the project implementation was N 62,480.00 while that of the Fadama III non beneficiaries was N63,572.00. On the average, the real income of Fadama III beneficiaries increased by about 36.67% (From N62, 480.00 to N85,391.42) as a result of participation in the project. By contrast however, average real income of Fadama III non beneficiaries increased only by 11.6% from N63,572.00 to N73,743.52. The mean increase in income for participants in Fadama III was significantly different from that of non participants at p = 0.05. Appropriate policy to ensure proper education of rural populace is advocated.

Impact of National Fadama Development Project III in Alleviating Poverty among Small-Scale Rice Farmers in Nasarawa State, Nigeria

This paper examined the impact of National Fadama Development Project III on their socioeconomic status, poverty issues and equally assesses the extent to which participation in the programme has reduce poverty among participants. The study relied primary data collected using structured questionnaire and personal interview. The analytical tools used include descriptive statistics and Foster Greer Thorbecke poverty index. The result of the analysis revealed that the per capita expenditure for participants N750,167.64 per annum. While that of non participants was N605833.57 per annum. The poverty line for the participants and non participants were N500,111.36 and N403,889.05 the poverty head count were 18.20% and 41.30%, the gap index was 10.20% and 25.90%, poverty severity index was 3.30% and 6.90% respectively. All the poverty indices showed that non participants were poorer than the participant's household in the study area. The poverty line and core poverty for participants were found to be higher than that of the non participants, indicating that the participants had better standard of living when compare with non participants, meaning the programme have positive impact on their consumption expenditure through increased in income accrued. Hence, more participants were non poor than the non participants. Therefore, federal government should as a matter of deliberate policy initiated moves towards forcing state and local government through direct deduction from statutory allocation to pay counterparts fund for sustenance of the project.

Impact of Fadama III Programme on Poverty Reduction in Jos North Local Government Area of Plateau State, Nigeria

Impact of Fadama I Project on Rural Household Income and Poverty in Goronyo Local Government Area, Sokoto

The study assess the impact of Fadama I project on income and poverty of beneficiaries in Goronyo Local Government area of Sokoto State, Nigeria. A total of 160 respondents were selected using multistage, purposive and random sampling techniques. The data was analysed using descriptive statistics and Foster, Greer and Thobecke (FGT) poverty index. The findings of the study on the demographic characteristics shows that majority of the beneficiaries are aged (55-65years) with no formal education. The project beneficiaries expressed satisfaction with the approach and monitoring methods adopted by Fadama I project in the implementation of the objectives, they also opined that the project had increased their incomes and had succeeded in addressing the farming needs of households in the study area. Moreover, the result revealed that Fadama I project beneficiaries had a mean per capita income of N28,332.86 before and N83,364.47 after Fadama I project intervention. The result of the FGT poverty index indicated that 66 percent of the beneficiaries' households were poor and 34 percent were non-poor before the project intervention. The result revealed that Fadama I project beneficiaries had increased the beneficiaries' mean per capita income from N28,332.86 before the project to N83,364.47 after the project intervention. The study also revealed that Fadama I project decreased the number of poor beneficiaries from 66% before to 57% after the project intervention. The study recommends that Governments and Development partners need to continue to support agriculture through project interventions such as Fadama I project using appropriate strategies that suit the beneficiaries' peculiarities.

Evaluation of Second National Fadama Development Project in Nigeria: A Rapid Policy Appraisal

The Second National Fadama Development Project was borne out of the need to ensure all year round agricultural production using available Fadama resources in Nigeria and also a follow -up to Fadama 1 that was adjudged successful. Its approach was Community Driven Development (CDD) with emphasis on social inclusiveness and empowerment of the rural people to take charge of their development agenda. The Project focused on increasing sustainably the incomes of Fadama Users via empowerment in terms of capacity building, advisory services, acquisition of productive assets and rural infrastructure development. As at mid -term, beneficiaries have increased their income by about 25%. So far, an estimated 2.3 million Fadama households have benefited from the expansion in incomes and wealth (asset) derived from the previously unavailable services provided by the project. The project had created about 126, 000 permanent jobs and an additional savings of more than $40.8 million have been realized by the majority of the participating states.

Since 1975, the World Bank has committed well over USD 1.2billion for Agricultural Development Projects (ADPs) to increase farm production and welfare among smallholder farmers in Nigeria. Evidence of evaluation of these ADPs and recently FADAMA in Nigeria is limited. Thus, this study aimed at assessing the impact of World Bank assisted Fadamaprogramme among smallholder rural farmers in Edo State, Nigeria. To achieve this objective, data were collected from 248 farmers who participated in the World Bank assisted Fadama programme randomly sampled from 52 Fadama User Groups (FUGs) in 18 communities, covering 6 LGAs from two senatorial districts. Primary data were obtained from the respondents by means of questionnaire and interview schedule, which were analysed using frequency distribution, mean, t-test and chi-square. An assessment of the poverty profile of the farmers revealed that the World Bank project was effective in enhancing farmers’ livelihood. Regarding the effectiveness of the programme in poverty reduction among smallholder farmers, the study found that the proportion of farmers/respondents who were very poor reduced from 59.3% to 17.3% after participating in the programme, while the non-poor increased from 32.3% to 59.3% after joining in the programme. Based on some limitations identified in the study it was recommended among others that the government should increase its counterpart support to agriculture development projects and link farmers with sources of better agricultural inputs and market. Impacts of Community-driven Development Programs on Income and Asset Acquisition in Africa: The Case of Nigeria

This study evaluates the impacts of a community-driven development (CDD) project on household income and acquisition of productive assets in Nigeria. Using panel data and difference-in-differences and propensity score matching approaches, the study finds that the project succeeded in targeting the poor and women farmers in its productive asset acquisition component. Participation in the project also increased the income of beneficiaries by about 60%, which is well above the targeted increase of only 20% in the 6-year period of the project.

Assessment of the Impact of Fadama III Development Project on Beneficiaries in Nasarawa State, Nigeria

This research was carried out to assess the impact of Fadama III project on beneficiaries in Nasarawa State, Nigeria. Two hundred and twenty respondents, who were beneficiaries were selected for the study using Multi-stage, stratified and simple random sampling techniques. Primary data were collected using a structured questionnaire. Research findings revealed that most of the respondents were aged between 31 and 35 years (28.6%), predominantly male (63.2%), had a household size of 4-6 persons (40.9%), possessed formal education (81.4%), had farms below 3Ha (45.0%) and had farming experience below 10 years (59.3%). Participation in Fadama III project had significant impact on the farm income (sig. = 0.000) and output (sig. = 0.000) of the respondents. The constraints encountered by the respondents were administrative and economic in nature. It was recommended that more farmers be encouraged to participate in the project, and financial support provided to the beneficiaries. Also, administrative challenges to the operation of the project should be sorted out by the government and donor agencies.
