The Reality of Petroleum Resource Curse in South Sudan: Can this be avoided?

South Sudan is endowed with enormous petroleum resource (oil and gas) situated in Greater Bahr el Ghazal and Upper Nile Regions. Exploration Production Sharing Agreements (EPSAs) were signed between the Government of the Republic of South Sudan and the foreign contractors in July 2011, immediately after South Sudan attained her independence from the Sudan. Yet, with enormous oil and gas production, South Sudan has not realized any level of development and stability. Besides, oil companies have failed to adhere to the Petroleum Act 2012, Petroleum Revenue Management Act 2013 and Environmental Protection Regulations, leading to environmental degradation of oil-producing states. The paper used field interviews and secondary sources in tapping reality of petroleum resource curse in South Sudan. South Sudan Petroleum industry is fairly mature, however; updates about the status of the industry remains limited, the literature has provided little on some of the aspects of the industry related to production and petroleum reserves, this study aims to evaluate petroleum production performance and remaining reserves in Dar Petroleum Operating Company (DPOC) oilfields in block 3 & 7; examined over a period of ten years; starting from 2011 to 2021, this is expected to shed some light on the subject; and provide recommendations for further research. Method applied; is the collection of secondary data related to production, reserves and information; necessary to support the analysis; sourced from Ministry of Petroleum depository; and from the Joint Operating Company , which was used in quantitative analysis; and presentation afterwards, it was found that the production profile and forecast could only be improved by introducing oil enhancement technologies; to improve Recovery Factor (RF) from about 23% to around 33%; which could make up approximately one third of the Discovered Petroleum Initially in Place (PIIP) as per the best industry practices. And that; exerting more efforts on exploration in the areas not properly covered earlier; could replenish the reserves in addition to annual petroleum resources review that has achieved some addition recoverable volume of 81.72 MMstb. The limitation of the research was the lack of data about of reasons related to quick decline of production after the resumption and reinstatement of production in April 2013 connected to the sudden decline in production after 2013 resumption.
Assessment of the Impacts of Oil: Opportunities and Challenges for Economic Development in Sudan

This paper provides an assessment of the impacts of oil and discusses the opportunities and challenges for enhancing economic development in Sudan. One advantage of our analysis in this paper is that we provide a more comprehensive analysis using the most recent secondary data to discuss the positive and negative impacts of oil for enhancing economic development in Sudan. We explain that the various positive impacts of oil and the opportunities for enhancing development in Sudan economy include the impacts of oil in satisfying domestic consumption and achievement of self sufficiency, increasing government and public revenues, rapid and impressive economic growth as measured by the growth in the GDP and its composition and structure, increasing foreign direct investment (FDI) and increasing the volume of foreign trade as measured by the volume and structure of exports. We find that while oil has recently contributed to the improvement of economic performance in the country, the recent heavy dependence on it, may lead to negative impacts and serious challenges for the Sudan since oil is an exhaustible resource and because of the instability of oil prices in the international market the revenue from oil is uncertain and volatile and may lead to instability of economic growth. Moreover, the increasing dependence on oil leads to increasing debate for and against the incidence of the Dutch Disease in Sudan economy, the lack of diversification and the challenges related to potential north-south conflict and division of the country.
