O artigo propõe-se a discutir a questão da inovação aliada ao valor social dado à informação e a comunicação, orientado por aportes clássicos e atuais acerca das inovações e de perspectivas do desenvolvimento regional e seu planejamento. Adotando metodologia exploratória e de base descritiva, com apoio em bibliografias e informações sobre plataformas e interfaces de compartilhamento de informação geoespacial, chega-se a questionamentos e discussões a respeito da necessidade de uma visão crítica das políticas de inovação, indo além da promoção de inovações tecnológicas a serviço exclusivo dos interesses de mercado. Nesse sentido, suscita-se uma reflexão sobre possíveis inovações de natureza sociopolítica e arranjos cooperativos para a construção de um planejamento e desenvolvimento socialmente construído e necessário.

The overall aim of this study is to identify the strengths and the opportunities, the weaknesses and the threats of information society that could enable the national and the international economies to achieve continuous improvement of quality of life both for current and future generations, through the creation of sustainable communities able to manage resources efficiently and to tap the ecological and social innovation potential of the economy, ensuring prosperity, environmental protection, social cohesion and cultural diversity. The authors of this paper mean to harness the vast potential of ICTs to achieve the sustainable development aspirations, but also to pay attention to the limits of information society's extending. Recognizing the importance of ICT as valuable assets for economic growth and development, world leaders should align their efforts towards building a development-oriented information society.
This paper examines the possibilities that information and communication technology (ICT) provides for the achievement of environmental sustainable development – one of the key millennium development goals (MDGs). We base our paper on primary and secondary empirical data pertaining to the history of the governance of the Brazilian Amazon and the role of geographic information systems (GISs) in the region. Specifically, we argue that in order for the MDG to be achieved what is required is a thorough understanding of the differing institutional logics that have surrounded the past and current use of GIS in the Amazon region. We will argue that due to conflicting institutional logics the changes that have taken place in relation to the MDG of sustainability should be understood as being both emergent and contested. We will claim that the design and use of ICTs reflects the ways in which these conflicting logics are worked out at any moment in time. We conclude that in order for ICT to contribute to the MDGs, it is important to attend to the historical and contested institutional context and the potential for ICTs to be enacted in unanticipated ways. The concept of development as freedom can be seen as an expansion process of real freedoms people enjoy, associated with their freedom of choices in social, political and economical spheres. Certain international agencies propose that Information and Communication Technology (ICT) allow this development to be reached more efficiently and quickly. While there are success stories galore, there is acknowledgement of not all investments in ICT bringing positive effects towards development. Following this development approach and choice framework, this paper discusses how the use of ICT can promote a more effective development, buy studying the case of Sudotec (an association for technological and industrial development in the southwest of the state of Paraná, in Brazil). It is a non-profit organization that saw in ICT the opportunity to change the local scenario. The results revealed positive effects of the use of ICT in social, economical and cultural spheres, not presenting political effect.
Use of ICT and the relationship with the goals of Sustainable Development in Ecuador
In the United Nations in 2015, the 17 Sustainable Development Goals (SDGs) were approved. The objective of this research is to know the current status and perspectives of the Information Society (IS) in relation to the achievement of the goals of the SDGs, through the analysis of historical information and projections of IS indicators, and actions of research, development and innovation (R&D+i) in Ecuador. The research methodology has a quantitative, non-experimental and longitudinal approach. Secondary information sources were used as national and foreign reports, which once converted into time series allowed to analyze projections and determine the future trend of those indicators. As results, it was found that the behavior of indicators of ICT use and R&D+i indicators are directly or indirectly related to the fulfillment of the goals of the fourth, fifth, eighth and ninth SDGs. On the one hand, it was concluded that the trend of five SI indicators is in relation with the achievement of the SDG goals, while three other indicators require a strong impulse to change the trend and achieve its associated goal; on the other hand, the need for the different actors of Ecuadorian society to commit to work based on the potential of the use of ICT and R&D+i activities in order to achieve the SDGs.
BRAZIL OF THE FUTURE: STRATEGIZING WITH THE SOCIO-TECHNICAL MANAGEMENT APROACH

In the course of five centuries, Brazil has emerged from a reality of primitive land and has become a multi-ethnic country, considered today one of the world's largest economies. Brazil, with an integrated territory, is aiming to be projected as a relevant player in the complex interplay of world powers. However, the country had its political thinking "caught" by an economic agenda based on increasingly smaller temporal cycles, losing its vision of the desired future. A model of participative management, based on a sociotechnical perspective, represents the opportunity for the emancipation of a political thinking capable of formulating a vision for the long-term future. Within this perspective and, in view of the sociotechnical approach, the present work has as objective of promoting innovation in the thought of the public/private manager, presently consolidated in a short/medium term vision. In this "Participatory Model of Sociotechnical Management", it is proposed as a tool of change, the sharing of information and the implementation of a common vision, of the future, through the incorporation, by all level of Brazilian educational system and its societal decision-making, the key principles-strategies of a sustainable Brazil, to the Brazilian citizens.
