TO STUDY THE DELAY TO CONSTRUCTION PROJECTS -CAUSE, EFFECT AND MEASURES TO REDUCE
Delay to projects is one of the foremost concerns of the construction industry in the India. The delays to the projects are affecting the economies throughout the world. Delay to projects mean the slowdown of development in all other related fields. The main aim and objective of this dissertation is to evaluate the various types of delays and the reasons for those delays that are currently affecting the projects in the India. Measures from previous researches to reduce or eliminate these delays by methods of mitigation or acceleration are analyzed for the case studies considered for this research. There are various types of delays which are identified. It is important to identify whether the delay is critical or not as identification of critical delays helps in taking appropriate measures at the correct time. The delay may be non excusable (contractor caused) for which the client and the consultant need to have project management tools to effectively manage the delays or compensable (client caused) delays which are due to the client. The delays may be by either parties and can be concurrent. The reasons for delays are primarily due to an unreasonable project scope, inadequate early planning and the absence of risk management systems. The contractor further contributes to delay due to lack of resources and labor productivity. Over ambitious estimates, incorrect task assessment ,lack of task clarity, design/ approval delays and interference in the decision making process by the client add on to the delay.

Projects especially public construction projects have a vital role for the economic development of a nation by transforming the living standard of the community. This study and effects of public construction projects in Dessie town. To achieve the objective of the study 128 respondents approached from the clients, contractors and consultants of the ongoing projects of Dessie town. Questionnaires use likert scale and open ended items. The collected data were analyzed using descriptive data analysis techniques along with the relative importance index. The index widely used in similar st measure the level of importance and occurrence of delay causes and effects. The findings of the study showed that the causes of delays emanated from clients, contractors, consultants and externals. IDENTIFYING THE IMPORTANT CAUSES OF DELAYS IN BUILDING CONSTRUCTION PROJECTS
Delay in the completion of a construction project can be a major problem for contractor companies leading to costly disputes and adverse relationships amongst project participants. Projects can be delayed for a large number of reasons. The reasons are related to the various types of uncertainty associated with activities during the construction process. This research was conducted to determine the most important causes of delays within building projects in Indonesia. A questionnaire survey was carried out targeting 89 respondents from large contractors and 23 respondents from small contractors. The respondents were asked to assess the level of effect the 31 potential delay causes on their projects. The delay factors were grouped into six major groups. The level of importance of the delay variables and the groups were computed and ranked for both the large and small contractors. Personal interviews were conducted to clarify responses. The agreement between the rankings of delay causes of two groups contractors were measured using Spearman Rank Correlation Coefficients. The results showed that the large and small contractors generally agree on the importance ranking of the individual delay variables. In relation to the groups of the delay variable, however, the result showed that there is no agreement between the two groups of contractors. The professional management group was ranked the highest and the external groups was ranked the lowest by large contractors. Whereas, small contractors ranked the design and documentation group as the highest and the execution group as the lowest.
Delays are unique one in every of the largest issues construction companies are facing today. Delays will result in several negative effects like lawsuits between house owners and contractors, exaggerated prices, loss of productivity and revenue, and contract termination. Thus, comprehensive study on delays in construction projects is important. Present study works on identification and ranking of causes of delay in residential construction projects in Indian context. This paper identifies the causes of delays in residential construction projects of Indian construction industry. Total 59 causes were identified under 9 major groups. Total 50 respondents comprises of 20 developers, 17 contractors and 13 architects who participated in this field survey. This paper suggests an approach to carry out ranking of causes of delay by two different techniques: Relative importance index and Importance index based on degree of severity and degree of frequency and also discuss about the ranking of the causes. Results were shows that out of top 10 factors total 5 factors were common in ranking by both methods. They were original contract duration is too short, shortage of labours, delay in material delivery, low productivity level of labours, delay in progress payments by owner. Moreover, by both methods labour related factors ranked first while external factor was considered having least effect on delay as it is ranked last. All three parties agreed on that labour related factor was most important while external factor was least important. It is hoped that the findings of the paper will help the stakeholders to act on critical causes and further try to reduce delay of their projects.
Causes and Effects of Construction Project Delays: A Local Case Study in Edirne City Centre

Time, budget and quality are the three main dimensions which usually measure the performance of a project. These parameters are interdependent and, delay reasons leading to time overrun also cause cost overrun and quality problems in construction projects. Therefore, delays are one of the most important phenomenon of construction industry. Identification of the factors causing delay is necessary for prevention, control and supervision of the delay. The aim of this study is to investigate the factors that may cause delay in the construction activities which accelerate by depending on increase in the house selling prices in Edirne in Trakya region in recent years. For this purpose, in order to identify the causes of delays and the delay effects in the city centre, a survey was conducted with the clients, consultants and contractors in Edirne. Relative Importance Index (RII) is used to determine the relative importance of both causes and effects. Findings of the survey differ from other studies due to a local case study. So, findings reveal that top three delay reasons are: delays in municipality permits, changes in legal regulations and difficulties in financing the project and paying the debt. On the other hand, bad reputation and loss of reliability, time overrun and cost overrun are the main effects of delays.
Study on the Causes of Delay in a Construction Project and Recommendation

The main aim of this paper was to find out the main causes of delay in construction projects in India. The research design was quantitative, where the data was collected from clients, consultants and contractors using questionnaires. The questionnaire had a list of delay causing factors of which the respondents were ask to rank each according to the 5 point likert scale. The data obtained were analyzed using the Statistical Program for Social Scientists (SPSS). The results obtained indicate that the top major causes of delay were; fluctuation of prices of construction materials, shortage of materials, inaccurate time estimation, and errors during construction. Literature review and structured interviews were carried out on construction projects in central Gujarat region of India.The paper presents the framework of causes of delays in residential construction projects. Total 59 causes were identified under 9 major groups. An approach is suggested to carry out ranking of these causes by two different techniques: Relative importance index and Importance index based on degree of severity and degree of frequency. It is hoped that the findings of the paper will help the stakeholders to act on critical causes and further try to reduce delay of their projects.
Underlying causes and mitigation measures of delays in construction projects

Purpose The purpose of this study is to contribute to the theory and practice of project management in the construction industry by identifying the primary causes and extracting the underlying causes of construction delays and providing recommendations on delay mitigation measures. Design/methodology/approach AA survey was used to identify the importance of 47 causes of delays. The relative importance index was used to rank them, factor analysis was applied to extract the underlying causes and focus group interviews were used for discussion and development of mitigation measures. Findings Six of the ten most important causes are in the top ten universal delays in construction projects. In this research paper, the main causes and remedies to delays for building construction projects in Karachi are identified and ranked according to the viewpoint of all stakeholders using frequency indices. Furthermore, the ranking was tested statistically by using Analysis of Variance (ANOVA) and box plots. It was found that the perception of clients regarding causes of delays is different than other stakeholders. Whereas, consultant group's perspective about the remedies for delays was different than all others. Such studies have also been conducted in other regions of the world. However, a comprehensive review and comparison was not found in the existing literature. Therefore, the results were also compared with previous international studies conducted in other developing countries. It was found that the perception of local client group was greatly different in from that for other regions. On the other hand, the perception of contractors was found to be similar for local and other construction industries. On the basis of this study, it can be said the client group's perception is unique in Pakistan compared to other industry stakeholders, locally as well as internationally.
A Study on the Contractor Opinion of Delays in Construction Projects in the Makkah Region- KSA

A contractors’ survey has been conducted to investigate the causes of delay in construction projects in the Makkah region of Saudi Arabia. The aim is to determine the most significant delay factors from the contractors’ point of view. The study is part of a series designed to explore in-depth causes of delays from different stakeholders in the construction industry. A comprehensive survey of seventythree questions under eight groups has been used to explore a wide range of possible delay factors.
