The implementation of a construction project consists of several works that carried out by labourer or craftsman in accordance to their specifications of expertise. To achieve both time and quality target of work output, each craftsman use different work method that consists of a series of activities. From a series of activities that carried out by each craftsman, the time needed to complete a work can be calculated. This study observed the activities of bricklayers in tile installation. The method that used in the study of bricklayers in tile installation is a literature study. On the other hand, an on-site study is performed by recording a number of bricklayers in tile installation. One of the main causes leading to the perceived ineffectiveness and poor image of the building and civil engineering process seems to be the fact that clients often use lowest price as the only selection criterion in the award of contracts. One of the main recommendations of the doctoral research thesis of Grobler [1] is the introduction of an award point system that not only compares bidders on price, but also on their previous records of: quality of work, management ability and relations with other role players.

From the observations of 35 bricklayers regarding work method and activity time of the tile installation, 4 (four) work methods were identified. Of all the samples that have been studied, the fastest is the bricklayer number 9 (nine) whose activity time was 7.69 minutes by using the work method number 2 (two).

The broad range of actors and stakeholders involved in the MATILDE project includes practitioners with varying backgrounds, researchers from different disciplines and NGO's, political decision-makers, public administrations and even private businesses on different territorial levels, and therefore implies the need for coordination. This stakeholder involvement plan is divided into two parts, of which the first is the plan as described in the project proposal and the second is a "living document", which will be extended throughout the project duration. Pembuatan kebijakan untuk mengetahui pembagian peran unit pendapatan, bagian informatika dan humas pemerintah memberikan sinergi dan kolaborasi atau kerjasama dalam berbagai strategi untuk meningkatkan pendapatan asli daerah dengan menyewakan berbagai aset. Strategi kebijakan yang dibutuhkan adalah 4 (empat) strategi klasifikasi, yaitu Strategi Produk, Strategi Distribusi, Strategi Penetapan Harga dan Strategi Promosi yang dikombinasikan dengan analisis pemangku kepentingan, sehingga dapat membagi peran pemangku kepentingan dalam menerapkan Strategi Kebijakan Spreading Promotion. Hasilnya, Strategi Kebijakan Spreading Promotion merupakan penentu keberhasilan promosi dan transaksi sewa aset lokal sehingga dapat mendorong peningkatan pendapatan daerah.
