However, participatory community development is found to reinforce patterns of gender exclusion, particularly among women with lower educational attainment.

Gender, Development and Urban Social Change: Women's Community Action in Global Cities
World Development, 1997
This article addresses the gender dimensions of women's community action in global cities. It focuses on two types of women's organizations (food provision and anti-violence) and draws out their implications for community and national development frameworks in the context of economic restructuring and urban poverty. The article undertakes three tasks: First, it rethinks frameworks of development and urban social change from a gender perspective. Second, it analyzes the ways in which local women's organizations have acted proactively-rather than merely reactively-to processes of urban restructuring. Third, it proposes an approach in which women's informal political and economic participation is better accounted for in national development frameworks and related community development initiatives. 0 1997 Elsevier Science Ltd
Managing Women's Village Activists Participation in Village Development Planning
Journal of Governance
Decentralization of Indonesian villages provides opportunities for grassroots-level groups to participate in village development. This study explores the participation of women affiliated with women's groups in the participatory processes of village development planning in the villages of Central Java. Using a mixed-methods strategy, this study found that many members of women's groups known as women's village activists have been involved in participatory planning processes, and used the processes to demand programs that improve women and family well-being. Besides, their priority for village development seems to differ from that of the current trend, which heavily focuses on village-scale infrastructure development. On average, this group of women have relatively good levels of education and have been active in community activities. The findings of this study reinforce the argument that women village activists who are quite active in community and grassroots activities are potential representatives in determining the priority of village development.

City development strategy (CDS) is an urban strategic planning approach that has already been implemented in over 200 cities worldwide. Nevertheless, its preparation process is different from country to country and each socioeconomic context has its own conditions in running a CDS project. This article aims at showing how planners could benefit from empowering women and their participation in order to mobilize an urban plan and use their social capacities to raise the community's awareness about the outcomes of a CDS plan with regard to creating more participatory urban spaces. A qualitative methodology including a questionnaire and focus group tools were used to identify the needs, to prepare vision statements, and to train the women. The results attested to the crucial but concealed role of women, as cores of families, in the progression of the project as well as the importance of their cooperation in incepting and implementing an urban development plan. This paper highlights: (1) Iranian women's capacities to mobilize urban projects, and (2) the purpose that a CDS process, as is presented in this article, might serve as a proper urban strategic planning framework for Iran's urban development while engaging women and local groups in such a process and reducing the masculine dominance in physical urban planning.
