Defining and measuring productivity in the public sector: managerial perceptions

Purpose -This paper aims to identify what productivity means in the public sector, how it is measured and how it should be measured and improved, according to municipal authorities in managerial positions. Design/methodology/approach -The approach is both theoretical and empirical. The first part is a literature review of research concerning public sector productivity. The second part presents findings of empirical research that is based on interviews and workshops with municipal authorities representing: special healthcare services; basic healthcare and social services, and educational services. The research was carried out in the Päijät-Häme region, Finland. Findings -According to the results, there is a certain mismatch between perceptions concerning productivity and the potential that lies in this concept as a functional tool in the public sector's development efforts. Public sector productivity cannot be developed and discussed without taking into consideration the issue of effectiveness. Practical implications -Deeper common understanding concerning productivity and effectiveness and their measurement are likely to facilitate municipal decision making and service processes in individual workplaces as well as within and among different spheres of authority -and thus facilitate mutual learning. Originality/value -This paper contributes to development and application of productivity and effectiveness thinking in the public sector. It is linked to service excellence, performance measurement and management systems, creativity in process delivery and deployment of improvement techniques in the public sector. It is of interest both to researchers and practitioners.

This article aims at illustrating a theoretical approach to the analysis of the dynamics of productivity in the public sector, and at presenting a preliminary application of it to the estimation of the impact on productivity of the recent development of e-Government processes in a number of OECD countries. 1 Our analysis serves a twofold purpose: at the microeconomic level, we set out to provide individual public administrations (PAs) with an instrument to evaluate the benefits, in terms of output, of alternative projects, particularly through a more efficient organisation of the relevant information. At the macroeconomic level, the aim is to highlight a significant relationship between e-Government and economic growth, as an indicator of social wellbeing.

Influenced by the “new public management†concept, the APO and other institutions are rethinking how to measure productivity in the public sector, since its roles affect the lives of all citizens. Along with overviews of methods used in Australia, Finland, New Zealand, and the UK to improve public services, efforts in eight APO members are examined in detail, focusing on their tax and passport agencies.
The Productivity of the Public Sector: A Classical View

We define public administrations (PAs) as productive units and analyze the recent trends in PAs' productivity. We apply Sylos Labini's productivity function, i.e. a Classical-type model of the determinants of growth at both micro and macro levels. Such a framework is useful as a reference growth model that does not rely upon "marginalist" hypotheses (especially concerning the aggregate production function), and it is specifically well suited to capture the relevance of innovation processes.

Public sector efficiency: An international comparison

We compute public sector performance (PSP) and public sector efficiency (PSE) indicators, comprising a composite and seven sub-indicators, for 23 industrialised countries. The first four sub-indicators are "opportunity" indicators that take into account administrative, education and health outcomes and the quality of public infrastructure and that support the rule of law and a level playing-field in a market economy. Three other indicators reflect the standard "Musgravian" tasks for government: allocation, distribution and stabilisation. The input and output efficiency of public sectors across countries is then measured via a non-parametric production frontier technique. The study finds significant differences in PSP and PSE, which suggests a large potential for expenditure savings in many countries. JEL Classification Numbers: C14, H50.

This study examines the notion of productivity in both public and private organizations, the difference between the two sectors and how productivity measurement for each sector has to be determined. The article argues that designing viable measurement instruments to measure productivity should be based on the organizational goals as well as customers' expectations. Further, this study underscores the important factors that influence a viable performance measurement system, its sustainability and success. This work emphasizes the significance of performance management framework and how to use motivational factors for employees to embrace performance standards for boosting productivity in public-private domains. Finally, this study argues that measuring productivity can become easier with usage of latest technologies, ongoing training and continued education in order to keep employees engaged while improving productivity in public and private organizations.
