The Management of Village Funds – Village Fund Policy Implementation (Case Study in Candirejo Village, Nganjuk Regency, East Java Province, Indonesia)

This study analyzes the management of village funds sourced from APBN (State Budget of Indonesia). The purpose of this study is to analyze the management of Village Funds starting from planning, implementation, administration, reporting and accountability of Village Funds which are then compared with the prevailing regulations in Indonesia. This study uses qualitative research type with case study method. Data were collected using interviews and in-depth analysis of documents. The study analyzes the management of the Village Fund for two budget periods that is 2015 and 2016. The objects in this study are Candirejo Village, Nganjuk Regency, East Java Province Indonesia which is classified as a developing village. The result of this study is that the management of Village Fund in Candirejo Village still has inconsistency with the prevailing regulations. The planning and budgeting stages of RKPDes (Vilage Government Planning) and APBDes (Village Budget) are carried out far from the deadline in regulation. For the implementation stage, the time and percentage of the Village Fund's revenue in Candirejo Village is still not in accordance with the prevailing regulations. In the administrative phase, the monthly accountability report is not reported to the Village Head. While at the stage of reporting and accountability there is a discrepancy between the realizations of revenue with revenue budget. Semester report differences with accountability reports, makes report information unreliable.

Village Fund Management (Village Case Study in Tanjung Jabung Timur Regency)

This study aims to determine the process of planning, implementation, administration, reporting, and accountability for using village funds in several villages in the Tanjung Jabung Timur Regency Government. The object of this research is the realization of villages in East Tanjung Jabung Regency where the absorption of village funds is less than 50%. The study used qualitative methods using the Nvivo 12 plus analysis tool. The data in this study were obtained through interviews and supported by documents as data. The selection of sources is made by the purposive sampling method. The results showed that the planning process involved the village community in formulating village development plans. Implementation of Village Fund Policies (Study on the Realization of Village North Hamak Village, Telaga Langsat District)

This study aims to analyze and provide an overview of the implementation of village fund management in Hamak Utara Village, Telaga Langsat District, and Hulu Sungai Selatan Regency and to identify factors that influence the implementation of village fund policies in North Hamak Village. The research method used in this research is the descriptive qualitative method. The types of data used in this study are primary data and secondary data. The informants in this study were the head of the sub-district and the technical head of Telaga Langsat sub-district, village assistants and village local assistants, village heads and village officials, Hamak Utara village consultative bodies, RT / RW in North Hamak village, and Hamak Utara village community. Data collection techniques used in this study were interviews, observations, and documents, and archives. The data analysis techniques used in this study were data reduction, data classification, data processing, and data inference. The results showed that the implementation of village fund management in North Hamak Village was running according to the provisions, but there were several obstacles in terms of budget implementation and absorption. Communication, attitudes, resources, and bureaucratic structures influence the implementation of village fund management in Hamak Utara Village, Telaga Langsat District.

The Effectiveness of Village Fund Management (Case Study at Villages in Coastal Areas in Riau

The purpose of this study is to find the effectiveness of village funds management measured by target, on time, and responsibility of village management funds. This is qualitative study with phenomenology methods. This study is performed at villages in coastal areas in Riau, in this case were villages in Bengkalis Regency. The results show that the village fund disbursed by the government to villages has been managed by almost the village villagers who have not been done by village development. While in the village fund distribution is still often late, it was due to the limited human resources. All activities funded by the village reported by village in a form of report the village realization fund. To make this report, the village still assisted by the accounting supporting (staff from regency). The result of this research is to collect priority of villagers needs before budgeting process, and training the village staff to be independent in making financial reports.

The purpose of this study is to evaluate whether the management of rural funds has been accountable and effective in terms of regulation and institutional, fund management, supervision and human resources to be assessed using a qualitative approach.The research was conducted in rural districts receiving Rural Funds in 2015 in Aik Pelempang Jaya Village, the one of villages in Belitung Regency thar receive rural funds.
