The aim of this study was to develop an effective citizenship values scale along with sub-scales to determine the effective citizenship values' levels of secondary school students. Firstly, an item pool of effective citizenship values composed of 145 items was formed. The study, a total of 2,144 secondary school students, EFA for 829, CFA for 1223 and test-retest for 92, were conducted. The ECVS, consists of six subscales and 82 items. Sub-scales consist of three factors: "individual", "social" and "universal" besides the helpfulness value scale ("social" and "universal"). Since the model fit indices obtained as a result of CFA meet the basic criteria at a very good level, the structure, that is created, is considered to be theoretically and statistically appropriate for all sub-scales and ECVS. As a result of the reliability analysis, the Cronbach Alpha reliability coefficients for sub-scales are being-fair .76, responsibility .80, helpfulness .79, love .77, respect .79, rightfullnes / honesty .74; for the ECVS .95. In conclusion, it can be said that the 82-item ECVS and six sub-scales developed for secondary school students is a valid and reliable
