The insertion role of Brazil in the international scenario, in particular, the change regarding the foreign direct investment (FDI) in the country, is the main subject of this paper that seeks to demonstrate what occurred in the twenty-first century. The first 15 years of the new century saw an increase in the participation of Brazil in the multipolar scenario with China's growing approach. After the coup d'etat of 2016, the country changed that trend and began to review its foreign partnerships , positioning itself as a representative of US interests in Latin America and seeking to distance itself from the group of former BRICS (Brazil, Russia, India, China, and South Africa) partners.

Foreign direct investment (FDI) has become increasingly important for the Brazilian economy: the ratio of FDI inflow to the country's gross domestic product (GDP) increased from a 0.6% average in the 1980's to 2.5% from 2001 to 2010, according to data from UNCTAD. However, there is great inequality in the distribution of this investment among Brazilian federation units. This study aims at investigating the determining factors for the location of foreign direct investment across Brazilian states, based on an econometric study with panel data for the years 1995, 2000 and 2005. The results showed that foreign investment responded positively to consumer market size, quality of labor and transport infrastructure, but negatively to cost of labor and tax burden.
Structural Change in the Brazilian Automotive Industry and Its Regional Impacts

From the late 1980s onward, the Brazilian automotive industry has undergone significant change as it has embraced trade liberalization and growing inward FDI. Using an inter-regional input-output model, this paper analyses the evolution of the industry from a spatial perspective. It is shown that new investment has resulted in a more dispersed locational framework for the industry. However, not all the benefits of new investment are garnered by the recipient regions. The paper poses a number of policy questions which center on the issue of inter-regional dependence.

The objective of this article is to evaluate the effects of public economic policies, implemented in response to the economic crisis of 2008, on the flows of foreign direct investment in Brazil. It demonstrates, through the political sociology of public action, that the crisis generated a change in the references of Brazilian economic policies: from the policies of the so-called "macroeconomic tripod" to policies of the new economic matrix. The implementation of this change is expressed in multiple government actions, including the use of the National Bank for Economic and Social Development, to stimulate the internationalization of Brazilian companies. It seeks to identify the possible effects of public action through data on the evolution of direct foreign investment and the use of the Grubel-Lloyd index.
Outward FDI in Brazil: A matter of economic growth and institutional configuration

Outward foreign direct investment (OFDI) has been a topic of interest for a long time now. For years, OFDI was only reserved for firms coming from developed countries looking for ways to increase their productivity or attain new markets. During the last decades, attention has been directed towards the determinants that drive the OFDI of emerging economies. This study applies a random effects (RE) generalized least squares method to explore the determinants of OFDI in Brazil. An analysis is conducted to elucidate the implications of OFDI on Brazil' s economic growth and social development. Particularly, it verifies the repercussions of Brazilian direct investment on domestic investment, exports and tax burden. The study concludes that, even if OFDI has a positive impact on economic development, it has exacerbated social inequality by creating an asymmetric tax burden.
Public policy of attracting investments in Brasília: errors and successes
Given a poor socioeconomic scenario, where the historical database of the last decade revealed population growth above the national average, stagnation of production and high rates of income concentration in the Metropolitan Region of Brasília (RMB), there was an urgent need for the implementation of political actions, in order to minimize the impacts arising from the combination of these three regional factors that , in the long run, ceteris paribus, could generate a catastrophe in the region, promoting: scarcity of public services, because of low revenue; and increased poverty, since the concentration of income is high and GDP is stagnant, that is, an expected collapse in the near future. Therefore, this article aimed to present in detail and in detail the preparation and formulation of the District Investment Attraction Plan (PDAI), a specific, appropriate and customized public policy, ongoing in the Government of the Federal District. Thus, it was verified that the PDAI, which aims to transform the RMB, in a national area of destination of productive investments in the next thirty years, through "clustering", whose essence would be the economic vocation of the Local Productive Arrangements-APLs, identified in the RMB, encourages the development of the APLs of the Federal District, aiming to minimize these negative impacts of the identified socioeconomic problem. Being the same focused on the production of technical and statistical data on attraction of investments, on the identification and mapping of THE APLs (including non-traditional sectors such as: creative economy, solidarity, circular or innovation), the modernization of brazilian legislation to attract investments, the creation of a specific Brazilian agency to capture the best ventures and promote the RMB as an investment destination , in the recursive realization of events (seminars, symposia, business rounds, etc.) on the subject, and in the reformulation and preparation of the institutional environment and governmental organizational culture of Brasília.

This study analyzes the influence of the international trade pattern of Transnational Corporations (TNCs) on the international insertion of Brazilian manufacturing industry between 1995 and 2005, based on data of the Census of Foreign Capitals of the Central Bank of Brazil. The work aims to investigate to what extent increased international insertion of TNCs in national economies has contributed to the evolution of Brazilian manufactures in terms of international trade. It has been concluded that the significant participation of TNCs in Brazilian foreign trade reveals that the international insertion of the country's industrial output presents an increasing dependency on strategic decisions of TNCs.
