Tertiary Education and Management of Quality: A Research in a Developing Country Context - Yüksek Öğreti̇m Ve Kali̇te Yöneti̇mi̇: Geli̇şmekte Olan Ülke Bağlaminda Bi̇r Araştirma

Tertiary education is accepted as one of the engines of economic growth at the national level. However, as far as is known, there have been only a few research studies in the literature on efforts to increase the quality level of tertiary education institutions that have both an extensive data set and are based on the context of a developing country. Therefore, this study aims to examine the current situation of quality management efforts in Turkish tertiary education institutions. The data for this study were collected from 672 units of 149 Turkish universities. According to the findings, more than half of the participating organizations did not have any quality management certificate, nor were they making any quality management efforts. Therefore, the findings indicated that there is still a very long and arduous way to be covered by Turkish tertiary education institutions in spite of some important developments.

Issues that Have Affected Quality Assurance in the Albanian Higher Education System between 1992-2012

Academic staff, students and other members of society concerned about education have continuously argued the quality of institutions providing higher education in Albania. This research deals with an in-depth analysis of issues concerning Albanian universities. These issues are compared and contrasted between two different time spans; 1992-2003 and 2003-2012. A cross case analysis is used to examine several factors that affect the quality of universities such as: the criteria used to design an academic course, the qualification of academic staff, the quality of students accepted and the infrastructure of the buildings. Conclusions are encouraging as they illustrate that society is highly interested in improving the quality of universities. The increasing number of enrolled students, the high competition between universities and the constant discussion of quality issue by media and respective government authorities have all served as a catalyst for favorable change.

Quality Assurance in Higher Education: Empirical Evidence from Bosnia and Herzegovina

Education is the bedrock of any nation. It is essential for individual and societal growth and development. This triggers the demand for quality education which simultaneously increases with a growing demand for quality assurance. This study investigated the role of quality assurance in achieving the expected outcome of education in Bosnia and Herzegovina’s higher education system. Comparative development is looked at by examining other National Qualification Frameworks. The study was based on textual reviews and descriptive analysis on student enrollment and programs of studies. Unlike the global trend, it can be seen that student enrollment is on the decline in Bosnia and Herzegovina. Aspects regarding the quality management in the Romanian higher education

On Romania's level, the assurance of quality in the higher education is based on numerous normativ e, among which: Standards and Guidelines for Quality Assurance in the European Higher Education Area ; ISO 9001; IWA 2:2007. In the present paper we have proposed to present some of the problems currently encountered by the Romanian higher education. Quality management of education is and will always be an instrument of pressure on universities to create conditions for accession in the world rankings (some of them) or to ensure the visibility that goes beyond local communities in which they operate. Starting from the analysis and the carried out studies, we propose several directions of improving the quality of the Romanian higher education, which should aim towards the obtaining the requirements for the affiliation of the " Ovidius " University of Constanta th e European higher education quality assurance structures .

Quality Management in Higher Education; Challenges of Private Universities in Albania

Higher education is considered as one of the main socio-economic development factors of the society. Quality assurance in higher education shall be one of the main priorities of the government and civil society. Expectations for a better performance in the quality of teaching, scientific research and other similar activities, obliges the university managers and administrators to review their strategy. For this reason, the demand for quality in higher education is increasing. After assessing the current state of the private educational institutions in Albania in terms of quality and of identifying the existing issues, there will be provided some recommendations and suggestions for improvement in relation to the future challenges. For this reason, in the theoretical framework of references from literature assessment, a specific total quality management framework (TQM) will be developed.

Being an indicator for organisational performance, the quality of education should be the primary goal of all educational institutions, including universities. By definition quality is the extent to which a product or service meets a complex of requirements. Thus universities should aspire to satisfy the requirements of their students, staff, stake-holders, society, and applicable regulatory requirements. The EU is aiming to become the world leader in terms of the quality of its education and training systems. As a future member country Bulgaria takes an active part in the Bologna, Lisbon and Copenhagen processes.

Quality Barometer - 2010 The State of Quality in Romanian Higher Education

The Quality Barometer 2010: The state of quality in Romanian higher education is a report resulting from the implementation of the ACADEMIS project by the Romanian Agency of Quality Assurance in Higher Education. The Quality Barometer 2010 provides an analysis of the consequences of three fundamental higher education institutions: external quality assurance, university procedures and autonomy. The data supporting the Quality Barometer 2010 were generated by using a complex set of qualitative and quantitative methods (questionnaire surveys administered to representative samples of students, teaching staff and employers, in-depth interviews with experts from quality commissions within ARACIS and CNATDCU, focused interviews with students and teaching staff concerning university procedures). The report shows that the current quality assurance system in Romania, centred on accreditation and provision of certifications, leads to perverse effects, encouraging conformism and ritualization of quality assurance and discouraging genuine approaches to internal institutional quality enhancement mechanisms.

The Significance of Efqm Model in Fostering the Quality of Higher Education in Kosovo

Higher education in Kosovo is considered a public service, regardless of whether the institution is a state- or privately-owned facility. As such, regardless of the country’s stage of development, it faces a constant challenge, namely to ensure a quality education system. Quality assurance in higher education in Kosovo is characterized by problems and difficulties related to the low level of recognition and low interest of relevant institutions for internal quality mechanisms, as well as the lack of external control of higher education institutions by the competent authorities. Given these indicators, the purpose of this research is to show the significance of EFQM model in fostering the quality of higher education in Kosovo. So, this research will address one of the stakeholders based on the European Foundation for Quality Management (hereafter: EFQM) Model. The body of teachers in Higher Education in Kosovo consists of 4685 educators. Framed around this number, and based on the Slovin’s formula (1960), our sample contains 369 teachers, from whom we have accumulated information about the significance of EFQM model in fostering the quality of higher education in Kosovo. After collecting the results, a specific data analysis was conducted by of the Statistical Package for Social Sciences (hereafter: SPSS). The findings of this study are significant in at least two respects. First, the study identifies the level of quality offered by higher education in Kosovo. An empirical understanding of the current state of affairs in Higher Education institutions enables addressing the issues to the competent quality assurance bodies on a national scale. It shows that Higher Education in Kosovo does not meet the standards of quality assurance as per the European Higher Education Area (hereafter: EHEA), and therefore, teachers play a pivotal role in the provision and growth of quality education. Secondly, and related to the first respect, the study demonstrates the pivotal role of teachers in the provision and growth of quality assurance. Given the results obtained from the research, we can say that the findings of this study are important for the fact that the level of quality offered by Higher Education has been identified. It is therefore possible to improve the current state of Higher Education by addressing these results to the competent bodies in order to increase the quality of Education.

Quality Assurance of Higher Education in Terms of the National Education Performance and Competitiveness Growth

Development of modern society demands from education to provide a quality education that meets both the needs of the education and training of the individual and the society. Achieving this goal is particularly important for the Republic of Moldova and requires the implementation of efficient quality assurance systems and mechanisms in education (educational services), quality meaning competitiveness and prosperity. Starting from the importance of this issue, this paper analyses the dimension of Moldovan higher education, the changes that have occurred within it in recent decades and its impact on the quality of offered services, as well as the approaches to quality assurance; the opportunity of setting up a unique system of quality assurance in education in the country, based on a systemic and comprehensive approach to respond to the needs of the national economy and European policies in the field of higher education quality.
