This paper discusses the effectiveness of marriage services through Marriage Management Information System (SIMKAH) at Palu city religious court. This study used qualitative research method. The data was collected through in-depth interview, observation, and document studies. The data was analyzed using grounded theory approach which begins with data reduction, presentation, analysis, and three level coding. The results show that the Marriage Management Information System (SIMKAH) has various purposes and functions. The marriage information system is used to anticipate data manipulation, and to facilitate a spouse in order to better understand how to register. The information system has been effectively used to serve couple who wants to marry. The system also reduce costs of marriage because it reduces time and registration cost.

This community empowerment and development program aims to increase public awareness, especially marriage couples in Batangkuis District in legalizing their marriages. Basically, the couples have known the necessity of registering marriages, but do not register for various reasons. This article is aimed to explain the implementation of the premarital course, the constraints, and the effectiveness of the Regulation of Director General Bimas Islam No. DJ. II/542 Years 2013 concerning the Guidelines on the Implementation of the Premarital Course in the KUA Southeast Pontianak Sub-District. That is because KUA Southeast Pontianak Sub-District did not implement this provision optimally. The type of research the author uses is empirical legal research with a sociological-juridical approach. There are three research results in this paper. First, the premarital course in the KUA Southeast Pontianak Sub-District is held once a week. The resource person delivered four materials with the lecture and answer method, namely reproductive health, reproductive health, marital law, fostering sakīnah families, and the resilience of families.

This research method uses a sociological juridical approach that focuses on the sociological approach, the statute approach, and the conceptual approach. Data collection techniques in this study were carried out by collecting data from primary and secondary data. Primary data were obtained by the researcher through interviews with the Head of the Padang Tikar Health Center or his representative. Furthermore, secondary data in this study were obtained from literature review and legislation. The results of the next study were analyzed qualitatively. Based on the research that has been carried out, it shows that so far the Head of the Padang Tikar Health Center has made maximum efforts in implementing a good health service system, as the most important thing is to carry out management functions and carry out planning activities that have been made in improving the quality of services at the Puskesmas. However, the Padang Tikar Public Health Center has not been able to adjust the standards for providing public health center services as mandated by the Minister of Health Regulation no. 43 of 2019 because of the many obstacles experienced, among which the most important are; lack of Human Resources in the field of Health and lack of adequate facilities and infrastructure.

The purpose of this research is to know role of dispensation of marriage in the rise early married in West Jakarta. One of selection problem in Indonesian civilization as generally until now unfinished is early married. In national regulation, there are exclusion of wedding registration or "dispensation of marriage" for candidate mate that by the law not eligible to married. Dispensation of marriage now made reason to registration of the wedding for candidate mate mentioned. Research methods are qualitative-explanative method which is source from reference about increase in population rate and marriage regulation. Generative approach who gave identification in detail about role of Dispensasi kawin in improvement early married in West Jakarta. The result of research is known dispensation of marriage currently as opportunity in the rise early married rates in West Jakarta. This research aimed to deeply understand the innovation and the supporting and inhibiting factors innovation of birth certificate service by E-Government. The research design used in this research were descriptive with qualitative approach. The research design was considered able to explain this research in depth. The results showed that the Innovation of Birth Certificate Services by E-Government in Yogyakarta's Department of Population and Civil Registration has not been optimal. It could be seen by the five indicators of innovation of public service according to Rogers advantages, compatibility, complexity, triability, and observability. From those five dimensions, it could be showed that the inovation has not been optimal by these case: 1) the number of users in online birth certificate making service were low, 2) the service innovation offered by the government were numerous, 3) there were no special officers who take care of the online birth certificate making service, 4) the online birth certificate making service was still conducted partially, 5) The citizen's ignorance about the online birth certificate making service.
