Universities' Social Responsibility (USR) and Sustainable Development: A Conceptual Framework

The concept of social responsibility is no longer confined to charitable and voluntary activity, but it is in fact a broader and more comprehensive concept that comprises solutions for societies economic, social and environmental problems. Moreover, sustainable development cannot be achieved in isolation from the close relationship between higher education and its institutions-namely universities-and society. Universities are considered an essential pillar of society, because they play a pivotal role in elevating awareness regarding social responsibility among its students, staff members and other employees, in a manner that makes them behave as societal personalities professing collective views and not opting to adopt individual thinking. Accordingly, this research paper aims to present a conceptual framework clarifying the role of social responsibility of universities in sustainable development. It addresses the concept of social responsibility and its various aspects; the close relationship between it and sustainable development and the role of universities in strengthening this relationship. At the end, the paper provides number of recommendations that guarantee the enhancement of the role of universities in the social responsibility that is anticipated to achieve and support sustainable development effort

Interrelation Between the University's Social Responsibility and Sustainability

Since the 1990s the Russian universities have been under constant reformation-first in a strive to survive, then under the aegis of the Bologna process, later according to the American business model of 'education services providers', with a number of 'big' Russian universities having achieved some serious results and positions in global rankings and two thirds of the total number of Russian universities closed down or taken over by the Ministry's favourites. Like many revolutionary reforms, the higher education reforms in the Russian Federation took little notice of people working for universities doomed to closure or merger, so today, when the Russian government speaks much about sustainability, the situation with two fundamentals of corporate sustainable developmentcorporate social responsibility and wellbeing, arouses my particular research interest. The purpose of the research was to understand and describe the current state of implementation of CSR and wellbeing concepts at universities worldwide and Russian universities in particular and identify the factors hindering successful development of the concepts in the Russian higher education system. The results of the study show that CSR and wellbeing concepts have been understood and implemented differently at different Russian universities due to a number of reasons identified within the research. Based on the findings, recommendations were formulated aimed at facilitating the implementation of the University CSR and wellbeing concepts. The results can be applied to improve the situation with CSR and staff's wellbeing both in Russian and other universities of the world.

Higher education institutions worldwide have begun to embrace sustainability issues and engage their campuses and communities in such efforts, which have led to the development of integrity and ethical values in these organizations and their relationships with stakeholders. This study provides a literary review of the concept of University Social Responsibility (USR) and sustainability programs worldwide, grouped into eight research streams: conceptual framework, strategic planning and USR, educating on USR, spreading USR, reporting and USR, evaluation of USR, barriers and accelerators and case studies. The aforementioned research streams served as a context to explore best practices in sustainability on a global basis.

Responsible higher education institutions have an impact on society and economic, environmental, and social development. These effects define the axes of the socially responsible management of the universities. In the context of social responsibility, the concept of Corporate Social Responsibility and University Social Responsibility is not a newcomer in the business world. The practice of benevolence, philanthropy, and social duties has been around for as early as medieval European times, especially during Christianity's existence. However, this concept holds no united theoretical meaning, nor commonality in the understanding of the idea. It is still considered an emerging organizational and communication business practice, especially in globalization and corporate sustainability. The way of social responsibility has further evolved into a more proactive role in our society, political spheres, and the planet as a whole. A global community of business organizations has ushered a new era of commitment to corporate sustainability. The international business believes that any corporate sustainability success depends on absolute loyalty on the concept from a corporate organization's top leadership. The triple bottom line approach considers a balance between corporate profitability and the responsibility towards people and the planet's sustainability. Furthermore, the gap between the diversity of communities, its requirements and expectations, and the variations in the business characteristics, organization, and corporate structure in any corporate entity must be considered well. From this, a context of coherence towards a unified theory on CSR and USR should not be impossible to achieve.

In recent decades, the world has experienced great advances in terms of Corporate Social Responsibility. A Framework for University Social Responsibility and Sustainability The Case of South Valley University Egypt

Changes have led higher education institutes to question their traditional roles. Many declarations and frameworks highlight the importance of fulfilling social responsibility of higher education institutes. The study aims at developing a framework of university social responsibility and sustainability (USR&S) with focus on South Valley University (SVU) as a case study of Egyptian Universities. The study used meetings with 12 vice deans of community services and environmental affairs on social responsibility and environmental issues. The proposed framework integrates social responsibility with strategic management through the establishment and maintenance of the vision, mission, values, goals and management systems; elaboration of policies; provision of actions; evaluation of services and development of social collaboration with stakeholders to meet current and future needs of the community and environment. The framework links between different stakeholders internally and externally using communication and reporting tools. The results show that SVU integrates social responsibility and sustainability in its strategic plans. It has policies and actions however fragmented and lack of appropriate structure and budgeting. The proposed framework could be valuable for researchers and decision makers of the Egyptian Universities. The study proposed recommendations and highlighted building on the results and conducting future research.

Corporate social responsibility (CSR) as an organisation's collective responsibility for its impact on society has become an established concept in management scholarship since the 1990s. De Bakker, Groenewegen, and den Hond (2005) showcase the variety of institutional responsibilityrelated concepts since 1950, ranging from 1950 to 2002 until they were merged into CSR by Archie Carroll (1991). Since the beginning of the 1990s, CSR has received immense attention from academia, evidenced by a rise in the number of publications in the leading management journals (De Bakker et al., 2005). Nowadays, the concept has departed from an initial definition of an organisation's economic, legal, ethical, and philanthropic responsibilities as proposed by Carroll.
