In construction project control, the main factors of concern are quality, time and cost control. So it is necessary to use one method in the implementation of its control. This study aims to analyze the time and cost of the Raci OPD Office Building Construction project. The benefit of this research is to anticipate potential delays that occur in the project. The problem limitation is focused on work that has not been completed in the remaining time of the contract period. To analyze time and cost, this research uses Critical Path Method (CPM) and Time-Cost Trade-Off (TCTO) which begins with determining the work network and critical path. TCTO analysis is carried out by shortening the duration of work by adding 3 hours of overtime and calculating the Crash Slope of each job on the critical path. Rescheduling is done by accelerating the work that has the lowest cost The results showed that the most effective rescheduling was carried out on the Lt.3 Installation and Plastering work with the acquisition of an acceleration duration of 8 days. And the total cost required for this acceleration is Rp. 29,441,424,-or Rp. 1,226,726,-per day for 24 days.
Cost and Time Analysis of The Pontianak MCD Building Project Using Time Cost Trade Off (TCTO) Method

This study aims to apply the Time Cost Trade Off (TCTO) Method in cost and time analysis for the McDonald's construction project in Pontianak. This method allows project managers to explore the relationship between turnaround time and project cost, with the goal of finding the optimum point that produces the lowest cost with an acceptable turnaround time. The analysis process begins with the identification of project activities, estimation of the cost and duration of each activity, and the creation of an initial project schedule. Next, simulations were carried out using TCTO to evaluate time and cost reduction options. By applying the Time Cost Trade Off Method, it is expected that the McDonald's construction project in Pontianak can be completed with minimal costs and in time in accordance with the targets that have been set. From the results of data processing, it was found that the addition of 2 hours of overtime is the optimum acceleration, which can accelerate work time by 18.30 days with an acceleration cost of IDR 62,002,212, so that the total optimum cost becomes IDR 1,091,128,551,-. Where this result is the optimum result of the project fine of IDR 228,366,605 for a delay of 12,628 days.
Time Overrun and Cost Effectiveness in the Construction Industry
The project management technique of planning and scheduling using tools and devices are helpful in comparing the project with stipulated cost, time and quality. Resource tracking, Minimize the uncertainty and Cost Effectiveness is focused in this project. The software tool used for planning and scheduling is Primavera project planner enterprise for construction. The study covers three case studies of the process of planning, scheduling the activities and monitoring. A general re sequencing model had been proposed to overcome the delay factor from the critical area, to minimize the delay of the construction and to reduce the time, cost and it also helpful to concentrate on the major areas in the project. Re sequencing model leads the management to cost savings and make entire project success. Resource planning is one aspect, which decides the systematic execution of the project at worksite. This study is to have hands-on experience in an ongoing project, and evaluation of schedule of equipment, staff, Labor and Materials. It helps to plan and evaluate the resources for the Construction of the building project. This study also compares the cost variation due to the delay of the project and re scheduling the project by crashing process.

Planning is the main important factor in attaining a successful construction project. The influence of planning activity to construction project will be affected on the project income. This impact is strengthened by report of many events inside the construction project that said a good/better planning construction is able to save the project cost in approximate number of 40 percents, whereas unsuccessful planning construction make a deficit (budget stretch) up to 40 percents. Aside from time variable and resources variable within a planning activity in a project, the cost variable in the management aspect also has a crucial role for a project, where its occurence must be controlled as minimum as it can. Hence, in creating a cost control for a project, a great concern should be given to the time factor because there is a close correlation between project completion time with the cost factor of the related project. Sometimes a construction project often must be finished ahead of the time than its normal time. When this accelerated activity must happen, Head of the project or Project Leader is put to the problem about how to accelerate the project completion time with a minimum cost. Therefore, it is necessary to study the relationship between the time variable and the cost variable first before running an analysis about the time variable to cost variable with a method known as Time Cost Trade Off Analysis (TCTO). From the application of Time Cost Trade Off (TCTO) into a project, it is found that the analysis able to give an optimum reduction in time duration by adding the manpower (human resources) and increasing the project's cost. The time duration in this project which originally set up to 114 days is able to be shortened into 93 days and give a time diffence of 21 days ahead of the project normal time. Therefore, with a project normal cost amounted to Rp. 2.618.449.000,00. then after the application of TCTO into the project, an extra direct cost emerges amounted to Rp. 28.953.213,00. and make the project total cost becomes Rp. 2.647.402.213,00.

In order to eliminate this decline in countries economy, the factors influencing the construction industries decline is been studies. Among the various different factors studied, the project purely involves the effect of resources and its effect on the construction projects in India. The main effects of the resource are time-overrun, cost overrun, conflict occurrence. This paper involves the questionnaire survey and thus calculating the frequency index, importance index in order to value the causes of the resource in Indian construction industries. A questionnaire survey is been prepared with fifty seven different causes of time overrun and the causes are circulated among different construction industries for the ranking of the causes. The results thus gathered from the questionnaire are analysed for the time overrun causes using the SPSS(Statistical Package for Social Sciences) software.
Study on Factors Influence of Resource Constraints in Time Overrun of Construction Projects

Resource constraints plays an important role in Indian construction projects. Effective resource management is a prerequisite for project success. This paper aims to identify the factors affecting resource scheduling in Indian construction projects, in the private and public sectors. From an extensive literature survey and based on experts' opinion, thirty three factors affecting resource scheduling were identified. For the quantitative confirmation of the effectiveness of factors affecting resource scheduling during the construction stage of a project, a questionnaire survey was conducted with construction professionals like clients, consultants and contractors. Subsequently, the collected data was analyzed, using the factor analysis method. The factor analysis was employed to group the factors under the principal factors, which were extracted into seven factors: Lack of equipment and manpower managerial incompetence, financial deficiencies, improper resource allocation, difficulties in special materials, improper construction and personnel management, lack of awareness and lack of mobilization. This paper recommends some critical factors to be considered during the resource scheduling process to minimize the construction time overrun.
Schedule Acceleration Planning in Construction Project (Case Study: Japek II Selatan Tollroad)

This study focuses on the remaining work at stations (STA) 53+950 to 54+550 in Jakarta – Cikampek II Selatan Toll Road Package III project to find the critical path, completion durations, and project costs before and after acceleration. The CPM Technique was used to compile network planning diagrams, determine the critical path and project duration. Crashing Project was applied to crash schedule through the total project duration and cost whose changes due to the implementation of the crashing method. The critical path was found in mobilization, tree felling, clearing, dig and haul, borrow material, subgrade preparation, base course (A grade), subbase course (B grade), drainage layer, lean concrete (t=10 cm), concrete pavement, concrete barrier type B, and signage. In the CPM, the duration of project completion is 214 days. The total project budget under normal circumstances is Rp22.073.412.654. Delays in the completion of construction projects are often unavoidable. The project schedule which is planned at the beginning of the project is prone to being changed for many times and unfortunately causes delays. As a result, schedule delays may be a major problem for contractors as well as the owners, resulting in costly disputes, controversial issues and adverse relationships between all the project participants. Therefore, the identification, quantification and analysis of delays become essential. Contractors are prone to see most of the delays in the responsibility of the owner, while owners usually want to put the blame on the contractor or third parties. Consequently, it is necessary to analyze schedule delays and research the most significant causes of delay in construction projects to avoid or minimize their adverse impacts on the project and project participants.

One of the most important problems in the Construction industry is delay. Delays occur in every construction project and the magnitude of these delays varies considerably from project to project. Some projects are only a few days behind the schedule; some are delayed over a year. So it is essential to define the actual causes of delay in order to minimize and avoid the delays in any construction project. There is a wide range of views for the causes of time delays for engineering and construction projects. Some are attributable to a single party, others can be ascribed to several quarters and many relate more to systemic faults or deficiencies rather than to a group or groups. The successful execution of construction projects and keeping them within estimated cost and prescribed schedules Inadequate or weak preparatory work before starting construction of any structure may cause serious problems during the construction period. Consequently, the cost of construction increases digressively, the construction duration of the project extends and the quality of construction is affected adversely. The necessity of construction schedules in achieving the aim of producing good quality construction work within the specified duration. Monitoring continuously the interactive relation concerning delays in construction schedules and contractor demands is a complicated process.. The main purpose of this study is to investigate the causes of construction schedule delays and the methods of schedule delay analyses. In the present study construction project of forum sujana mall in Hyderabad has been selected as a case study for analyzing project scheduling and time delays. The “Time Impact Analysis Method” (TIA) has been applied to the study, PRIMAVERA® software in used to determine the construction schedule delay and also to measure the impacts of these delays on the project completion duration; and to allocate responsibility amongst the project participants for preventing delay claims.
