The system has been developed to increase the rate of trust in online auction system in developing nations where consumers will start engaging themselves in online auction. This will increase the business opportunities and economic development of the nation. The lack of consumer trust is one of the focused issued today as the world is moving towards advanced information and technology era. In light of this, there is an urgent need for Nigeria to develop a trustworthy system; hence we proffer a model for real-time trust management in online auction system. The objective of this research is to design a system that has a strong security and trust in it as the buyers can assess items before purchasing it and users cannot give wrong information about their identity easily. Abridgment of Traditional Procurement and E-Procurement: Definitions, Tools and Benefits

The main aim of this paper is to contribute to our understanding of traditional procurement and electronic procurement process. Through the study of the literature, this paper concentrates on the traditional procurement and e-procurement from the perspectives of its definitions, tools and benefits. Considering the apparent shift from traditional procurement to an electronic procurement environment, public and private sector agencies worldwide can improve their procurement process, with the use of Internet-based technologies to procure goods and service. As stated by Neef (2001), if there is one sector in the economy where e-procurement can and will have an enormous effect, it is in the government. Thus, this paper makes a significant contribution to e-procurement field in rural areas development studies and research.

E-Procurement System Technology: An Analysis in Electronic Procurement Service Unit (LPSE) of Kepulauan Riau Province

The practice of corruption always exist in public goods and service procurement in Indonesia. The Government efforts in reducing this case are doing new breakthrough like creating new system of service and goods procurement in an electronic way, usually called E-Procurement. After being instructed by Presidential Regulation number 54, year of 2010, the Local Government must use the E-Procurement System in the process of goods and service procurement, including Kepulauan Riau Province. This Research aims to analyzed the implementation of e-procurement system that had been adopted by Kepulauan Riau Province at year 2008. This research is not just for viewing the implementation of e-procurement system technically, but also to see how the influence of political process to the implementation of e-procurement. The Methodology used in this research is mix-method. This research are conducted in LPSE Kepulauan Riau Province, Procurement Service Unit (ULP) and also the vendors that supplies service and goods, that had been using the system. The results of this research are clearly stated that even the system of e-procurement of Kepulauan Riau Province are effective, and the political process is a factor which influencing the implementation of e-procurement.

Prospects and Challenges of E-Procurement in Some Selected

This paper sought to investigate the prospects and challenges associated with the adoption of e-procurement in some selected public institutions in Ghana. Current literature on Public Procurement indicates a paradigm shift towards adoption of new technologies in Supply Chain processes that include e-procurement. The level of public sector response is influenced by various factors posing challenges to the adoption of e-procurement. The Ministry of Finance (MoF) was used as the case area; a sample size of 48 comprising of three respondents each were randomly sampled from the procurement departments of 16 Public institutions directly under the MoF. The research paper used a questionnaire as a key instrument for primary data collection. A one-way analysis of variance (ANOVA) tests was conducted. e-Procurement Practices in Four Areas in East Java, Indonesia: Accountability, Efficiency and Barriers˚

Electronic Procurement (electronic auctions) aims to cut the chain of bureaucracy and make public sector spending more effective and efficient. This article discusses the implementation process of E-Procurement in four regencies in eastern Java: Sampang, Kediri, Surabaya and Jember with emphasis on the accountability and efficiency issues. The findings show that in 2011 there were 24,475 auction packages using the mainframe of e-Proc application with a value of more than 38 trillion Rupiah, of which 4.4 trillion Rupiah of state money could be saved by the application of e-Proc mainframe. There are two main aspects to the process of implementing e-Proc that hampered e-Proc acceleration and raised the potential for corruption in the process of implementing e-Proc: the user (end user of e-Proc) and the mediator (Procurement Services Unit-ULP of each government institution). These two elements play a crucial part in determining the process of E-Proc which subscribe to the notion of accountability, efficiency, transparency and fairness. Finally, this paper provides some recommendations to improve the current practice of e-Proc in Indonesia; first, creating indicators / criteria Transparency and accountability in the internal e-Proc implementator;Second, Injecting the value and the importance of leadership and personal integrity; Third, he need to reformulate a new system of E-Gov that compatible or supporting e-Proc; Four, Increasing the role of government monitoring unit. To what extent do dealers value the benefits of the physical auction environment, such as the ability to personally inspect items, get a sense for the "buzz" of the market, and network with other dealers and consignors? Conversely, to what extent do they value the benefits of the electronic auction environment, such as greater items selection and increased convenience? This research has developed a consultancy solution that addressed the problems arising from physical or e-auction. The research presented the results of a study designed to shed light on such questions to the dealers about their preferences for physical vs. electronic auction environments. The developed system is based on findings on survey responses received from many dealers. In some cases results suggest that dealers prefer the physical auction to electronic auctions based on some reasons. Those reasons that made dealers prefer physical auction have been considered in this electronic systems. The system is designed to detect shill bidding in online and provide a friendly and responsive customer support system. The expert system tool was used in order to achieve our desired motives.The developed system is interactive in nature and user friendly.
