Abstract
This paper intends to put in the debate basic assumptions, from distinct nature, that condition the conception and implementation of communication policies in Latin America. One argues that the elements that constitute the political, economic and cultural contemporary context must be taken as the real basis on which one can make feasible policies. To be unaware of them and do not take them critically continues to be the most efficient way to turn good intentions and creative ideas into failed policies. One concludes by suggesting that the way to transformation can be in the radicalization of democracy and in the exercising of citizenship. By these ways Latin American countries will promote increasing inclusion of new social stratus in their decision-making processes.
