The article examines the processes related to the investment climate and the conditions for its improvement from a regional point of view, and the factors influencing it are studied on a systematic basis. In this regard, the processes related to the organizational and economic basis for overcoming the existing problems are studied. Scientific proposals and recommendations on overcoming these problematic processes and the formation of promising directions in this regard have been formed.
The Economic Essence of the Investment Attractiveness of the Regions

The article points out the existence of various approaches to determining the economic nature of investment attractiveness and the investment climate, which complicates the process of both qualitative and quantitative assessment of the attractiveness of regions for potential investors. The authors argued the feasibility of determining the investment attractiveness of the region as a function of the investment climate, investment activity, investment potential and investment risk. A system of investment risks classification and the structure of the investment potential of the region are proposed.

The research is devoted to the adaptation of theoretical and applied organizational grounds of favorable investment climate based on the establishment of an efficient mechanism of investment capacity increase in Ukraine. The main aim of the paper is to substantiate the mechanism of forming a favorable investment climate as the basis of investment capacity increase in Ukraine. The paper verifies the authors' hypothesis on the adequacy of the substantiation of the mechanism of favorable investment climate forming as the basis of investment capacity increase leading to the substantial improvement of Ukrainian positions in international rankings. The dependence of Ukraine's investment climate on the formed mechanism of its development is confirmed, and the necessity of its improvement is emphasized. The paper proves that forming of the favorable investment climate as the main precondition of boosted development, reproduction, and efficient use of investment climate at all levels is one of the most important strategic tasks that Ukraine faces. Economic, institutional-legal, and organizational-administrative mechanisms and implementation tools directed at improvement of the investment climate in Ukraine and the creation of conditions for investment capacity growth and its efficient transformation into an investment product are systematized.
Monitoring and Evaluation of the Investment Attractiveness of the Region

The authors have designed a balanced system of criteria to be applied when evaluating the investment attractiveness of Arkhangelsk Region, which enables the analysis of all the aspects of investment attractiveness and determine ways to enhance it. Applied to the investment attractiveness analysis, the balanced evaluation methodology enables identification of the region's key challenges, as well as the priorities of its investment policy that target to enhance investment attractiveness and better balanced economic growth. This may contribute to scientific relevancy of the regulatory actions being undertaken by the government to improve investment climate at all levels – macro-level and meso-level.

Investment attraction of regions demonstrates the ability of areas to attract investment capital. The level of attractiveness alters on account of changing criteria that entrepreneurs consider before establishing a company. These are triggered by the access to factors of production, new technologies, subjective preferences of investors as well as the competition between regions in investment attractiveness.The aim of the article is to present changes in investment attractiveness of regions in Poland, to demonstrate dependence between investment attractiveness and the number of economic entities with foreign capital as well as an attempt to state conditions of future foreign investment inflow to regions.The presented calculations have demonstrated that there is a strong statistical dependency between investment attractiveness and the number of economic entities located in a region. Enterprises with foreign capital were less sensitive to investment attractiveness than enterprises without foreign capital. The investment attractiveness index design methodology, which disallows specific industry location factors being considered as well as the way foreign capital is being attracted, might be the reason for this. Well-prepared sites, having good access to means of transport, preferably with tax relieves are vital to foreign investors for particular investments that are developed. The future inflow of foreign investments may be determined by the investment attractiveness of a region and the level and number of prepared locations where foreign investors will be able to establish an economic entity easily.

The purpose of the paper is to determine the procedure for calculating the investment climate favourableness and, based on its findings, study the nature of the investment climate in Ukraine. Methodology. In the paper, there were used the following methods: the dialectical method (understanding the investment process and its characteristics as the investment climate components); scientific abstraction, theoretical and empirical analysis (characteristics of the investment climate components and definition of their interconnection based on the corresponding scheme); method of modelling (guiding the formulas for calculating the main investment climate components based on generalizing the theoretical research studies of Ukrainian and foreign researchers); method of system analysis (defining issues of the investment climate favourableness in the country as an integral economic system on the example of Ukraine); statistical methods (grouping, comparison, dynamic series), used in the study of dynamics of main indicators of economic and social development of Ukraine, on the basis of which the dynamics of the calculated ratio of the investment climate favourableness in Ukraine was analysed. Results of the research study showed that the investment climate is determined on the basis of the ratio of the investment supply and investment demand. The supply of investment resources is an attractive factor for both national and foreign investors in one or another branch of economy, determining the level of investment risks, on which depends the socio-political and economic security of investors. At the same time, the investment demand characterizes the investment intensity level, which reflects the growth rate of investment inflows into one or another branch of the country's economy. An excess of the investment demand over investment supply in the country reflects the unfavourable investment climate of the country due to the lack of incentives for investment recipients to implement investment projects, and also unregulated interests between the subjects of investment process (state, potential investors, and recipients of investments). In Ukraine during the period from 2012 to 2016, the investment climate was unfavourable, as the ratio of the investment climate favourableness was significantly lower than the threshold. Practical implications. The calculation of the country's investment climate favourableness is necessary to be made in order to reflect the effective use of indicators of economic and social development by the state. It is to say the efficient allocation and distribution of the gross domestic product, based on indicators of the amount of wages of hired workers and amount of net taxes on production and imports. According to the appropriate situation, the state should develop a budget plan for the next year with the benchmark for allocating budget expenditures in some sector and providing investment support. In Ukraine, the improvement of the investment climate requires the introduction of changes in tax legislation regarding the privileges for certain types of investors and innovation-active enterprises, and also provisions defining the transparency of the investment process. Value/originality. The ratio of the investment climate favourableness (R IC) should be at least 0.1, where R IC ≥ 0.1 means that the investment climate is favourable, R IC ≥ 0.1-neutral, R IC ≤ 0.1-unfavourable, considering that the threshold of the investment attractiveness level (L IA) is 10%, investment intensity level (L II)-100%.

This study aimed to analyze the main and necessary aspects in the process of attracting investment in the Aqaba Special Economic Zone by providing ways to increase this attractiveness. The importance of the study is due to finding new financing resources, with the exception of the budget, to carry out large-scale national tasks in addition to the implementation of some large infrastructure projects. It is known that the process of attracting private capital in the face of the changing global investment scene has become a major priority for national governments, as it is necessary to move away from investment protectionism towards protecting and encouraging investment, which allowed the use of some theoretical research methods (analysis, synthesis, generalization and historical method) And empiricism (comparison and measurement) of the authors by finding some of the main economic determinants and components of the national investment climate that help in the process of attracting foreign capital; Determine the basic procedures for investment policies; Forming trends in global flows of foreign direct investment. Accordingly, the authors have proposed a set of basic principles and some basic and necessary criteria that are used to build investment policies necessary for sustainable development. The researchers also shed light on some of the modern models used in the new investment policies. This includes the following: A contemporary model used for the purposes of stimulating development in addition to several types of priority economic activities. A model for stimulating the technological level in national industries. A model for developing new complex descriptive industries.
Investment Climate Constraints in Fragile and Conflict Affected States
The investment climate can be understood as the set of factors in a given location that shape firms’ incentives and opportunities to invest, grow and create jobs. Some of these factors are costs; others are risks; still others are the competitive forces in the economy. Together, they determine the vibrancy and reach of private sector firms in the economy. A strong investment climate is not a serendipitous occurrence: it is the result of country authorities formulating, implementing and enforcing an appropriate set of policies. There is profound disagreement as to which social, political or economic factors have prevented the development of a strong investment climate. The World Bank, for example, asserts that a good investment climate is not just about generating profits for firms but also about improving outcomes for society including through its impact on job creation, lower prices, and broadening the tax base. Significantly, it is difficult to make generalisations about what constitutes a strong investment climate. Changes to the investment climate may be favourable or unfavourable depending on the firm, the sector, and the investor in question.
Selected aspects of investment attractiveness of regions
The paper presents selected problems referring to investment attractiveness of regions. Its initial part discusses theoretical aspects of investment attractiveness determinants. Next the examples of determinants regarding regional investment attractiveness are listed. They are divided into six thematic groups of factors: economic, socio-cultural, political and administrative quality, technological and innovative, natural and image specific ones. The analysis of the report published by The Gdańsk Institute for Market Economics, and referring to investment attractiveness of Polish regions, constitutes the core part of the paper. There are also presented e.g. the decisive factors influencing investment attractiveness of Polish regions including their characteristics, as well as the analysis of positions occupied by particular regions in terms of investment attractiveness in the recent eight years.
