The digital revolution led to, among other things, the emergence of electronic environments, or e-environments. They have also substantially altered the manner in which individuals and institutions interact, deliver services, and accomplish daily activities effectively. This, in turn, resulted in an increase in the amount of research and literature on e-environments, albeit unevenly. However, a systematic analysis of this body of literature in the context of non-western countries is lacking. The purpose of this study was to address this gap with respect to the Gulf Cooperation Council States. Data retrieved from citation and publishers’ databases and content analysis produced reliable results that are encouraging for some, though not all, countries in the Gulf Cooperation Council when it comes to the level of e-environment research, range of topics addressed, use of appropriate and robust research methods, and whether the research was informed by theory. Engendering the Arabic Internet: Modern Challenges in the Information Society

The Arab world faces a wide range of modern challenges to develop the Internet in the global information society. This chapter investigates the political environments prevailing in the Arab countries and sheds light on their establishment of telecommunications industries and new media. It demonstrates the many differences among the Arab countries that influence Internet access and development, as well as the huge dual digital divide—between the Arab world and the rest of the whole world, and within the Arab countries themselves. Leading countries in the Arab world have played a major role in shaping and enhancing the Arabic Internet. However, the Arabic Internet is still too far from achieving any significant accomplishments on the global and even the Arab levels. The chapter discusses the various experiences and examples of Arabizing and Islamizing the Internet and provides backgrounds and explanations of the major challenges and obstacles that face Arabic Web sites. Finally, it highlights a group of recommendations that may help the Arabic Internet takes better shape and content, enabling it to better perform regionally and globally in the information society. The types of democracy prevailing throughout the Arab countries constitute a major factor affecting the use and production of new media and have a fundamental, significant impact on how public relations can be practised by both governments and businesses.

This study describes the state of information and communication technology (ICT) in the Arab World and reports certain ICT characteristics in comparison with other developed and developing countries in the world. In addition, the study highlights the major factors that influence the diffusion of ICT in the Arab world and shows the disparities in the ICT diffusion between the Arab regions as well as within the Arab countries. This study is exploratory in nature and based on qualitative research. The study reveals that the gap between the Arab region and the developed regions such as Europe and America is far too large to close in the near future in regard to the major ICT modes. Within the Arab region, the Gulf countries have outperformed the Levant, North African and Maghrab countries in regards to the major ICT modes and also dominate the top ICT access index, the ICT use index and the ease of doing business index ranking in 2011.
