Using grassroots level data, this article analyzes factors that contribute to the current backwardness of the Uzbek banking sector. The study attempts to show that despite considerable progress achieved in terms of modernizing payments systems, embracing international accounting standards, and establishing a two-tier banking system, not much improvement has been made in terms of financial intermediation in the country. An evaluation of Kazakhstan's financial system reforms in 1993-2002
A voluminous theoretical and empirical literature exists on the relationship between financial sector development and economic growth. However, this literature has largely ignored progress in former Soviet Central Asian republics engaged in transition from socialist command economies to market economies. Accordingly, this paper fills the gap in the literature by discussing Kazakhstan's experience with financial sector liberalisation and the resultant socio-economic impact of these reforms. We summarize the pre-reform economic circumstances prevailing in Kazakhstan, outline the major characteristics of its post-communist financial system, and provide a detailed chronicle of financial sector reform measures over the period 1993 to 2002. The paper focuses on the evolution of the Kazakhstan's banking sector structure, policies adopted by the National Bank of Kazakhstan and the approach taken to the privatization of state banks, as well as the steps taken to improve bank accounting standards and banking supervision. Moreover, the development path of non-bank financial institutions and capital market is also examined. We consider the outcomes of financial sector reform and their impact on the economy as a whole.

Banks and banking systems are among the most important mechanisms in the development of a country's economy and the creation of favourable conditions for doing business. The internationalization of the banking business poses new challenges for the scientific community to find optimal solutions that reduce banking risks, strengthen national banking systems and improve banking technologies. Accordingly, today it is important to strengthen the banking system and its legal regulation in Uzbekistan. In this regard, it is important to analyse the development of the domestic banking system, including in terms of its legal support. This article investigates the banking system, bank services and their regulation in Uzbekistan, where the role of foreign banks is not sufficiently regulated and is not attractive for foreign banks. This study identifies the problems of further improvement and liberalization of banking legislation. The focus is on the lack of banking practices and legislation, and on the introduction of new foreign banks in the domestic banking services market. However, the development of the country's economy and the involvement of foreign direct investments are impossible without a strong banking services market. It is noted that one of the important conditions for the development of a banking system in Uzbekistan is the formation of an effective mechanism of state regulation and improvement of legislation directed at creating favourable conditions for foreign banks to enter Uzbekistan's domestic market. The article examines the implementation of international best practices in state regulation of the banking system and banking services that will serve to modernize the system of banking services, attract foreign investment in the banking sector, and harmonize banking legislation.

The article mainly examines the implementation of state policy for financial resources. Financial resources play an important role in the structure and regulation of market relations. According to modern views, the impact of financial events on economic events and vice versa is one of the main features of today. In the past, financial events were not felt in the economic and social spheres due to low government spending and incomes. Now the situation has changed. Large-scale financial events have profound economic and social consequences. For this reason, one of the most urgent issues of the day is the proper management of financial events by the state and its effective use in solving economic and social problems. Development in modern times is the main goal of economic policy. Fiscal policy, monetary policy, budget spending, capital investment, and current development spending play an important role in increasing per capita national income, improving and improving the economic and social structure, and, in short, ensuring economic development. The ability of budget spending to achieve development depends on financial resources. Development expenditures should come from sound financial resources. The market economy is based on private entrepreneurship and private ownership. Inequality in income distribution manifests itself. Fiscal policy can be used as an effective tool to improve income distribution and living standards. The progressive tax system is one of the important tools for this purpose. Budget spending can also play a major role in this area. Spending on the education, health, and social security systems and their suitability rates are also important.
How to De-Dollarize Financial Systems in the Caucasus and Central Asia?1

Dollarization rates in the Caucasus and Central Asia (CCA) region are among the highest in the world, with adverse consequences for macroeconomic stability, monetary policy transmission, and financial sector development. Using dynamic panel data models, we find that foreign exchange deposits and loans in the CCA are mainly driven by volatile inflation and exchange rates, low financial depth, and asymmetric exchange rate policies biased toward depreciation. Although there is no unique formula for success, empirical studies and crosscountry experiences suggest that credible monetary and exchange rate frameworks, low and stable inflation, and deep domestic financial markets are essential ingredients of any dedollarization strategy. In implementation, policymakers need to consider proper sequencing of policies, effective communication as well as risks from potential financial disintermediation and instability, and/or capital flight.
IBC AS A MAJOR ECONOMIC REFORMS FOR UZBEKISTAN

The Insolvency and Bankruptcy Code (IBC) is considered as the major structural legal reform in the world. It is making a robust economy by reducing the amount of Non-Performing Assets and improving Ease of Doing Business (EoDB) ranking. It has attracted investors from abroad because they now seek each developing nation as a legible place for investment owing to the reasons as, smaller timeframe for resolution reduces risk of losing investment and flexible exit policy, even when company becomes insolvent the IBC gears towards maximum realisation of value of assets. It has given a new identity to the developing economy on the International platform. It seeks to create a single unified law for insolvency and bankruptcy. This research empirically studies IBC as an important tool in the growth of the developing economy and analyses the impact of re-engineering/ restructuring under IBC on the Central Asian economy. This empirical research study is exploratory in nature, focuses on the aspects of the practical implementation of the Insolvency and Bankruptcy Code in developed nations. The timelines have been drastically changed to tackle the delay in settlement of cases under the said economic reforms; however its practical impact is matter of assessment and therefore the need for present research. Four years since passing of this legislation in India, this article seeks to analyze the effectiveness of India in comparison with its counterparts. This Article has drawn a comparison of insolvency and bankruptcy legal procedures in India from other countries such as US, UK, Germany, Singapore, Australia and paves a way towards the Central Asian developing economies.
The 1990s have been years of activism. The developed countries and most international financial organizations have been urging the developing countries to undertake rapid and comprehensive domestic and external financial liberalization. The crises that followed have now instilled a dose of caution. Liberalization is a risky step, one on which knowledge remains rudimentary. It concerns many different aspects. There is no urgency to undertake liberalization, and when it is taken, it should be approached as a delicate step calling for cautious policy reactions. The main focus of this paper is a survey of the modern theoretical and empirical literature on the topic of a financial sector reform in East Asian region. The paper is organized as following. Section 2 is devoted to financial liberalization as a main part of financial reforms, existing approaches for its implementation and potential positive or/and negative results of it. Section 3 is about financial reforms in East Asia. Section 4 offers some lessons from financial liberalization.
