Abstract

SUPPORT SERVICES Decentralization of agricultural services began in the 1950s. This study therefore discusses not the principle but the definition of, and mechanism for, decentralization. It also clarifies the meaning of “agricultural extension”, i.e. what is to be decentralized. There is little consensus about the term “agricultural extension”. Two schools dispute its meaning: The “transfer of technology ” school defines extension as a system of disseminating technology to farmers and rural communities. The “educational ” school defines extension as a non-formal education system to help fmers help themselves through “learning by doing”. Beginning in the early 195Os, agricultural services (Dinus) were decentralized fust to provincial governments, later to the kabupaten level. The Dinus service is charged with covering extension, seeds and plant materials, plant protection, crop and farm management, post-harvest and processing, and soil and water conservation.
