Abstract
1. INTRODUCTORY To the extent that landed possession precedes land improvement, the question of land ownership appears fundamental to our understanding of urban development. Cities concentrate and commingle all the motive forces driving a society: demographic, mercantile, political, financial and ideological. These elements can exert enormous upward pressure on land values, from both a monetary and usage-based perspective. The noted urban geographer, Jeremy Whitehand, in the course of his studies on urban development, has insisted upon the reciprocal relationship between land values and land use over time when taking into account the cycles of urban construction. 1 In the specific case involving pre-industrial Paris, various institutional conditions conjoined with urban development cycles, led to a situation whereby certain types of landowners became crucial decision makers in the process of urban evolution.
