A well maintained database system for the Ethiopian roads network would play a significant role in the road maintenance, traffic safety, mobility management, environmental and socioeconomic planning, etc. This paper addresses the design and development of software system called Ethiopian Roads Network Information System (ERNIS). ERNIS is a web application which incorporates geographical information (WebGIS) that is used for gathering, updating and working with the national roads network data for Ethiopia. Using this system, road agencies and other stakeholders can add new road data in the system, update existing roads information, and investigate the maintenance and other requirements of road networks, etc. by remotely accessing the central database through a web browser. An effective road management system using web-based GIS software

Recently, there is a rapid development of road transportation network. This situation arises due to the number of vehicle on the road that keeps increasing year by year. Thus, this will increase the possibility of dangerous situations to the road users if roads are not being maintained appropriately. Therefore, in order to keep the road in safe condition, the road management activity should be improved. A complete system for road management has been applied in the developed countries for the past decades. However, the usage of application programming interface (API) from GIS software has limitation to make modification in terms of interactivity of the system. Open source software was proposed as a way to assist in reducing the development cost of developing road monitoring system. In this paper, open source software was proposed as a way to assist in reducing the development cost in developing road management system. OpenLayers framework was used as map rendering platform. The system can be used by administrator of road network to update the road information. At the same time, it can be used by the road user as well to view the information regarding road-related incidents.

The Department of Acceleration Rural Development (ARD) of Thailand has currently undergone a major structure reform according to the new direction of National Economic and Social Development Plan No. 9 (NESDP) which aims to decentralize government authority into sub-district levels. The goals of sub-district level management are to improve the quality of life and living standard of people in terms of economic and social development in the rural areas. Restructuring the maintenance practice and policy to complement the new orientation of the National Economic and Social Development Plan and to enable the proper planning of rural road asset maintenance activities, a systematic rural road asset management system is implemented to achieve the goal of the sub-district and central management. A web-based technology is used to provide an easy linkage between the central and the remote offices for both the network and the project level management. This paper presents a discussion on the organizational barriers, system development process, tools and technology, data integration, and benefits of the improved data management. The data in the developed system include pavement, bridges, drainage system, traffic signs, pavement marking, and vegetation problems. This paper discusses how web-based information technology can be applied to an asset management system. The benefits are measured in terms of productivity; profitability; and rural road user effects.
Web GIS: Technologies and its applications
Distributing geospatial information on the Internet is an enforcing factor for information providers. Internet allows all levels of society to access geospatial information, and provides a media for processing geo-related information with no location restrictions. Web-based GIS is evolved from different Web maps and client-server architecture to distributed ones. As such, Internet reshapes all functions of information systems including: gathering, storing, retrieving, analyzing, and visualizing data. The high cost of GIS system, the release of system specific databases, and the enormous software developer efforts on upgrading the system are fading with the introduction of web-based GIS. Moreover, disseminating spatial information on the Internet improves the decision-making processes.

The development of road transport is one of the key features to an overall better standard of living; it is currently the heart of regional connectivity for the continents of Africa. Road management covers the activities of planning, designing, implementing, and decision makings for road development programs. In Tigrai, Ethiopia, road management is still managed in a poorly organized way, leading to data slow decision making processes. There are issues of data redundancy, inconsistency and incompleteness, no use of spatial technologies for spatial information as such, long processing time and inaccurate information is implemented. The objective of this study was to explore the role of new and emerging Geographic information System (GIS) technologies, explicitly Service Oriented Architecture (SOA) web services for road management and thereby supports the planning and management functions of the The research started by assessing the status of current road management and planning activities using questionnaires, interviews, observation and consulting existing documents. The study then reviewed the current trends of SOA web services for effective road management and planning. System design which includes use case, activity diagrams were modeled using Unified Modeling Language (UML) and creation of shape files for map files were done. Next, the SOA web service prototype was developed using map server with p-mapper scripts. Various queries using map server scripts were developed and tested. Results were used as a baseline in order to develop the system that can be implemented in reality. This study showed how such a system can be developed with low-cost available technologies. The method can be adopted to develop road management and planning in other cities of the country. The prototype is simple to use and facilitates searching roads' information in space and time supported by interactive analytical tools.

A lot of data is involved in the planning and management of road maintenance operations. Since majority of these operations are based on location, a great deal of this data is spatial in nature. In Uganda, much of this data is stored as text document files, excel data sheets and video logs. Some organisations have nevertheless managed to store these data in Microsoft access databases linked to GIS systems. Even though the structuring of road maintenance data is not uniform, this data is shared by several organisations and often is required as archives for future use. Successful data sharing requires a common schema that is flexible to handle the needs of diverse participants. Framework for Web-based Highway Construction Geospatial Data Management

As an ongoing project, the main objective of this research is to develop a framework for the functional and widely accessible Geographic Information System tools to track information collected throughout the highway construction and maintenance projects in the state of Nebraska. Microsoft's Bing Maps and Google's Google Earth are both being investigated for possible integration with the Nebraska Pavement Management System. A test system has been built utilizing an increasingly large data pool previously created from the past hot mix asphalt (HMA) projects. Different data types including: physically marked locations, digitally marked locations, density reads, moisture readings, weather information, and temperate segregation were linked together using Google Earth that can be accessible from the field or the office. The developed framework is identified as a feasible solution to supplement the existing Nebraska Department of Roads (NDOR) pavement management system(PMS) with an upgradeable, efficient, and user friendly web-based interface.
